RESOLUTION AND ORDER FOR CITY BOND ELECTION
THE STATE OF TEXAS
CITY OF LUBBOCK
COUNTY OF LUBBOCK
ON THIS the 13th day of August, 1959, the City Commis-
sion of the City of Lubbock, Texas, convened in regular session
at the regular meeting place thereof in the City Hall, there being
present and in attendance the following members, to-wit:

me the following, among other—'business, was transacted, to-wit:
It was moved by Co issioner and
seconded by Commissioner hW there be submitted to
the qualified electors of the City of Lubbock, Texas, who are
property taxpayers therein, and who have duly rendered their prop-
erty for taxation, propositions for the issuance of the bonds of
said City in the following amounts and for the, following purposes,
to-wit:
$1,713,000 general o igation bonds for the purpose
of maki permanent public improvements,
to-wit: jenlar ing, altering, repairing
and equ�ppYnythe municipal building in
and for said City to house City offices,
Corporation Court and Police Station;
$4,000,000 general obligation bonds for the purpose
of making permanent public improvements,
to-wit: constructing improvements and
extensions to the City's Waterworks System;
$1,100,000 general obligation bonds for the purpose
of making permanent public improvements,
to-wit: constructing improvements and
extensions to the City's Sanitary Sewer
System;
$3,200,000 general obligation bons for the purpose
of making permanent public improvements,
to-wit: constructing fstreet improvements�er
$ 600,000 general obligation bonds for the purpose
of making permanent public improvements,
to-wit: purchasing and/or improving lands
for public parks in and for said City;
$ 500,000 general obligation bonds for the purpose
of making permanent public improvements,
to-wit: the purchasing, constructing and
installing of street lighting in and for
said City;

$ 80,000 general obligation bonds for the purpose
of making permanent public improvements,
to-wit: the purchasing, constructing and
installing of traffic signals in and for
said City;
$400,000 general obligation bonds for the purpose
of making permanent public improvements,
to-wit: constructing and equipping a
fire station building in and for said
City;
$120,000 general obligation bonds for the purpose
of making permanent public improvements,
to-wit: constructing, enlarging, extend-
ing and installing storm sewers, drains,
and gutters, and other improvements
incidental thereto in and for said City; *
$ 50,000 general obligation bonds for the purpo§e
of making permanent public impr ements,
to-wit: enlarging} repairing the
municipal warehouse uilding in and for
said City;
$137,000 general obligation bonds for the purpose
of making permanent public improvements,
to-wit: constructing and equipping a street
and water department maintenance and
equipment storage building in and for said
City;
Thereupon, Commissioner made a motion that
any rule requiring that resolutions be no finally passed on the day
introduced, but must be passed, read and voted upon more than one
time or at more than one meeting of the City Commission, be sus-
pended for the reasons stated in the emergency clause.
The motion was seconded by Commissioner
and carried by the following vote:
YEAS: Mayor Baker and Commissioners Thompson,
Maner, Maxey and Casey
NAYES: None
Thereupon, Commissioner introduced
a resolution and order calling an election r the-purpose of sub-
mitting the propositions to a vote of the qtalified property tax-
paying voters of said City, and moved the passage and adoption of
such re lution and order. The motion was seconded by Commissioner
The motion, carrying with it the passage and adoption of
the resolution and order for city bond election prevailed by the
following vote;
YEAS: Mayor Baker and Commissioners Thompson,
Maner, Maxey and Casey
NAYES: None
The RESOLUTION AND ORDER for city bond election is as
follows:
WHEREAS, the City Commission of the City of Lubbock, Texas,
deems it advisable to issue the bonds of said City for the purposes
hereinafter stated; and
WHEREAS, the City Commission considers that it is to the
best interest of the City to provide funds for the purpose of con-
structing the improvements and extensions herein contemplated at
the earliest possible date for the immediate preservation of the
public peace, property, health and safety of the citizens of the
City of Lubbock, constituting and creating an emergency and an
urgent public necessity; therefore
BE IT RESOLVED AND ORDERED BY THE CITY COMMISSION OF THE
CITY OF LUBBOCK:
SECTION 1: That an election be held on the loth day of
September 59 which date is not less than fifteen (15) nor more
than thirty (305 days from the date of the adoption of this resolu-
tion and order, at which election the following propositions shall
be submitted to the qualified electors of said City, who own taxable
property therein and who have duly rendered the same for taxation:
PROPOSITION NUMBER 1 �
"SHALL the City Commission of City of Lubbock,
Texas, be authorized to issue ONE LION SEVEN HUNDRED
THIRTEEN THOUSAND DOLLARS ($1,7 ,000) general obligation
bonds of said City for the p ose of making permanent
public improvements, to-wit: enlarging, altering, repairing
and equipping the municipal building_.in and for said City to
house City offices, Corporation Court and Police Station;
said bonds to mature serially over a period of years not to
exceed thirty (30) years from their date, and to bear interest
at a rate not to exceed FIVE PER CENTUM (5%) per annum,
payable annually or semi-annually, and to provide for the pay-
ment of principal of and interest on said bonds by levying
a tax sufficient to pay the annual interest and to create
a sinking fund sufficient to redeem said bonds as they become
due?"
PROPOSITION NUMBER 2
"SHALL the City Commission of the City of Lubbock,
Texas, be authorized to issue FOUR MILLION DOLLARS ($4,000,000)
general obligation bonds of said City for the purpose of mak-
ing permanent public improvements, to-wit: constructing improve-
ments and extensions to the City's Waterworks System; said
bonds to mature serially over a period of years not to exceed
thirty (30) years from their date, and to bear interest
at a rate not to exceed FIVE PER CENTUM (5%) per annum,
payable annually or semi-annually, and to provide for the pay-
ment of principal of and interest on said bonds by levying
a tax sufficient to pay the annual interest and to create
a sinking fund sufficient to redeem said bonds as they become
due?"

"SHALL the City Commission of the City of Lubbock, Texas,
be authorized to issue ONE MILLION ONE HUNDRED THOUSAND DOLLARS
($1,100,000) general obligation bonds of said City for the
purpose of making permanent public improvements, to-wit:
constructing improvements and extensions to the City's Sani-
tary Sewer System; said bonds to mature serially over a period
of years not to exceed thirty (30) years from their date, and
to bear interest at a rate not to exceed FIVE PER CENTUM (5%)
per annum, payable annually or semi-annually, and to provide
for the payment of principal of and interest on said bonds by
levying a tax sufficient to pay the annual interest and to
create a sinking fund sufficient to redeem said bonds as they
become due?"

"SHALL the City Commission of the City of Lubbock, Te s,
be authorized to issue THREE MILLION TWO HUNDRED THOUSA
DOLLARS ($3,200,000) general obligation bonds of said ty for
the purpose of making permanent public improvements, -wit:
constructing street improvements Acqaxid for said City, said
bonds to mature serially over a period of years not to exceed
thirty (30) years from their date, and to bear interest at a
rate not to exceed FIVE PER CENTUM (5%) per annum, payable
annually or semi-annually, and to provide for the payment of
principal of and interest on said bonds by levying a tax
sufficient to pay the annual interest and to create a sinking
fund sufficient to redeem said bonds as they become due?"
PROPOSITION NUMBER 5
"SHALL the City Commission of the City of Lubbock, Texas
be authorized to issue SIX HUNDRED THOUSAND DOLLARS ($600,0005
general obligation bonds of said City for the purpose of making
permanent public improvements, to-wit: purchasing and/or
improving lands for public parks in and for said City; said
bonds to mature serially over a period of years not to exceed
thirty (30) years from their date and to bear interest at a
rate not to exceed FIVE PER CENTUM (5%) per annum, payable
annually or semi-annually, and to provide for the payment of
principal of and interest on said bonds by levying a tax
sufficient to pay the annual interest and to create a sinking
fund sufficient to redeem said bonds as they become due?"
PROPOSITION NUMBER 6
"SHALL the City Commission of the City of Lubbock Texas,
be authorized to issue FIVE HUNDRED THOUSAND DOLLARS ($500,000)
general obligation bonds of said City for the purpose of making
permanent public improvements, to-wit: the purchasing, con-
structing and installing of street lighting in and for said
City; said bonds to mature serially over a period of years not
to exceed thirty (30) years from their date and to bear inter-
est at a rate not to exceed FIVE PER CENTUM (5%) per annum,
payable annually or semi-annually, and to provide for the pay-
ment of principal of and interest on said bonds by levying
a tax sufficient to pay the annual interest and to create
a sinking fund sufficient to redeem said bonds as they become
due?"
PROPOSITION NUMBER 7
"SHALL the City Commission of the City of Lubbock, Texas,
be authorized to issue EIGHTY THOUSAND DOLLARS ($80,000)
general obligation bonds of said City for the purpose of making
permanent public improvements, to-wit: the purchasing, con-
structing and installing of traffic signals in and for said
City; said bonds to mature serially over a period of years not
to exceed thirty (30) years from their date and to bear inter-
est at a rate not 'to exceed FIVE PER CENTUM (5%) per annum,
payable annually or semi-annually, and to provide for the pay-
ment of principal of and interest on said bonds by levying
a tax sufficient to pay the annual interest and to create
a sinking fund sufficient to redeem said bonds as they become
due?"
PROPOSITION NUMBER 8
"SHALL the City Commission of the City of Lubbock, Texas,
be authorized to issue FOUR HUNDRED THOUSAND DOLLARS ($400,000)
general obligation bonds of said City for the purpose of making
permanent public improvements, to-wit: constructing and equip-
ping a fire station building in and for said City; said bonds
to mature serially over a period of years not to exceed
thirty (30) years from their date and to bear interest at
a rate not to exceed FIVE PER CENTUM (5%) per annum, payable
annually or semi-annually, and to provide for the payment of
principal of and interest on said bonds by levying a tax suf-
ficient to pay the annual interest and to create a sinking
fund sufficient to redeem said bonds as they become due?"
PROPOSITION NUMBER 9
"SHALL the City Commission of the City of Lubbock, Texas,
be authorized to issue ONE HUNDRED TWENTY THOUSAND DOLLARS
($120,000) general obligation bonds of said City for the pur-
pose of making permanent public improvements, to-wit: con-
structing, enlarging, extending and installing storm sewers,
drains, and gutters, and other improvements incidental thereto
in and for said City; said bonds to mature serially over a
period of years not to exceed thirty (30) years from their
date and to bear interest at a rate not to exceed FIVE PER
CENTUM (5%) per annum, payable annually or semi-annually, and
to provide for the payment of principal of and interest on
said bonds by levying a tax sufficient to pay the annual
interest and to create a sinking fund sufficient to redeem
said bonds as they become due?"

be authorized to issue FIFTY THOUSAND DOLLARS ($50,0001 ge ral
obligation bonds of said City for the purpose of making p ma-
nent public improvements, to-wit: enlarging � repairing the
municipal warehouse building in and for said City; said bonds
to mature serially over a period of years not to exceed
thirty (30) years from their date and to bear interest at
a rate not to exceed FIVE PER CENTUM (5%) per annum, payable
annually or semi-annually, and to provide for the payment of
principal of and interest on said bonds by levying a tax suf-
ficient to pay the annual interest and to create a sinking
fund sufficient to redeem said bonds as they become due?"
PROPOSITION NUMBER 11
"SHALL the City Commission of the City of Lubbock, Texas,
be authorized to issue ONE HUNDRED THIRTY SEVEN THOUSAND
DOLLARS ($137,000) general obligation bonds of said City for
the purpose of making permanent public improvements, to-wit;
constructing and equipping a street and water department
maintenance and equipment storage building in and for said
City; said bonds to mature serially over a period of years not
to exceed thirty (30) years from their date and to bear interest
at a rate not to exceed FIVE PER CENTUM (5%) per annum, payable
annually or semi-annually, and to provide for the payment of
principal of and interest on said bonds by levying a tax suf-
ficient to pay the annual interest and to create a sinking
fund sufficient to redeem said bonds as they become due?"

SECTION 3: That said election shall be held under the
provisions of and in accordance with the laws governing the issuance
of municipal bonds in cities, as provided in the General Laws of
the State of Texas, and only qualified electors, who own taxable
property in the City, and who have duly rendered the same for taxa-
tion, shall be qualified to vote.
SECTION 4: That the ballots for said election shall be
prepared Tn suff c ent number and in conformity with Chapter 6,
V.A.T.C.S. Election Code, as amended, and that printed on such
ballots shall appear the following:

LEVY OF A TAX IN PAYMENT THEREOF
AS TO EACH of the foregoing propositions, each voter shall
mark out with pen or pencil one of the above expressions, thus
leaving the other as indicating his or her vote on the eleven
propositions respectively.
SECTION_ 5: That a copy of this resolution and order,
signed by t�Mayor of the City and attested by the City Secretary
shall serve as proper notice of said election.
SECTION 6: That notice of said election shall be given
by posting an publication of a copy of this resolution and order,
at the top of which shall appear the words "NOTICE OF CITY BOND
ELECTION". Said notice shall be posted at the City Hall and at
each of the polling places in said City, not less than fourteen
(14) full days prior to the date on which said election is to be
held, and be published on the same day in each of two sudeessive
weeks in the LUBBOCK AVALANCHE-JOURNAL, which is a newspaper of
general circulation published in the City of Lubbock, Texas, the
first of said publications to be made not less than fourteen (14)
days prior to the date set for said election.
SECTION 7: The public importance of .this measure and
the fact that it is to the best interest of the City of Lubbock to
construct the improvements indicated by the propositions for the
issuance of bonds hereinabove set out, at the earliest possible
date, for the immediate preservation of the public peace, property,
health and safety of the citizens of said City, constitute and
create an emergency and an urgent public necessity requiring that
this resolution and order be passed and take effect as an emergency
measure, and that this resolution and order is accordingly passed
as an emergency measure and shall take effect and be in force
immediately from and after its passage, and it is so resolved and
ordered.
