l( SEC T IO N 1, That the "Position Classification Plan" recently adopted
�P1L4.t11 d��' by the City Commission BE, and the same is hereby amended to delete the
�} classification of "Administrative Coordinator, " page 094, as shown by the plan {
�yl717Ets originally filed with the City Secretary.-
SECTION 2. The office of "Director of Public Safety"' is hereby created, II
as a classification under said plan, with duties and responsibilities as set out-
on page 095 attached to the original of this Resolution, which shall be inserted
in the '"Position Classification Plan" as page 095.

SECTION 3. Code No. 094 of the "Salary Plan" Schedule II shall apply
to the office of Director of Public Safety hereby created, including range
number, etc. originally applicable to Code No. 094.
On motion of Commissioner Morris , seconded by Commis-
signer Thomas , this Resolution was passed on this the 23rd
day of July, 1953, by the following vote:

DIRECTOR OF PUBLIC SAFETY
DEFINITION
This is very responsible administrative work in directing the
activities of several city departments performing public safety func-
tions.
This employee is responsible for organizing and directing the
work of those city. departments engaged in policing, traffic safety and
control,fire protection, firewfinspection, building inspection, and re-
lated protectional and inspectional work. Employee determinea major
departmental pol.ici6a.,directs -the planning of departmental operations
and procedures, 'sees to the establishment of appropriate organiza-
tioris, sees to the proper staffing of such organizations and the
adequate It-service training of their personnel, and generally pas-
ses on the most difficult and significant administrative decisions.
Employee necessarily delegates considerable authority for the ,execu-
tion of technical and administrative policies and programs as the ma-
jor emphasis orhis work is directed at overall administration. As-
signments involve` considerable conferring with governing boards and
commissions of the city as well as with other top level city officials,
state agencies, local private organisations, and civic groups for
the purposes of interpreting and executing city programs, ordinances ,
and administrative policies.Supervision is exercised over a large
staff of administrative and technical personnel. Work is performed
under the general direction of the City- Manager; and various gover-
ning boards of the city.

Confers with and ;advises various subordinate departmental di-
rectors on administrative problems relating to such matters as depart-
.mental programming, staffing, organization, assignment of personnel,
assignment of g equipment, training, of personnel, operating procedu-
rest and record keeping systems;introduces improvements- and changes
where desirable in the foregoing activities; confers with the City
Manager in regard to any especially important operational problems
of his departments; reviews information on and interviews applicants
for the more important positions in his departments.
Directs the preparation of and reviews plans and proposed
budgets covering departmental operat ons;, reviews periodically ac-
counting, personnel, equipment and other operating records of his
departments; reviews and assists in the drafting of ordinances and
regulations afrecting his departments.
Confers with the city governing bodies, the City Manager, and
other department heads concerning the programs and problems of his de-
partments; participates in the development of city-wide programs and
administrative policies; confers with the -public and civic groues on
important matters of complaints and in interpretations of city poli-
cies andon related public relations activities.
Confers with representatives of county and state agencies
on matters pertaining to the activities of his departments.
Performs related work as required.

Extensive knowledge of the principles and practices of public
administration with particular reference to those principles applied
in the development and management of organizations providing munici-
-pal .police and fire services.
Thorough knowledge ' of 'the"-perYscirXriel', mekie&6M1, materials, ;and
.techniques employed in the operation and evaluation of police, fire,
and related municipal services.
Thorough knowledge of -the applications -of 'record keeping
systems to -various protectional services.
Consider�Lbleknowledge of the basic laws - ordinances., and
regulations unde#'lying the municipal corporation. `
Skill in :organizing and directing the activities of several
city departments.
Skill- in meeting and dealing effectively with municipal go-
-verning bodies, civic groups, and the public.
Skill in developing long term .plans and programs and in ma- _
king decisions on matters of major policy and on complex technical and
° administrative problems.
Ability to establish and maintain effective working relation-
ships with subordinates and other city officials. .
Ability to express himself clearly and concisely, orally and
in writing; and to speak effectively in public in regard to various
city programs,
DESIRABLE EXPERIENCE AND TRAINING
Any combination of experience and training equivalent to' the
following:extensive experience in work affording familiarity with
municipal protectional and related services including responsible ad-
ministrative experience; and graduation from' a' four year college or uni-
versity with specialization in public .or business administration. .
