RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized and directed to
execute for and on behalf of the City of Lubbock an Amendment of Volume 1 of the City of
Lubbock Policies and Procedures Manual entitled `Boards and Commissions --Replacement of
Members" to establish a new procedure for notifying board members who have violated the
City's board and commission attendance policy, a copy of the Amendment is attached hereto,
which shall be spread upon the minutes of the Council and as spread upon the minutes of this
Council shall constitute and be a part of this Resolution as if fully copied herein in detail.

BOARDS AND COMMISSIONS -
REPLACEMENT OF MEMBERS
OBJECTIVE:
To define "excused" and "unexcused" absences; to designate the responsible party
of the respective board for monitoring absences; to establish procedures for
recording absences, agendas, and minutes of the respective board.
RESPONSIBLE AGENCY:
City Secretary and City Manager's Representative
SERVICE/POLICY
An "excused" absence is defined as follows: being out-of-town for business
reasons, illness or emergency (death in the family, hospitalization), jury duty,
previous commitments that prevent attendance at specially called meetings on
other than the regular scheduled meeting day.
Any other absence would be considered "unexcused."
The following number of absences may constitute the need for replacement of the
member: (a) three consecutive unexcused absences or (b) attendance reflecting
unexcused absences constituting 54 percent of the meetings over a 12-month
period from date of appointment.
Any violation of the Code of Ethics (copy attached) may constitute grounds for the
replacement of the Board member.
In the event that a board or commission member violates the above attendance
policy, the staff liaison shall notify the City Secretary, The City Secretary will
contact the member in writing and ask the board or commission member to make a
decision about whether his/her current schedule will allow continued service. The
letter will encourage the member to submit a letter of resignation to the City
Secretary if the board or commission member feels that his/her schedule will not
allow continued service.
Agendas and minutes of each meeting shall be filed promptly with the City
Secretary. The attendance of the entire board shall be recorded by the City
Secretary and all agendas and minutes shall be placed on microfilm at the end of
each calendar year.
CODE OF ETHICS
As an officer of the City of Lubbock, I believe:
That the proper operation of democratic government requires that public officials
be independent and impartial in their judgment and actions; that government decisions and
policies be made utilizing the proper channels of the governmental structure; that my
appointment not be used for personal gain; and that the public have confidence in the
integrity of its government and public officials.
That the realization of these ends is impaired whenever there exists, or appears to
exist, an actual or potential conflict between the private interest of the governmental
official and his other public duties. The public interest requires ethical standards with
respect to official conduct. Therefore, as an appointed board or commission member of
the City Council of the City of Lubbock, I assert my solemn belief that the primary
responsibility for maintaining a high level of ethics among City officials and employees
falls upon the appointed and elected officials of our community.
Consequently, as a City of Lubbock board or commission member, I believe that it is my
duty to:
Respect the importance of American ideals of government, of the rule of law, and
of ethical conduct in the performance of my public duties.
2. Submit policy proposals to elected officials, provide them with the facts and advice
on matters of policy as a basis for making decisions and setting community goals,
and uphold and implement municipal policies adopted by elected officials.
Faithfully perform my duties as a board or commission member by attending all
scheduled meetings of my board or commission, unless unable to do so for some
compelling reason or disability.
4. Represent and work for the common good of the public of my city and not for
private interest, assuring fair and equal treatment of all persons, claims, and
transactions coming before me in my official capacity.
Refrain from accepting gifts, favors, or promises of future benefit which might
compromise or tend to impair my independence of judgment or action as a board
or commission member.
6. Disclose any private interest I may have in agenda items before voting and refrain
from voting when such interests are in substantial conflict with my public duties.
7. Help the City Council and board or commission maintain the highest standards of
ethical conduct by refusing to approve breaches of public trust or improper
attempts to influence legislation and be being willing to vote to censor or
otherwise discipline any fellow board or commission member who willfully violates
the duly established rules of conduct.
