WHEREAS, the City Commission is aware of the need for coordinating the jvarious municipal departments and local facilities available and usable in the ldevelopment of all youth services, as well as studying and formulating a workable program to aid and assist the youth of the City of Lubbock to develop into good citizens, and 1 WHEREAS, the City Commission desires to solicit the counsel and advice of the citizens of Lubbock who are interested in the welfare of the youth of this community o assist the Commission in its attempt to meet the needs of the youth of the City of Lubbock, NOW THEREFORE: E IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK: i ' SECTION 1. DESIGNATION: THAT there is hereby created a committee to e known and designated as the Lubbock City Youth Council, the purpose of which shall be to act in an advisory capacity to the City Commission of the City of Lubbock o co-ordinate the various municipal departments and local facilities with any existing National, State and County departments and individual or other public facilities available and usable in the development and strengthening of all child servies aimed at preventing delinquency and other types of social maladjustment, y developing in all children the spiritual, mental and physical resources necessary Ifor complete citizenship responsibility and participation; and to formulate and de- vise a constructive unified and consistent program designed to develop in all childre din the City of Lubbock the spiritual, mental and physical resources' necessary for complete citizenship responsibility and participation. SECTION 2 (a) ORGANIZATION: THAT the Lubbock City Youth Council shall consist of eleven members selected as follows: six members, citizens of the City �of Lubbock recognized for their interest in the welfare of youth, who shall be appointed by the City Commission, and the currently elected acting Presidents of th Student Councils of the Senior High Schools of the Lubbock Independent School Distri and the respective student bodies of Texas Technological College and Lubbock Christian College and one city official-who shall serve ex officio to be appointed by the City Manager, the service by such City official on the Council to be considered ias additional duties of his present office, and not as a separate office or employmen k (b) THAT the duties of the six appointed members first mentioned, in addition �to serving as regular members of the Council, will be to provide the essential liason with the public to enlist support and participation; to channel the public's suggestions to the Council, and to keep the Council's primary purpose focused on the major. needs and problems of the youth of the City of Lubbock. The term of I office of the six appointed members shall be three years, except that initially two limembers shall be appointed for a one year term, two members for a two year term, — it �I and two members for a three year term. The initial terms of the six appointed mem ers shall be determined by drawing lots at the first meeting. Said members shall e elgible for reappointment. The Presidents of the various student bodies shall ,hold office until their successors are elected and qualified. I (c) THAT the Council shall hold meetings at the call of its Chairman or ec;retary or at the request of fifty per cent of its members at such times and place s its Chairman may determine, but it shall hold not less than six meetings annually, (d) THAT the Council shall hold its meetings in such office or room of the City all or other public building as may be designated and approved by the City Manager I SECTION 3 (a) PROCEDURE: THAT the Council shall at its first meeting select one of the six appointed members to act as Chairman and he shall preside over all meetings of the Council, and in the event of absence or inability of the regular chairman to preside at any meeting the Vice Chairman shall preside and e responsible for adjournment or recessing such meeting. The Chairman shall appoint one of the appointed members to act as Vice Chairman. I (b) The Council shall be responsible for the adoption of all policies and may ake all rules appropriate to the proper accomplishment of its functions. ( (c) For the exercise of all functions six members of the Council shall constitute 4Ia quoroum. SECTION 4 PURPOSE AND RESPONSIBILITY - The Council shall: I (a) Carry on a continuing study of the needs of all children in the community of the City of Lubbock and seek to focus public attention on such major needs. (b) Make such studies as it deems necessary to formulate programs and provid information to strengthen the family in meeting its responsibility as the fundamental school for integrity and for democratic life in order to make recommendations to e City Commission to accomplish the end result of such studes. (c) Inquire into activities, means and methods employed by existing National and State agencies semi public or private organizations having as their object servic o youth and make recommendations to the City Commission to the end that fuller ooperation on a local level by any existing agencies having the same purpose with such existing National and State agencies semi public or private organizations may e accomplished. 1 i (d) Study and survey the needs of the youth of the City of Lubbock to aid in developing, strengthening and co-ordinating educational, welfare, health, recreatio and other programs of local agencies which have as their object service to youth, land make recommendations to the accomplishment of this end. (e) In addition to other advisory recommendations to the City Commission as jherein provided the Council may make specific recommendations for State legislatio planned as part of an integrated, unified and consistent program to serve the best interests of youth, and for repeal of any conflicting, obsolete, or otherwise un- desirable legislation affecting youth. rd I II �! r {� 1: SECTION 5, To effectuate the purpose of this Resolution and to make maximum use of existing facilities and personnel, it shall be the duty of all departments and j! agencies of the City government and of all officers and employees of the City, when;; requested by the Council, to co-operate with it in all activities consistent with their proper function. !
