RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized and
directed to execute for an on behalf of the City of Lubbock a Grant Applica-
tion and related documents for the Small Business Administration National Tree
Planting Program administered by the Texas Forest Service on a cost -sharing
basis, attached herewith, which shall be spread upon the minutes of the
Council and as spread upon the minutes of this Council shall constitute and be
a part of the Resolution as if fully c j2 ed herein in detail.

ITEM: Consider a resolution authorizing the Mayor to sign an
agreement between the City of Lubbock and the Texas Forest
Service for the Small Business Administration National Tree
Planting Program Grant.
Urban Reforestation Project
Background/Description
Keep Lubbock Beautiful, Inc. is aggressively seeking funds to
implement an Urban Reforestation Project within the City of
Lubbock. In a grant proposal, Keep Lubbock Beautiful, Inc.
requested $15,500 from the Small Business Administration to help
support the program. A local match of $15,500 is provided by the
City of Lubbock through personnel salary, fringe benefits,
equipment, planting and staking supplies, mulch, and hardware for
the installation of a drip irrigation system.
SBA funds will provide for the planting and maintenance of
approximately 140 trees throughout five (5) park sites in the Berl
Huffman Athletic Complex, Helen Hodges, Leroy Elmore, Mose Hood,
Buster Long. Each park will receive approximately 25 trees.
Average caliper of the trees will be 2 1/2" to 3" with an average
height of 8' to 12'.
Trees will be planted and cared for by Parks and Recreation staff.
Supplemental water will be provided three (3) times weekly during
the first year and twice weekly during the second year of
establishment. Winter watering will be performed biweekly with
additional watering as required by seasonal moisture and
temperature conditions. Trees will be fertilized twice yearly as
part of the park fertilization program. Trees will be pruned
yearly during their establishment to enhance shape and structural
development.

The Keep Lubbock Beautiful Advisory Board will help promote the
Urban Reforestation Project. Board members will recruit media
involvement in a publicity campaign aimed at local businesses.
Businesses will be asked to donate trees to enhance the project.
Board members will also promote the project at civic club and
neighborhood group meetings.
Small Business Administration National Tree Planting Program Grant
Background/Description
The purpose of the Small Business Administration national Tree
Planting Program Grant is to plant trees on land owned or
controlled by the State or local government by obtaining services
and supplies from small business owners. Funding is provided by
the Small Business Administration - Tree Planting Grants. The
Texas Forest Service has been designated by Governor Ann Richards
to administer this program in Texas.
Key Provisions
Requirement of Resolution from Governing Body
Grants will not be made to units of local government without a
resolution form the respective governing body authorizing the
appropriate representative to execute agreements associated with
the grant request and committing that agency to providing its
share of the cost of the project as described in the grant
application. This resolution may also include the endorsement
that permits the planting of trees on public property under their
jurisdiction.
Execution of Agreements and Documents
Another key guideline included in the grant is the execution of
agreements and documents. Once the applicant has accepted the
grant in writing, it is the responsibility of the applicant to
ensure that all agreements are fully executed within a period of
45 days after the date of award. Failure to comply with this
schedule will result in the grant offer being withdrawn.

Provision of Prioritized Application
The Texas Urban Forestry Council Grants Committee shall provide
the state forester a list of prioritized applications with
recommended funding levels according to a schedule set by the
council in consultation with the State Forester. The Texas forest
Service will execute all necessary agreements. Funds for
individual grants will not be released until all required
agreements have been executed.
Summary
Ultimately, the program will enhance the quality of recreational
and leisure opportunities in the community by improving the
quality and aesthetics in the existing park system.

supplemental materials for the Small Business Administration National
Tree Planting Program Grant Application.
We have written the application with the new requested amount of
$25,500. The original requested amount was for $20,000. The revised
funds will provide 140 trees at five (5) park sites, (Berl Huffman
Athletic Complex, Helen Hodges, Leroy Elmore, Mose Hood, Buster Long
Parks).
The City of Lubbock will provide a 25% cash contribution ($7,750)
towards this project along with other in -kind services for future
maintenance of the trees.

anticipate your notification for purchase and installation of the
trees.

All staking, mulching, initial pruninq, and the installation of drip
irriaation to each tree will be performed by City of Lubbock, Urban Park
Forestry Personnel. Additionally, the shredded mulch and drip irrigation
components will be supplied by the department, however, these items are
purchased through local vendors. Irrigation installation will be performed
with departmental equipment. Maintenance will continue for the life of the tree.

IV. Technical Proposal
Each grant application must include a technical proposal of no more than two (2) typed pages. This
narrative should address all the points listed below:
• Clearly state the objectives of the project.
• Describe the location where the project will take place.
• How many trees will be planted. species. size.
• Attach maps showing location of planting sites.
• Specify standards for site selection, site preparation, planting stock, care and selection.
• Describe care and maintenance of planted trees to be provided.
• Describe how the project will be divided to allow more than one small business to perform work and Y
promote increased employment to local communities. .`
• Specify the personnel, their qualifications and experience, and who will be responsible for stipervising
the project.

IV TECHNICAL PROPOSAL
OBJECTIVES OF THE PROJECT
In this proposal, the City of Lubbock, Parks and Recreation
Department, is requesting $15,500 maximum set on the Federal
Contribution to the cost of a Tree Planting Program. The program is
the continuation of a Park Reforestation and will provide for the
planting and maintenance of 140 trees throughout five (5) park sites
in the City of Lubbock. The continued Tree Planting Program will add
and replace trees that enhance the quality and aesthetics of park
land for the enjoyment of park users. The tree plantings create
microclimates for birds and also enhances the overall community.
LOCATION OF PROJECT
The Tree Planting Program will take place within five (5) park sites
located throughout the City of Lubbock park system. The sites chosen
are high use areas by residents at all times of the year at all times
of the day. Due to the erratic West Texas dry, sunny, and windy
weather, trees offer patches of welcomed comfort_ The trees will be
planted in the following park sites:

CARE AND MAINTENANCE
An automatic drip irrigation system will be installed to water each
tree according to soil moisture and tree requirements. Trees will be
fertilized twice yearly as part of the Park Fertilization Program.
Trees are pruned yearly and as needed during their establishment to
enhance shape and structural development.

DIVISION OF PROJECT
Plant materials and installation specifications will be submitted for
selecting a contractor through the City's bid process. A contractor
will be selected to supply the plant material and perform the
installation. If a local plant material contractor does not have all
the necessary plant material, he will have to subcontract from
someone else.

COST EFFECTIVENESS
Containerized trees will be used as much as possible to insure that
the root systems are intact and capable of water and nutrient uptake.
Departmental experience indicates that successful establishment has
been enhanced through the use of such material. Mulch is used to
prevent weed growth and their competition for water within the newly
planted tree root zone. Efficient and economical water use is
provided through drip irrigation to newly planted trees. Department
staff and labor will be used to plant trees acquired through the
City's competitive bid process. Initial specifications and
inspection prior to acceptance insures only healthy plant material is
provided. a
