WEE EAS, the City Commission of the City of Lubbock did, by resolution and permit {fated August 10, 1950, grant the United States Air Force certain joint use privileges at the Lubbock Municipal Airport, enumerated A through Fin the afore- said resolution, and. enumerated l through 9 in the aforesaid permit, and, 'MAEAS, in accordance with the provisions of paragraph 9,of the aforesaid permit the City Commission'of the City of Lubbock did define certain terms, and promulgated the rates and charges provided for in paragraph 9 of the aforesaid permit by resolution dated August' 10, 1.951, and, WMREA.S, paragraph E of-the aforesaid resolution states "The direct, deferred and amortized costs of operating and maintaining the larding area shall be reviewed semi-annually, adjusted accordingly and. anew per-pound rate developed. DC-4 type at 63,000 lbs. . Itinerant civilian aircraft shall be averaged and rated at 5,000 lbs. Local civilian aircraft shall be averaged and. rated at 2,000 lbs. (1) The Lubbock Municipal Airport Control Tower Traffic Records shall be used as the basis of determining the number and type of civilian aircraft movements. (0) The United.States Air Force shall provide a control officer during periods of their operations, and shall provide the Airport Manager with a daily extract of their operations. This extract shall include the number and type of all United States Air Force movements. .- (D) The total number of movements shell be multiplied by the gross weight of the aircraft, using the. gross weights hereinabove set forth. After determination of the total gross load in pounds imposed upon the airport for any given period, the Air Forces sj%� l be grand ten (10) per centum of the total gross load imposed during any MPFEUVR - ,Wand their charge shall be compounded at the rate of $0.07615 per 1,000 lbs. , ''for sill load in excess of ten (10) per centum of the total gross load during that period. .
