R E S O L U T I O N
�.. A RESOLUTION REQUESTING THE RESERVATION OF CAPITAL GRANT
FUNDS, APPROVING THE UNDERTAKING OF SURVEYS AND PLANS FOR AN
URBAN RENEWAL PROJECT, AND PROVIDING FOR THE FILING OF AN
APPLICATION FOR FEDERAL ADVANCE OF FUNDS,
WHEREAS, under Title I of the Housing Act of 1949, as amended and
supplemented, the Housing and Home Finance Administrator is authorized to
extend financial assistance to localities in the elimination and prevention of the
spread of their slums and urban blight through the planning and undertaking of
urban renewal projects; and,
WHEREAS, it is desirable and in the public interest that the City of Lubbock,
Texas, prepare surveys and plans, presently estimated to cost ONE HUNDRED
TWENTY FIVE THOUSAND ($125, 000. 00) DOLLARS, in order to undertake and
carry out an urban renewal project of the character contemplated by Section 110
(C) of said Title 'I, in that certain area, proposed as an Urban Renewal Area,
situated in the City of Lubbock, ;County of Lubbock, and State of "Texas, and
described,in the body of this Resolution; and,
WHEREAS, the above-cited Federal law requires as a condition to the
execution of a contract for a loan and capital grant for an urban renewal project
that the locality present to the Housing and Home Finance Administrator a work-
able program, as set forth in Section 101C . of said Title I, for utilizing
appropriate public and private resources to eliminate and prevent the develop-
ment or spread of slums and urban blight: to encourage needed urban rehabil,itatio
to provide for the redevelopment of blighted, deteriorated, or slum areas or to
undertake such other feasible community activities as may be suitably employed
to achieve the objectives of such a program; and,
WHEREAS, a Workable Program for the City of Lubbock, Texas, has been
submitted for approval as contemplated above; and,
WHEREAS, it is recognized that contracts for loans and capital grants for
urban renewal projects will require.,. among other things,
(1) the approval of the urban renewal plan by the governing body
of the City of Lubbock, Texas;

:(Z) the provision of local grants-in-aid which may consist of dona-
tions of cash, land, demolition or removal work, and the installation,
construction or reconstruction of streets, utilities, parks, play-
grounds, or other improvements or the provision of other public
buildings or facilities; and,
(3) the development of a feasible method for the relocation of
families displaced from the urban renewal area; NOW, THEREFORE,
BE IT RESOLVED:."BY THE CITY COMMISSION OF THE CITY OF LUBBOCK:
SECTION 1. THAT the proposed Urban Renewal Area described below is
a slum, blighted, deteriorated or deteriorating area appropriate for an urban

renewal project and that the undertaking by the City of Lubbock, Texas, of survey,
and lanes for an urban renewal project of the character contemplated by Section
110 : C) of the Housing Act of 1949, as amended and supplemented, in the pro-
posed Urban Renewal Area described below, is hereby approved; said Urban
Renewal Area being described as follows; G
A description of the George Woods Urban Renewal Area, a.
tract of land out of Sections 3, 4 and 5, Block B, all within
the corporate limits of the City of Lubbock, Lubbock County, 1
Texas, the boundaries of which are as follows:

BEGINNING at the Northwest corner of Section 5, Block B;
THENCE East 5280 feet, more or less, to the Northeast corner
of Section 5, Block B;
THENCE South 1117 feet, more or less_, to a point in the East
dine of Section 5, Block B;
THENCE in a Northeasterly direction along the City Limits line
414.4 feet to a point;
THENCE meandering in a Southeasterly direction along said City
Limits line 5513 feet, more or less, to,a point which is 1222 feet
North and 956 feet West of the Southeast corner of Section 3, Block B;
THENCE West 3260 feet more or less to a point in the East alley

of the Panhandle and Santa Fe Railroad 576 feet, more or less, to
the Southeast corner of Lot 3, Carrollts Re-subdivision of Wheelock1s
Second Addition;
THENCE Northwesterly along the North right-of-way line of the
Fort Worth and Denver Railroad 4925 feet, more or less, to a
point in the centerline of Birch Avenue;
THENCE Northwesterly along a curve of said right-of-way line
800 'feet, more or less, to a point in the West right-of-way line
of Ash Avenue;
THENCE North along said right-of-way line 2640 feet to a point
in the North line of Section 7, Block B;
THENCE East 60 feet to the PLATE OF BEGINNINGr, this tract
containing 775 acres of land, more or less.
SECTION Z. THAT the financial assistance under said Title I to assist
urban renewal projects is needed and that the Housing and Home-7inance Adminis-
trator is hereby requested to reserve for an urban renewal project in the proposed
Urban Renewal Area described above Federal capital grant funds in an amount
sufficient.to enable the-City of Lubbock to 'finance the undertaking of the project.
SECTION 3. THAT it is cognizant of the conditions that are imposed in the
undertaking and carrying out of urban renewal projects with Federal financial
assistance under Title 1, including the requirements of said Title I respecting
the workable program mentioned above, and that it is the avnse of this body;
(a) that a feasible method for the relocation of families displaced from
the urban renewal area, in conformity with said Title I, can be
prepared; and `
(b) that local grants-in-aid, consisting of donations of cash, land,
demolition or removal work, and the installation, construction or
reconstruction of streets, utilities, parks, playgrounds, or other
improvements or the provision of other public buildings or
facilities, necessary for carrying out'in the Urban Renewal Area the
urban renewal objective of said Title I in,accordance with the urban
renewal plan, can and will be provided in an .amount which will not
be less than one-third of the net project cost and which, together
with the Federal Capital Grant, will be generally equal to the
difference between groosproject costs and the proceeds or value
of project. land sold, leased or retained for use in accordance with
the urban renewal plan.
SECTION 4. THAT the filing of an application by the Citycf Lubbock, Texas,
for an Advance of Funds from the United States of America in an amount of ONE
HUNDRED TWENTY FIVE THOUSAND ($125, 000. 00) DOLLARS for surveys and
plans for an urban renewal project in the Urban Renewal Area described above is
hereby approved and that the Project Administrator for the City of Lubbock is
hereby authorized and directed to execute and file such application with the
Housing and Home Finance Administrator, and to provide such additional informa-
tion and to furnish such documents as may be required by said Administrator and
to act as the authorized representative .of the City of Lubbock, Texas.
