•— r.! �, W HERE AS, the City Commission of the City of Lubbock, being aware of
the necessity to practice and promote,economies in the operation of the various `
areas of govermental services rendered the citizens of the City of Lubbock, and
W HE RE AS, it has been determined by the City Commission, that, in keep
ai
, ing with sound principles of business and management, many economies in time
and money maybe accomplished from studying constructive suggestions made by
the employees in the various departments of the City of Lubbock, 'and
WHEREAS, it is the opinion of the City Commission that all employees of
the City of Lubbock should be encouraged to :cooperate and aid in discovering mo e
efficient and economical methods and operation of the various areas of govermen a
services, and

W HE RE AS, it is the further opinion of the City Commission that all worth
while ideas and suggestions leading to economy and more efficiency:in the gover-
mental services rendered the citizens of Lubbock should be rewarded, NOW,
T HERE FORE,
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK:
THAT a formal system of rewards be initiated ko encourage all employees
of the City of Lubbock to-submit constructive suggestions calculated gain increas d
efficiency from the equipment already in operation, or with the same number of
man hours a substitution of methods and operations which will conserve time and
expenditure or which is calculated to increase efficiency and service for the
j citizens of Lubbock, or improve working conditions by decreasing work loads,
reducing fatigue or improving moral. All suggestions may be classified and fall
within, but not limited to either one or a combination of the following:
A. TANGIBLE BENEFITS, which, in most cases, are suggestions that can
be shown to provide a saving in terms of:
1. Service to the citizens of Lubbock;
2. Materials or equipment; and
' 3. Time which can be definitely accounted for.
B. INTANGIBLE BENEFITS, which, in most cases, are suggestions that
can be shown to:
1, Bring about better working conditions;
2. Increase safety to the citizens of Lubbock or personnel;
3 3. Improve employee moral,
4. Marked improvement in service to the citizens of City of Lubbo �k
THAT a reward be and is hereby offered for each constructive suggestion
submitted by any empleyee of the City of Lubbock employed in a non-supervisory
capacity, and by all supervisory personnel where such suggestions are outside

THAT each suggestion be made in writing on forms to be provided and dep-
osited in the Inter Office Mail or delivered personally to the office of the City
Manager who will be responsible for deliverin such su gei tion to a co mitt

Director of Finance who shall be appointed by City Manager I5
and the Department head to which such suggestion is applicable, which shall
review same and immediately notify such employee whether such suggestion shall
be refered to the City Commission which shall be the final authority for paying a {
reward if the City Commission adopts such suggestion and puts same into operati E

i THAT, as a guide the City Commission shall use the following tables as a
basis for evaluating each suggestion and making the cash reward therefor, to-wit;

The City Commission on October 11, 19620 passed a Resolution establishing a formal
system of rewards to encourage City employees to submit constructive suggestions for
betterment and more efficent operation of all City Departments. On this date,
January 10, 1963, motion was made by Commissioner O'Mara, seconded by Commissioner
Alderson, motion carried, Mayor Strong and Commissioners Alderson, O'Mara, Simpson,
and McLarty voting Yea# none voting Nay, to authorize the Suggestion Committee, as
named in the Resolution passed by the City Commission on, October 11, 1962, and the
City Manager to approve payment of an amount up to twenty-five dollars ($25.00) on
suggestions which are accepted under the Employee Suggestion System.
