BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized and
directed to execute for and on behalf of the City of Lubbock a Grant Application and
related documents for a Library Program Grant from the State Partnership Grant
Program of the Bill and Melinda Gates Foundation. Said Grant Application is attached
hereto and incorporated in this Resolution as if fully set forth herein and shall be
included in the minutes of the Council.

Grant Applicant Certifcation
Purpose
The purpose of State Partnership Program grants is to expand the availability of public
access computing, and to provide access to the Internet and to digital information through
the public library.
Eligibility Standard
To be eligible for a a State Partnership Program grant from the Bill and Melinda Gates
Foundation, a library must be recognized by the State Library Agency as a public library, be
open to public use acting as a public library (not as an administrative facility), serve an area
of over 10% poverty, and not have previously received a GLI or GUgrant.
In making this application, we certify that if the grant is approved:
1. The grant funds will be an incremental increase to other current and anticipated library funding
and will not replace previously budgeted items.
2. This application is complete and represents the needs of this community. This library system
meets the above eligibility standard for Bill and Melinda Gates Foundation funding.
3. All good faith efforts will be made to sustain the public access computing capability established
by this grant. Such efforts will be aimed at assuring that all computers and peripheral equipment
are kept fully operational and appropriately supplied Also, every effort will be made to assure
adequate public funding for the proper maintenance and eventual replacement of the equipment
provided by this grant.
4. The applicant understands that grants will be made only to public libraries that provide
unmediated access to computers for public use, and will operate and administer the computers
and Internet access without charges or fees to library patrons.

Narrative 1— Basic Proiect Description
Principle: The grant should work in tandem with existing library technologies and
services. The grant should enhance the current services the library provides as well
as offer new opportunities for developing additional services.
Assuming your Grant Application is successful, please describe how you plan to use your
grant to expand or enhance the information services your library currently provides to your
community. In a brief narrative (one to two pages in length), please specifically address the
following points:
(a.) Describe your existing programs and services based on the availability of public
access PCs and public access to the Internet in your library. Explain how your grant
will expand or enhance these existing services.
(b.) Describe any new programs and services you plan to introduce as the result of your
grant.

(a) Describe your existing programs and services based on the availability of public
access PCs and public access to the Internet In your library. Explain how your grant
will expand or enhance these existing services.
The Lubbock City -County Library System provides services to 219,411 citizens, with 42% of
that number as registered library card holders. Last year, we experienced an increase of
124% on our public Internet terminals from the previous year. There has been a tremendous
interest in technology -based library products and the availability of personal computers with
Internet access. Our role as the public library is challenged with budget constraints, needing
to meet the digital age demands, and yet remain a solid Institution filed with traditional library
materials.
This grant, if awarded, will enable our libraries to work in tandem with existing library
technologies and services. However, it will greatly enhance the ability for patrons to receive
hands-on computer usage. We currently house only two Internet accessible PC's per facility
(eight total), which creates time restrictions on patrons and a continuous waiting list for
usage. Our plans are to place the requested computers in the children's area, which
currently none exist Our programs and services are severely limited, simply because of the
lack of terminals.
By the success of this grant request, we can expand and enhance our services to include:
• Access to the children's area for reference materials in homework help and special
projects
• Promote parent/child teaming time
• In some cases, this is the only computer accessibility for children. We want to provide
this avenue of teaming for them
■ One branch, located directly across from a junior high school, will create a `homework
center'
• introduce first time training on a Spanish language terminal, which will fill the gap in our
over 26% Latino population
• Expanding the access to the Internet and raise the level of reference materials at all
facilities
• Allow us to become technology centers with marketing advantages, including web design
capabilities
• Expanded access to our on-line data bases
• Help create a more positive vision from the governing bodies of the library system
■ Increased usage by citizens will create more support from our governing bodies
(b) Describe any new programs and services you plan to introduce as the result of your
grant
The new programs and services to be introduced, as a result of this grant, include:
• New research centers
• Expand children's programs
• Upgrade older technology
■ Restore a sense of pride in our libraries
• Target young adults to return to their neighborhood library
• Appeal to the Adult non-reader for free computer courses
• Fill the gap of after-hours schooling as a Learning Center
In tandem with this Library Building Grant, the Lubbock Library System is submitting an
application for the Bill and Melinda Gates Foundation Supplemental Training Lab Grant. If
successful, this lab will help facilitate a larger scope of computer literacy throughout the
system.
Narrative 2 - Need
Principle: The Foundation's funding is targeted at those Libraries serving low-
income communities, where the need is the greatest and the fewest people have
computers and Internet access at home.
(Definition: For the purpose of this narrative, consider "need" as directly referring to the -
people in your community who are at or below poverty levels, and persons -who are caught
in the "digital divide," - this is, those who do not have ready access to personal computers
or the Internet.)
Using the Free and Reduced School Lunch Program data for your community, please reflect
on how this information reflects the overall needs of your community. In a brief narrative
(one to two pages in length), please address the following points:
(a.) Do you believe these data adequately reflect the overall levels of need in your
community in terms of basic demographic measures? If not, please describe how
they differ.
(b.) Do these data adequately reflect the needs for information services that you perceive
in your community? If not, please describe how they differ?
(c.) Do you have one or more schools, senior centers, or day care centers in close
proximity to your library building(s)? If so, how does this situation affect your

This library is committed to serving a significant number of people in our community that
have distinct needs for public access to computers. We face challenges to help our low-
income residents and we are striving to reach this group to help with their quality of life.
Yes, the information on the Free and Reduced School Lunch Program data adequately
reflects the overall level of need in our community. Of the 18 schools located nearest the
library facilities, the average "free or reduced lunch' population is 80%. The total school
district is 64%.

Yes. The data reflects the need for Information services in the community. In prior library
surveys for branch facility studies, a lower educated population exists in this community.

Yes. We have numerous schools, day care centers and a senior citizen center near our
library locations. This affects our services by:

Partnerships for the Library are essential for growth. By `pooling' our resources, the mutually
beneficial relationships that we have experienced will continue to accelerate. The newest
venture in partnerships Is being conducted through the Library Development Office. Local
businesses are donating funds to increase collections in the multimedia sections. They, in
turn, receive a highly visible plaque, placed on an end panel. This beneficial partnership is
helping their publicity, local funding avenues and It is helping us to redevelop the collections
In specific areas.
Continued partnering will be enhanced with the Literacy Coalition, West Texas Library
System, the Genealogy Association and Friends of the Library. These organizations utilize
the main library for office and service space. Future plans are to help broaden their scope of
services for their patrons. By increasing the computers in our facilities, we can strengthen
our relationships with them.
Although we have a strong relationship with the Small Business Administration, our plans are
to enhance the seminars by providing the computers they need. Some of their seminars
relate directly to computer technology, but without hands-on computer instruction, it has been
difficult to teach. This will help facilitate and broaden these sessions.
Plans are solidifying with the Senior Citizen Center to establish computer literacy training at
the libraries. Complementing their current classes, the library computers will be available for
additional training. The current waiting list Is over two years for computer classes at the
Senior Center. By providing the library facility and computers for their classes, this will prove
to be a win -win situation for both parties.
Private -sector Instructors have expressed interest in conducting tutorial sessions for their
students. This avenue can be further explored by marketing the availability of computers at
the library. By promoting these computers to small groups, tutors and families, the partnering
aspect takes on a new meaning for the library.
Narrative 4 - Leveraging and Suttainability
Principle: Funding should serve as a catalyst for others - government, business,
foundations, and individuals - to support the public library as an institution and to
make a priority of providing broad public access to information technologies and to
encourage long-term local technological and financial sustainability.
(Definition: For the purposes of this narrative, `leveraging" means using the opportunity of
the grant to encourage organizations or agencies - for example, local government,
businesses, foundations, Rotary Clubs - to provide additional funding or in -kind
contributions to expand or enhance the capabilities provided by the grant. "Sustainability"
addresses the library's plan to build appropriate support for, and maintenance of, the grant
equipment and connectivity into its future operating budgets, and to focus any leveraged
funds or services toward such support and maintenance over time.

The Lubbock City -County Library plans to maintain and sustain its equipment and computing
and Internet access capabilities provided by the grant
As a department of the City of Lubbock, the Library instituted library automation in 1992, with
purchase of the Sirs! Unicorn Library Management System. Since that time, it has used the
City's "capital projects' process to upgrade and replace the initial computers at the main
library (1998-99) and one branch (1999-2000). The five-year capital summary plan cans for
replacements of the other two branches in 2001 and 2002. Thus, the Library experiences an
orderly, and planned process for sustaining its technology.
In addition, however, the Library initiated its Marketing & Development Office in mid -summer,
1999, for the purpose of pursuing grants and other private -fundraising endeavors. This
program is already meeting with success, as initial ventures have begun to gamer funds for
building multi -media collection assets. in 1997, the Library's Bridweli Endowment was
created with approximately $500,000. Distributions in 1999 will fund consultant work for
proposed interior renovations of the Central Library, working closely with the new computer
lab layout. Fundraising by the Friends of the Library, noted above, add approximately
$25,000 to $30,000 annually for Library use. Both the endowment and Friends' income in
future years can be applied to the sustaining of the Gates resource; however, the Library's
development program is only beginning, and the Library has yet to make application to
several significant local foundations.
It should be noted that the "digital divide" issue is a front -burner issue by our governing body,
the City of Lubbock. In Its'Lubbock City Council Goals/Strategies, March 2000" document,
Under the Economic Development issue, Goal 11, Telecommunications, state:
Develop and maintain state of the art telecommunication infrastructure for
citizentpublic access to government, the intemet, and for business attraction and
retention.
More specifically, Strategy 2.3 states:
Close the "digital divide" by involving Teaming institutions and corporate sponsors
It is in the spirit of the "parallel framework' that the Library's application to the Gates
Foundation is made.

Supplemental Grant Apl2licant Certification
The purpose of this Training Lab grant is to provide the libraries in the State of
Texas with state-of-the-art training facilities, that are located in larger library
systems, and able to be used as a statewide resource through mutual support and
cooperation.
Eligibrliry Standard
To be eligible to receive this Supplemental grant to host a Training Lab from the Bill and
Melinda Gates Foundation, a library must be recognized by the State Library Agency as a
public library, open to public use acting as a public library (not as an administrative
facility), and be willing to commit to the use of the Lab for cooperative statewide technology
training programs.
In making this application, we certify that if the supplemental grant is approved:
1. The grant funds will be an incremental increase to other current and anticipated library funding
and will not replace previously budgeted items.
2. This application is complete and represents the needs of this community. This library system
meets the above eligibility standard for Bill and Melinda Gates Foundation funding.
3. All good faith efforts will be made to sustain the Training Lab capability established by this
grant. Such efforts will be aimed at assuring that all computers and peripheral equipment are
kept fully operational and appropriately supplied. Also, every effort will be made to assure
adequate public funding from state and local sources for the proper maintenance and eventual
replacement of the equipment provided by this grant.
4. The applicant understands that grants will be made only to public libraries that provide
unmediated access to computers for public use, and will operate and administer the computers
and Internet access without charges or fees to library patrons.

Project Narratives and Commitments
Library systems serving Legal Service Area (LSA) populations of between 100,000 and
300,000 are eligible to apply for an additional grant to host a Training Lab consisting of a
server and 11 networked workstations. The purpose of this Training Lab is described in the
Grant Making Guidelines booklet. The Foundation views the Training Lab's five main
objectives as noted below.
For this supplemental application, and in order to qualify to host a Training Lab, please
include narratives that address the points noted under each of the five objectives. Your
narratives should clearly, enthusiastically, and emphatically address your purpose and
interest in hosting a Training Lab.
Lab Objective #1
To support the library system's ever pressing and on -going need for the ability to train
library staff in the use of new and changing information delivery tools, such as the Internet,
World Wide Web sites and search engines, and electronic reference services.
Address these points in Section 1 of your narrative: (a) Please describe your long-term plans for staff
training, and how this Training Lab will assist you in meeting your objectives. (b) Please also
describe where you would locate the Lab, indicating its location within the building, and its
accessibility to staff. Also include a floor plan showing the proposed Lab area, its square footage,
and its location within the library building. (c) Describe why this is the best location for the Lab
within your library system. (d) Finally, please indicate who on your staff will be responsible for
oversight of the Lab, and for staff training and development, particularly in the areas of applications

Long term goals for staff training is to continue to provide the highest quality of training
within our scope of services. We are committed to providing our staff with the constantly
changing electronic services that will enable them to assist the patrons in whatever way
is needed. This lab will provide opportunity of increased training programs for staffing
because of the classroom setting, equipment availability, and the unified training
sessions. Increased training programs will be offered as proficiency is acquired, as well
as orienting new staff to the library.
(b) Please also describe where you would locate the Lab, indicating Its location within
the building, and Its accessibility to staff. Also included a floor plan showing the
proposed Lab area, its square footage, and Its location within the library building.
The computer lab will be located in Mahon Library, which is the Central Library. it will be
featured on the first floor, under the mezzanine, making it highly visible to all patrons
imrriediately upon entering the facility. This central placement is highly accessible to the
staff, as well as, the staff can easily meet that patron's needs quickly and easily. A floor
plan is attached on the next page.
(b) Describe why this Is the best location for the Lab within your library system.
This central placement will allow possible future expansions of the lab, it is convenient for
all patrons from any area of the library, will be ADA compliant and is readily accessible to
staff. The lab placement research proves this is the best location because it is the largest
facility, the central library, and serves the largest population of under -served citizens.
(c) Finally, please indicate who on your staff will be responsible for oversight of the
Lab, and for staff training and development, particularly In the areas of
applications software, information access tools, and the Internet. Also, please
describe how these duties fit within their overall responsibilities.
The lab will be under the directions of Jane Clausen, M.L.S., Public Services Director.
Additional support will include personnel from her staff and the Technical Services
Division. These responsibilities are a continuation of current duties; however, the scope
will change, easing the burden of available training room space and computer terminals.

Our current commitment to patron training in technology is on a one-on-one, ■as needed
basis' while they are in the library. Although we do conduct more formal training classes
for computer literacy, they are limited to small groups. We are limited to two to four
patrons in training sessions at a time, simply because of equipment and space in all
library locations.
The library has access to the databases of the Texts State Library and a Web based
catalog. Training is made available to patrons on the same limited access as mentioned
above.
This lab will help tremendously because it will allow uniform training class to be
conducted, scheduled training classes can be held on different topics like:

■ Use of the library on-line catalogs and all electronic data bases from the
Texas State Library
■ Software applications on the Gates computers
■ Individualized requested topics from targeted populations
■ Job seekers, building resumes
■ Updating skills for job market
■ Senior Citizens

■ Business people needing free training courses
■ Surfing the Internet

When not used for training purposes, to provide additional public access
computing facilities for patrons of the library.

how you will use this Training Lab facility for expanded public access computing.
This narrative should directly reflect needs of your community as noted In your
basic grant application, and how your proposed location of the Lab will best reach
those patrons In need.
This library is committed to serving a significant number of people in our community with
distinct needs for public access to computers. By locating the lab in the central library,
we are able to fill those needs in the best way possible. It reaches the largest population,
which is also the most under -served group.
Expanded public access for computing is essential to the growth of the library system.
We must obtain more computers to meet the demands of our patrons. We will provide 40
hours per week of open public access in the lab. Our goal is to offer classes to train
patrons to then use the lab computers on their own. Open public access will allow the
training to build computer literacy.
The identified technology needs of the community are to reach out, provide training and
the accessibility to computers. We must provide the available technology to our citizens,
in the best way possible. By offering training programs, then allowing them to achieve
success on their own, is essential to the lab and the library's success. The lack of
equipment has forced us to limit our computing services, however, with the success of
this lab grant, we can branch out and provide more services to the public.
Lab Objective #4
To provide a training facility that can be used in cooperation with libraries in the
Immediate geographical area and with the state library in offering a broad range of training
opportunities for the public library community.
Address these points In Sections 4 of your narrative:
(a) Describe your current participation in regional and statewide continuing education
activities.
Our involvement includes being a major resource center for the West Texas Library System
that provides continuing education for its libraries in the 29 county areas. Many other
seminar participants use this resource due to the central location of Lubbock, Texas in the
West Texas area. Its easy access to the region is a huge success in continuing education
courses.
(b) Indicate your willingness to provide on -going access to the Lab as a resource for
meeting regional and statewide technology training goals.
We are available and happy to provide our facility as a meeting location, specifically with
future training in the new computer lab.
(c) Describe your plans to work with the State Library, and others within your community
as appropriate, to leverage the donation of this Lab to gain on -going support for its
continued operation, maintenance, and periodic upgrading. Please be specific as
possible, so that the Foundation can assess the potential for the lab to be sustained
on an ongoing basis In the future.
Leveraging and sustainability are an important part of the Lab. As a department of the City of
Lubbock, the Library instituted library automation in 1992, with purchase of the Sirsi Unicorn
Library Management System. Since that time, it has used the City's 'capital projects'
process to upgrade and replace the initial computers and the main/central library and one
branch library. The fire -year capital summary plan calls for replacements of the other two
branches in the next two years. Thus the Library experiences an orderly, and planned
process for sustaining its technology.
In addition, however, the Library initiated its Marketing and Development Office in mid-
summer, 1999, for the purpose of pursuing grants and other private -fundraising endeavors.
The program is already meeting with success, as initial ventures have begun to gamer funds
for building multi -media collection assets. In 1997, the Library's Bridwell Endowment was
created with approximately $500,000. Distributions in 1999 will fund consultant work for
proposed interior renovations of the central library, working closely with the new computer lab
layout. Fundraising by the Friends of the Library, noted above, add approximately $25,000 to
$30,000 annually for Library use. Both the endowment and Friends' income in future years
can be applied to the sustaining of the Gates resource; however, the Library's development
program is only beginning, and the Library has yet to make application to several significant
local foundations.
It should be noted that the "digital divide" issue Is a front-bumer issue by our governing body,
the City of Lubbock. In its °Lubbock City Council Goals/Strategies, March 2000" document,
Economic Development Issues Include this statement:
'Develop and maintain state of the art telecommunication infrastructure for citizen/public
access to government, the Internet, and for business attraction and retention'
More specifically, it states:
"Close the digital divide by involving learning Institutions and corporate sponsors'

Seller and Buyer agree as follows:
1. SELLER TO PACKAGE GOODS. Seller will package goods in accordance web good

release after each delivery. Invoices shall indicate the purchase order or purchase release
number and the supply agreement number if spphicable. Invoices shall be itemized and
tmmpmution charges, if any, shall be listed separately. A copy of the bill of lading. and the
freight waybill when applicable, should be attached to the invoice. Mail To: Accounts

or otherwise, rerc offered or given by the Seller, or any agent or representative ofthe Seller,
to any officer or employee of die City of Lubbock with a view to securing a contract or
securing favorable treatment with respect to the awarding or amending. or the nuking of any
determinations with respect to the performing of such a contract. in the event this contract ls
canceled by Buyer pursuant to this provision. Buyer shall be entitled, In addition to any other
rights and remedies, to recover or withhold the amount of the cost incurred by Seller In

thereto shun become the property ofthe Buyer and to the extent feasible shall be identified by

tL WARRANTY -PRICE

kind and specification covered by this agreement for similar quantities under similar of like

alternative. Buyer may cancel this contract without liability to Seller for breach or Seller's
actual expense.
