RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized and directed to
execute for and on behalf of the City of Lubbock, an Economic Development Initiative — Special
Projects application, by and between the City of Lubbock and the Housing and Urban
Development Department for the American Wind Power Center, and all related documents. Said
application is attached hereto and incorporated in this resolution as if fully set forth herein and
shall be included in the minutes of the City Council.

American Wind Power Center NP 1
Project Description (must conform to descrrprion to H D Appropriations Commtrfee Conference Reporr which is quoted in the invitation, lever from HUD 'to

This funding will be utilized for the development of the American (8)
Wind Power Center located in Lubbock, Texas. The project will include
both construction and non -construction activities. A building will be
constructed that will house staff offices. This will allow the existing
buildings to be used for windmill exhibits. The space for these exhibits
is desperately needed. Currently, the staff is unable to assemble and
display several artifacts due to the limited space.
Another portion of the funding will allow for the purchase of additional
artifacts. These new pieces will be added to the already extensive
collection managed by the American Wind Power Center.
The remainder of the funds will be used for adminstrative costs
and the purchase of equipment necessary in order to continue the
operations of the Center. The project will be completed in four
phases, beginning approximately June 2000 and ending May 2001.

Davis -Bacon Act (40 U.S.C. §§276a to 276a - 7). the
Copeland Act (40 U.S.C. 1§276c and IN U. S. C.
§§874), and the Contract Work Hours and Safety
Standards Act (40 U.S.C. 1§327.333). regarding labor
standards for federally assisted construction

10. Will comply, if applicable, with flood insurance
purchase requirements of Section 102(a) of the Flood
Disaster Protection Act of 1973 (P.L. 93-234) which
requires recipients in a special flood hazard area to
participate in the program and to purchase flood
insurance if the Loral cost of insurable construction and

11. Will comply with environmental standards which
may be prescribed pursuant to the following: (a)
institution of environmental quality control
measures under the National Environmental Policy
Act of 1969 (P.L. 91-190) and Executive Order (EO)
11514: (b) notification of violating facilities pursuant
to EO 11738, (c) protection of wetlands pursuant to EO
11990; (d) evaluation of flood hazards in floodplains in
accordance with EO 11988. (e) assurance of project
consistency with the approved State management
program developed under the Coastal Zone
Management Act of 1972 (16 U.S.C. §§1-351 et seq.);
(f) conformity of Federal actions to State (Clear Air)
Implementation Plans under Section 176(c) of the
Clear Air Act of 1955, as amendcd (42 U.S.C. §§ 7.401
et seq.); (b) protection of underground sources of
drinking water under the Safe Drinking Water Act of
1974. as amended. (P.L. 93-523). and (h) protection of
endangered species under the Endangered Specics Act
of 1973. as amended. (P.L. 93-205).
12. Will comply with the Wild and Scenic Rivers Act of
)968 (16 U.S.C. §11271 et seq.) related to protecting
components or potential components of the stational
wild and scenic rivers system.
13. Will awist the awarding agency in assuring compliance
with Section )06 of the National Historic Preservation
Act of 1966, as amended (16 U.S.C. 470). EO 11593
(identification and protection of historic properties), and
the Archaeological and Historic Preservation Act of 1974
(16 U.S.C. 469a-1 et seq.).

funds are passed for purposes of carrying out the project, as
applicable:

This disclosure form shall be completed by the reporting entity, whether subawardee or prime Federal recipient at the initiation or receipt of a
covered Federal &anion, or a material change to a previous filing, pursuant to title 31 U.S.C. section 1352. The filing of a form is required for each
payment or agreement to make payment to any lobbying entity for Influencing or attempting to Influence an officer or employee of any agency,
a Member of Congress, an officer or employee of Congress, or any employee of a Member of Congress In connection with a covered Federal
action. Use the SF-LLL-A Continuation Sheet for additional information M the space on the form is inadequate. Complete all Norris that apply for
both the Initial filing and material change report. Refer to the implementing guidance published by the Office of Management and Budget for
additional Information.
