RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized and
directed to execute for and on behalf of the City of Lubbock Change Order
No. 1 to be entered into by and between the City of Lubbock and M.A.
Mortenson Company with regard to the New Water Reclamation Plant No. 4,
which Change Order No. 1 is attached herewith, which shall be spread upon
the minutes of the Council and as spread upon the minutes of this Council
shall constitute and be a part o s Resolution as if fully copied herein
in detail.

NEW WATER RECLAMATION PLANT NO. 4 AND
SOLIDS HANDLING FACILITIES
SRF PROJECT 3104-002
CHANGE ORDER NO. 1
SCOPE. This Change Order No. 1 adjusts the quantity of excavation and
concrete placement for cylindrical piers at the Headworks and Main Lift
Station structures.
REASONS FOR CHANGES. A lump sum cost is included to compensate the
Contractor for an increase in the quantity of excavation and concrete
for cylindrical piers and for the additional effort required to drill
through suitable bearing material to install the pier bells. Suitable
bearing material to terminate the pier excavation was located above the
elevation indicated in the Contract Documents. However, terminating the
pier bells at the higher elevation would have resulted in a conflict
with substructure piping and excavation in adjacent areas, making
construction of the Headworks facility as originally designed
unfeasible. Drilling through the otherwise suitable bearing material to
an elevation lower than the elevation indicated in the Contract
Documents was required to excavate for the pier bells. The additional
effort to drill through the otherwise suitable bearing material was not
originally required by the Contract Documents, since pier bells were to
terminate at the top elevation of this material.
Attached to this Change Order is a copy of Mortenson's letter dated
December 7, 1992, and Black & Veatch's letter dated January 11, 1993,
concerning this item.
BASIS FOR CHANGE. Additional pier concrete and excavation for a lump
sum price of $38,546.00.
All other provisions of the Contract remain unchanged.

Pier Adjustment at Headworks and
Main Lift Station
We have received Mortenson's letter dated December 7, 1992, containing
their proposal for additional pier excavating and concrete costs at the
Headworks and Main Lift Station. This letter responds to their proposal
and discusses the following items:
• Describe the original pier requirements which formed the basis
for the bid.
• Identify the Contract provisions that provide for adjustment to
pier lengths.
• Explain why pier revisions were needed.
• Discuss the options that were reviewed.
• Describe the recommended pier changes.
Original Pier Requirements
The Headworks and Main Lift Station structures are long, narrow, and
contain multiple levels that bear on different elevations in the soil.
To minimize differential settlement that could occur with the multiple
bearing levels, the Contract Documents required the Contractor to
install drilled piers with flared bells on the bottom.

Basis of Bid and Contract Provisions to Adjust Pier Lengths
Two soil borings were obtained in the area of the Headworks structure to
characterize the soil conditions. From these borings, a soils profile
was developed to permit us to approximate a suitable bearing elevation
for the base of the piers. In order for all Bidders to bid on the same
lengths of piers, the approximate bearing elevation for each pier was
indicated on the drawings.
Because the top elevation of suitable bearing material can vary between
borings due to subsurface hills and valleys in the formation, we include
a standard provision in the specifications to make an adjustment in the
Contract Price for increasing or decreasing the total length of piers.
This provision was included in Section 02220, paragraph 17, of the
specifications. Additional soil borings could have been obtained to
further identify the elevation of the suitable bearing material.
However, this would not ensure that all the subsurface features of the
suitable material would have been found (i.e., hills, holes, etc., in
the formation, boulders, valleys, etc.). To precisely identify the top
elevation of the suitable bearing material, it would have been necessary
to totally remove the surface soils, which was not practical or
economically feasible. Based on the Contractor's price for structure
excavation, removing the surface soils at the Headworks would have cost
approximately $70,000. This approach is not practical and would have
required an alternate and more expensive foundation design.
Description of Need for Additional Pier Requirements
During the initial pier drilling operations at the Headworks structure,
suitable bearing material was found at an elevation higher than the pier
bearing elevations indicated on the drawings. A subsurface hill of the
suitable material had been encountered. Normally, the piers would be
shortened and the pier bells installed to bear at the top of this
suitable bearing material. However, terminating the piers at this
higher elevation would have resulted in the pier bells conflicting with
underslab piping, and would have made excavation of the grit pump pit
unfeasible. To avoid these conflicts, the piers could be drilled into
the suitable bearing material to the elevations on the drawings but at a
rate substantially slower than through the overlying softer strata. In
addition, flaring the bells required on the bottom of the piers in this
hard strata was not possible. Therefore, a change in the original
drilled pier concept was needed.

Once this need for a change was identified, we met with the Contractor
and Parkhill, Smith, and Cooper in Lubbock on September 15, 1992, to
discuss available options. The four options that were discussed
included (1) deleting the piers; (2) considering larger diameter piers
without bells to eliminate the flaring in the hard strata; (3) deleting
some of the piers and constructing footings; and, (4) using the same
pier design, drill through the top layer of suitable bearing material to
a location where the pier bells could be flared and still be on top of a
second suitable bearing strata.
Deleting the piers, Option 1, was dismissed as a viable option due to
the structure configuration and increased potential for differential
settlement. Option 2, using full diameter piers, was not feasible since
the larger diameter pier shaft would still result in a conflict with
underslab piping and the grit pit excavation. The third option,
deleting some piers and using footings, would have required substantial
engineering design revisions and considerable lead time to order
additional materials, possibly resulting in several weeks or even months
of delay. The footing design would be more labor intensive and would
require substantially more concrete and reinforcing steel than the
drilled piers. Due to the high cost and schedule delay associated with
this option, it was not considered further.
Recommended Option
The fourth option was recommended and implemented since it was the most
feasible, economical, timely, and complete solution. Under this option,
the piers were drilled through the initial suitable bearing elevation to
a second suitable bearing strata where the pier bells were then
installed.
Basis of Contractor's Proposal
The Contractor's cost proposal is based on two items:
The amount for additional production time to drill through
suitable bearing material that was above the bearing elevations
indicated on the drawings.
The additional drilling, concrete, and reinforcing for the
length of piers below the drawing elevations.

The drilling through the suitable bearing material was not originally
required by the Contract Documents, since the pier bells were to
terminate at the top elevation of this material.
We have reviewed the Contractor's request for a contract adjustment of
$38,546 and it appears justified and reasonable. Please contact us if
