704REAS, U.-',S. _Highway 84 (College Avenue) runs_through the town of
Lubbock and constitutes one of its main streets and said Highway is paved
twenty-four (24t) feet wide, and,
WEER.EAS, the traffic has increased to such an extent that the narrow
pavement creates a hazard and inconvenience to the traveling public, and,
TEE AS, it is the c,e�se �hof the City Commission of the City of Lubbock
to have the pavementA ri ene to eighty-three (83t) feet et4 per.. nurbs, from
Fourth(4th) Street North to Clovis Road (Avenue Q. Northeast) A'distance of
I+,500 feet, and as it is understood that the State Highway Commission will
provide the widened pavement if the City Trill build the curb and gutter; now,
THEFEFOR.E:
BE IT. RESOLVED BY TIE CITY C01MISSIOB OF THE CITY OF LUBBOCK, IN REGULAR
SESSION THIS - 8 DAY OF 1950;
THATi the Highway Department is hereby requested to widen and improve U. S.
Highway 84 as set out above;
THAT, the City of Lubbock will provide all necessary right-of-:Tay clear of
obstruations and free of property damage, and will provide for the immediate
construction of continuous curb and gutter and utility adjustments, all as may
be necessary for a complete project with the exception of pavement widening,
and Trill assume responsibility f6r the construction of driveways and widewalks
should they be deemed necessary now or in the future; the distribution of costs
of the construction of storm sewers necessary for the completion of this project
to be determined later by agreement between the Texas State Highway Department
and the City of Lubbock.
THAT, the Texas State Highway Department, after the City has fulfilled its
responsibilities, will provide for pavement widening and its support within
these limits.
THAT, it is understood that the responsibility of the Texas State Highway

Department is confined to the pavement and its support and all other features j
' necessary now or in the future to provide an adequate travel facility shall be II
j the responsibility of the City of Lubbock. II
THAT, it is further agreed that the City of Lubbock will maintain that
portion of the work which is its construction responsibility and will pass such
resolutions and ordinances in accordance with standard forms of the Highway
Department'to indemnify the State during and after construction against any and
all liability or damage growing out of such construction, to regulate traffic,
to provide for parallel parking and to prevent encroachment on the right-of-way.
