RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
WHAT the Mayor Pro Tempore of the City of Lubbock BE and is hereby authorized and
directed to execute for and on behalf of the City of Lubbock a Personal Services Contract with
Sheila Wuensche for the services as Executive Assistant for the Reese Redevelopment Project.
Said Contract is attached hereto and incorporated in this Resolution as if fully set forth herein and
shall be included in the minutes of the Council.

PERSONAL SERVICES CONTRACT
STATE OF TEXAS §
COUNTY OF LUBBOCK
This Contract and Agreement, made and entered into on this the 17 th day of
October, 1996 -,by and between the CITY OF LUBBOCK, TEXAS, a Home Rule
Municipal Corporation of the State of Texas, hereinafter called "City," and Sheila Wuensche
hereinafter called "Executive Assistant".
WHEREAS, the City has determined that it will, on a temporary basis, require the
services of an Executive Assistant for the Reese Redevelopment Project until the local
redevelopment authority is able to assume the contract; and
WHEREAS, the City has determined that it will be in the best interest of the City to
retain the services of Executive Assistant to assist it in furnishing the services of assisting the
Executive Director as required; and
WHEREAS, the above individual has agreed to furnish the services pending the ability of
the local redevelopment authority to assume this contract, at which time this agreement will be
assigned to the local redevelopment authority;
NOW THEREFORE, the parties hereto do covenant and agree as follows:
I.
Under the terms and conditions set forth herein, the City does hereby engage and retain
Sheila Wuensche to provide the following general services as Executive Assistant for the Reese
Redevelopment Project: providing secretarial support for the LRRA staff and LRRA Board of
Directors involved in base redevelopment planning and implementation; performing a variety of
advanced level secretarial duties; and perform related duties as required.
II.
The parties agree to the following terms and conditions:
(a) This agreement is contingent on the payment of grant funds employment by the
Office of Economic Adjustment to be used for the Executive Assistant's
contractual salary; and
(b) The term of this contract shall be for a period of one year beginning on October
26, 1996; further renewals and extensions will be subject to grant approvals by the
Office of Economic Adjustment; and
(c) This contract and agreement may be assigned to the local redevelopment
authority; and
(d) Either party hereto may terminate this agreement at any time during the term of
this agreement by giving thirty (30) days notice of intention to terminate this
contract.
City agrees to pay Executive Assistant as compensation for services rendered hereunder
an annual base pay $25,000 plus mileage reimbursement for work -related travel at the prevailing
IRS rate, which is currently thirty-one ($0.31) per mile.
IV.
City agrees to pay the following benefits to Executive Assistant:
(a) Medical insurance in the approximate amount of $2,874.00/yr. for Executive
Assistant, with dependent coverage being at Executive Assistant's cost if final
approval is given by the Washington National Insurance Company, the City's
insurance carrier; and
(b) Dental insurance in the approximate amount of $229.90/yr. for Executive
Assistant, with dependent coverage being at Executive Assistant's cost; and
(c) Ten thousand dollars in life insurance at the approximate rate of $32.50/yr. for
Executive Assistant, with dependent coverage being at Executive Assistant's cost
if final approval is given by the Washington National Insurance Company; and
(d) Long term disability insurance at the approximate rate of $95.00/year for
Executive Assistant; and
(e) Executive Assistant shall be entitled to 15 days of paid sick leave; and
(f) Executive Assistant shall be entitled to nine (9) paid holidays annually, and (2)
two weeks of paid vacation annually; and
(g) Executive Assistant shall not be eligible for the City's retirement plan.
V.
Executive Assistant agrees to provide the following services as her principal duties and
responsibilities:
(a) Providing secretarial support for the LRRA staff and LR.RA. Board of Directors
involved in base redevelopment planning and implementation;
(b) Performing a variety of advanced level secretarial duties. Prepares written
correspondence from verbal or written instructions. Performs routine
administrative functions related to records management, and preparation of
vouchers for expenses;
(c) Preparing confidential correspondence related to human resources. Explains
routines policies and procedures. Answering the telephone and greeting visitors,
ascertains nature of business, providing assistance or refers to proper individual
often based on broad knowledge of department or organizational functions;
(d) Developing, recommending, and implementing procedures to facilitate workflow
and office activities. Developing and implementing file and records management
procedures;
(e) Scheduling appointments and maintains appointment calendar;
(f) Opening mail, reviewing contents, and handling directly or determining proper
routing;
(g) Making arrangements for conferences and meetings. Compiling and typing
agenda and support materials. Copying and distributing meeting information.
Reserving meeting room and makes arrangements for room set-up, refreshments,
etc. Taking and transcribing minutes;
(h) Developing and publishing advertising and publicity materials in support of the
LRRA market planning effort;
(i) Initiating market planning studies/analyses in support of LRRA goals and
milestones;
j) Processing economic prospect surveys to determine use potential and reuse
opportunities; and
(k) Making travel arrangements and reservations.
VI.
Nothing contained herein shall be construed as creating the relationship of employer and
employee between the City and Executive Assistant. Executive Assistant shall be deemed at all
times to be an independent contractor for tax purposes.
VII.
Executive Assistant shall at all times observe and comply with all Federal, State and local
laws, ordinances and regulations, which in any manner affect the agreement and shall indemnify
and save harmless the City against any claim arising from the violation of any such law,
ordinances and regulations by Executive Assistant.
IN WITNESS WHEREOF, the parties hereto have executed this contract and agreement
this 17th day of October , 1996.
