HomeMy WebLinkAboutResolution - 1748 - Create Neighborhood Redevelopment Commission - 07_12_1984j �U RESOLUTION 1748 - 7/12/84 JCR:cl RESOLUTION RESOLUTION CREATING A CITY COMMISSION TO BE KNOWN AS THE NEIGHBORHOOD REDEVELOPMENT COMMISSION OF THE CITY OF LUBBOCK; PROVIDING FOR APPOINTMENT OF ITS MEMBERS; AND OUTLINING ITS POWERS, FUNCTIONS, AND DUTIES. WHEREAS, the City Council of the City of Lubbock by resolution passed June 28, 1984, resolved that there be created an Office of Neighborhood Redevelopment; and WHEREAS, the City Council of the City of Lubbock deems it to be in the best interest of the citizens of the City of Lubbock that there be created a Neighborhood Redevelopment Commission of the City of Lubbock; and WHEREAS, it is appropriate to provide for the appointment of members to the aforementioned Commission and to specify their duties, functions and powers, NOW THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: SECTION 1. THERE is hereby created a City Commission to be known as the Neighborhood Redevelopment Commission of the City of Lubbock. SECTION 2. THAT the Commission hereby created shall be composed of nine members, all residents of the City of Lubbock, all of whom shall be voting members of the Commission. SECTION 3. THAT the members of the Commission of the Urban Renewal Agency shall constitute and compose the membership of the Neighborhood Redevelopment Commission, and as terms expire members of the Neighborhood Redevelopment Commission shall be appointed as hereinafter provided; and SECTION 4. THE City Council of the City of Lubbock shall appoint the members of the Neighborhood Redevelopment Commission of the City of Lubbock. At least one member of the Commission shall be appointed from the following categories: a. Mortgage Banking b. Residential Construction C. Accounting d. Real Estate e. Engineering f. Legal Three members of the Commission shall with emphasis given to representatives and residents of target areas. be appointed from the general public of low and moderate income citizens SECTION 5. OF the members first appointed, four shall be appointed for a term of one year and five shall be appointed for a term of two years, and thereafter they shall be appointed for terms of two years. Vacancies shall be filled for unexpired terms in the manner in which original appointments are required to be made. SECTION 6. FIVE members of the Commission shall constitute a quorum required for the discharge of the Commission's business. SECTION 7. THE Commission shall, at its first meeting, select a chairman from among its members who shall act as presiding officer of the Commission. The Commission at its first meeting shall also select a Vice Chairman who in the absence of the Chairman shall act as presiding officer of the Commission. The Commission shall, at its first meeting appoint one of its members as secretary who shall keep a record of all proceedings of the Board. SECTION B. THE Commission shall adopt such rules and regulations as they deem best to govern their actions, proceedings, time and place of meeting. However, such rules and regulations shall not be in contravention with laws of the State of Texas or any provision of the Charter of the City of Lubbock or the Code of Ordinances of the City of Lubbock. SECTION 9. THE members of the Neighborhood Redevelopment Com- mission shall be subject to removal from office by the City Council of the City of Lubbock for any cause deemed by the City Council for their removal to be in the interest of public service. SECTION 10. DUTIES of the Commission. The Neighborhood Redevelop- ment Commission of the City of Lubbock shall have the following duties, functions, and powers: The Commission shall constitute an advisory board to the City Council with full powers to consider all matters pertaining to the Office of Neighborhood Redevelopment, including investigation and evaluation of citizen and neighborhood rehabilitation needs, and reviewing requests by the Office of Neighborhood Redevelopment for CDBG funds. -2- SECTION 11. THE City Council of the City of Lubbock shall provide the Commission with all necessary office space and City personnel to assist the Commission in the discharge of its functions.
