LUBBOCK APPROVING THE REVISED URBAN RENEWAL PLAN
AND THE FEASIBILITY OF RELOCATION FOR PROJECT NO.
TEXAS R-33x REVISED ;..
WHEREAS, under the provisions of the Urban Renewal Law of the
State of Texasr it is provided that a City Council or governing
body of a city shall hold a public hearing on an urban renewal plan
or modification thereof, after propel' notice has been given and
after such urban renewal plan or modification thereof has been duly
submitted to the planning commission and the urban renewal agency
for their report and recommendations,, and such public hearing has
been held; and,
WHEREAS, it is provided in such State Act following such hear-
ing the governing body of a city may approve an urban renewal plan
or modification thereof, if it finds (1 ) a feasible method exist,.-
for the location of families or lndi'viduals who will be displact,-
from the urban renewal area in decent, safer and sanitary dwelling
accomodations within their means and without undue hardship to such
families or individuals) (2) the urban renewal plan conforms to the
general plan of the city as a whole) and (3) the urban renewal plan
will afford maximum opportunity consistent with the sound needs of
the city as a whole, for the rehabilitation or redevelopment of the
urban renewal area by private enterprise; and,
WHEREAS, under the provisions of Title I of the federal Housing
Act of 1949, as amended,, the Housing and Home finance Administrator
is authorized to provide financial assistance to local public agen-
cies for undertaking and carrying out urban renewal projects; and, -
WHEREAS it is provided in such Federal Act that contracts for
financial aid thereunder shall require that the Urban Renewal Plan
and/or revisions thereof for the respective project area be approved
by the governing body of the locality in which the project is situa-
ted and that such approval include findings by the governing body
that: (1 ) the financial aid to be provided in the contract is
necessary. to enable the project to be undertaken In accordance with
the Urban Renewal Plan and/or revisions thereof; (2) the Urban
Renewal Plan and/or revisions thereof will afford maximum opportunity,
consistent with the sound needs of the locality as a whole, for the
rehabilitation or redevelopment of the urban renewal area by private
enterprise] and,, (3) the Urban 'Renewal Plan and/or revisions thereof
conforms to a general plan for the development of the locality as a
whole; and.,,

WHEREAS, the Urban Renewal Agency of the City of Lubbock (here-
in called the "Local Public Agency") has entered into planning . con-
tracts for financial assistance under.^such . Federal ` Hdusing Act with
the United States of America, acting -by and through the Housing and
Home Finance Administrator, pursuant to whlbh Federal funds were
provided for the urban renewal projects (herein called the "Revised
Project") Identified as "Yellowhouse and- Coronado Urban Renewal
Projects" and encompassing the area generally bounded by East 19th
Streetle Southeast Drive and East 24th Street to the Northt Redbud
Avenue to the East, Fort Worth and Denver Railroad to the South and
Ash Avenue to the West.. In the City -of LubbockO Lubbock County,
State of Texas, (,herein called the" Locality")) and',
WHEREAS,. the Local Public Agency has entered Into a Loan and
Grant Contract under such Federal Housing Act with the United
States of Amerl cax dated May 23r 1958, for the execution of the
project Identified as "Coronado Urban Renewal Project" and encom-
passing the area generally bounded by East 28th Street to the
North, Southeast Drive to the East,. Fort Worth and Denver Railroad
to the South# and -Juniper Avenue to the Westj ands
WHEREAS the Local Public Agency proposes to revise and amend
and expand tAe "Coronado Urban Renewal Project Area' to add and
include most of-the area heretofore designated .as "Yellowhouse
Urban Renewal Area" and In so doing has applied for additional
financial assistance under such Federal Housing Act and proposes to
enter Into a revised contract with the Housing and Home Finance
Agency for the undertaking of 9� and for making available additional
financial assistance for the Kevised Projectg and".
WHEREAS, the Local Public Agency has made detailed studies of
the locations physical condition of structures,, land user environ-
mental Influences,, and the social , culturalr and economic conditions
of the Revised Project Area and has determined that the area Is a
combination of slum areas and blighted areas and that It Is detri-
mental and a menace to the safety, health, and welfare of the Inhabi-
tants and users thereof and of the Locality at large for the follow-
ing reasons; (1 ) In the slum areas -because of a predominance of
residential and non-residential buildings or Improvements which are
In a state of dilapidation, deterioration or obsolescence due to
their age$ or for other reasons] inadequate provisions have been made
for open spaces and which Is thus conducive to high population den-
sities and overcrowding of population] conditions exist due to the
hereinabove named causes or combinations thereof which endanger life
or property by fire and other causesi and the area Is conducive to
the 111•-health of Inhabitants of the area and to the transmission of
disease and to the Incidence of abnormally high rates of infant
mortality and to abnormally high .rates of crime and juvenile delin.

slum or deteriorated or deteriorating residential and non-residential
buildings structures,...or improvements,, the existence of defective. or
inadequate streets or defective or inadequate street layout or
accessibility, the existence of insanitary' lunhealthftl- or other
hazardous conditions,, the existence' b'f conditions which endanger life
.or p-roperty by fire or other causes, the existence of combinations of
the hereinabove stated causest factors, or conditions; and the mem-
bers of this Governing Body have been fully appraised by the Local
Public Agency and are aware of these facts and conditions; and,
WHEREAS,, the Revised Project includes "slum clearance and
development sections" as defined in Section _ 10 of the Urban Renewal
Law of the State of Texas, and the Local Pubic Agency from herein-
above-mentioned detailed studies has determined that the rehabili -
tation of such sections without clearance would be impractical , in-
feasible, and ineffective, based upon its finding that at least
fifty (50%) per cent of the structures In such sections are dilapi -
dated beyond the point of feasible rehabilitation, or are otherwise
unfit for rehabilitation, and that there exist other blighting
characteristics'. such as overcrowding of structures on the land,
mixed uses of structures'. narrow, crooked, inconvenient, congested,
unsafe, or otherwise deficient streets, or deficient streets+ or
deficiency-es in public utilities or recreational or community
facilities; and,
WHEREASt there has been prepared and referred to the City
Commission of the Locality (herein called the "Governing Body")
for review and approval of a Revised urban Renewal Plan for the
Revised Project Area, dated August 31 , 1960,, and consisting of
twenty-one (21 ) pages and six (6) exhibits supported by the
fo'IlowIng supplementary material , data, and recommendations,
which material , datat and recommendations are not a part of said
Revised Urban Renewal Plan: Project Area Report, Report on
Planning Proposals, Land Acquisition Report, Rehabilitation Data,
Relocation Report, Project Improvements Reports Land DIsposal
Report and a Cost Estimate and Financing Report; and,
WHEREAS,, said Revised Urban Renewal Plan has been approved by
the Governing Body of the Local Public Agency, as evidenced by
the copy of said Body's duly certified resolution approving said
Revised Urban Renewal Plan which is .attached thereto; and,
WHEREAS, a general plan has been prepared and is recognized
and used as a guide for the general development of the Locality
as a whole; and,

WHEREAS;, the Planning and Zoning Commission of the City of
Lubbock. which Is the duly designated and acting official plan-
ning body for the Localityt has .submitted to,. the ,Qoverping Body
Its report and recommendations respecting said Revised Urban
Renewal Plan for the Revised Project Area and has certified
that said Revised Urban Renewal Plan conforms to the said
general plan for the Locality as a whole,, and the Governing
Body has duly considered said heportr recommendations and
certification of the planning body) ando
WHEREAS, the Local Public Agency has caused to be made a
competent Independent analysis of the local supply of hotel
and other transient housing) and,
i WHEREAS, the Local Public Agency has prepared and submitted
proposals for the relocation of families that may be displaced as
a result of carrying out the _Revised Project In accordance with
said Revised Urban Renewal Plan,i ands
WHEREAS, there have also been presented to the Governing Body
information and data respecting the proposals for relocation which
have been prepared by the Local Public Agency as a result of
studies* surveyst and Inspections In the Revised Project Area and
the assembling and analysis of the data and information obtained.
from such studies, surveys* and Inspections) and,R
WHEREAS the members of this Governing Body have general
knowledge of the conditions prevailing In the Revised Project
Area and of the availability of proper housing In the locality
for the relocation of families that may be displaced from the
Revised Project Area 'andr in the llght of such knowledge of
local housing conditl:ons, have carefully considered and re-
viewed such proposals .for relocation) ands
WHEREAS It 1s necessary that the Governing Body take appro-
p riate_-offlcfal action respecting the proposals for relocation
and said Revised Urban Renewal Plan for the Revised Project, in
conformity with the contract or contracts for financial assist-
ance between the Local Public Agency and the United States of
America acting by . and through the Housing and Home Finance
Administrator and In conformity with the Urban Renewal Law of
the State of Texas:
NOW.. THEREFORE# BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF LUBBOCK AS FOLLOWS: .

SECTION 1 . THAT It Is hereby found and determined that {
the Revised Project is a combination slum and blighted area
and qualifies as an eligible Project Area under The Urban
Renewal Law of the State of Texas (Article 1269 L-3* Vernon's
Annotated Civil Statutes of Texas ; .
i SECTION 2. THAT said Revised Urban Renewal Plan for the
4 Revised Project aforementionedi having been duly reviewed and
considered.. is hereby approved,. and the City Secretary-Trea-
surer be and Is hereby directed to file said copy of said
Revised urban Renewal Plan with the minutes of this meetingf
SECTION 3* THAT It is hereby found and determined that
said Revised Urban Renewal Plan for the Revised Project Area
conforms to said general plan of the Local' Ity;
SECTION 4. THAT it Is hereby found and determined that
the financial aid provided and to be provided pursuant to
said contracts for Federal financial assistance pertaining
to the Revised Project Is necessary to enable the Revised
Project to be undertaken In accordance with the Revised
Urban Renewal Plan for the Revised Project Areal
SECTION 5« THAT It Is hereby found and determined that
the above-mentioned Revised Urban Renewal Plan for the Revised
Urban Renewal Area will afford maximum opportunityr. consistent
with the sound needs of the Locality as a who,lex for the urban
renewal of such areas by private enterprisef
. SECTION 6* THAT it Is hereby found and determined; as a
result of . a competent independent analysis of the local supply
of transient housing* that there exists In the area a need for
additional units of such housingl
SECTION 7* . THAT It is hereby found and determined that
proposals . for the proper relocation of the families displaced
In carrying out the Revised Project In decentr safes and
sanitary dwellings in conformity with acceptable standards
are feasible and can be reasonably and timely effected to
permit the proper prosecution and completion of the Revised
Projectl and that such dwellings or dwelling units available
or to be made available to such displaced families are at
least equal in number to the number of displaced families
are not generally less desirable In regard to public utili-
ties and public and commercial facilities than the dwellings
of the displaced families In the Revised Project Area* are

available at rents or prices within the financial means of the
displaced familiest and are reasonably accessible to their
places of employment; and therefore,, a feasible method exists
for the location of families or Individuals who will be dls-
placed from the Revised Urban Renewal Area In decent, safe,
and sanitary dwelling accomodations within their means and
without undue hardship to such families or individualsi
SECTION 8, THAT it is hereby found and determined that the
rehabilitation of the "slum clearance and redevelopment sections"
as shown on the Revised Urban Renewal Plan without clearance
would be impracticalr Infeasible, and ineffective, based upon the
finding of this body that at least fifty (50%) per cent of the
structures in such section are dilapidated beyond the point of
feasible rehabilitation## or are otherwise unfit for rehabilitation
and that there exist other blighting characteristics, such as
overcrowding of .structures on the lands mixed uses of structures;.,
narrows, crooked, Inconvenient, congested�r unsafe, or otherwise
deficient streets{ or deficiencies in public utilities or recrea-
tional and community faclI [ties;
SECTION 9« THAT in order to implement and facilitate the
effectuation of the Revised Urban Renewal Plan hereby approved
It is found and determined that certain official action must
be taken by this Body with references among others . to changes
In zoning the vacating and removal of streets, alfeyst and
other pubfic ways, the establishment of new street patterns
the location and relocation of sewer and water mains and other
public facilitiesr and* accordinglyt this Body hereby: (a)
pledges its cooperation In helping to carry out such Revised
Urban Renewal Planj (b) requests the various officials## depart-
ments, boardst and agencies of the Locality having administra-
tive responsibilities in the premises likewise to cooperate to
such end and to exercise their respective functions and powers
In a manner consistent with said Revised Urban Renewal Plan;
and (c) stands ready to consider and take appropriate action
upon proposals and measures designed to effectuate said Revised
Urban Renewal Plans and,
SECTION l0. THAT additional financial assistance under the
provisions of Title- 1, of the Housing Act of 1949,r as amended��tr is
necessary to enable the land in the Revised Project Area to be.
renewed in accordance with the Revised Urban Renewal Plan for
the Revised Project Area ands accordingly, the filing by the
Local Public Agency of an application or applications for such
financial assistance under said Title I is hereby approved.
On motion of Commissioner `Thomson seconded by
Commissioner Chappdll x the above and oregoing resolu-
tion was passed by the City Commission this 23rd day of March,
