HomeMy WebLinkAboutResolution - 4013 - Supports Use - Adjusted Census Count - Intercensal Population Estimates - 11_12_1992Resolution No. 4013 November 12, 1992 Item #15 RESOLUTION WHEREAS, the 1990 Census will provide essential population statistics governing federal funding allocations and political representation for the next decade; and WHEREAS, the 1990 Census has been fraught with numerous operational problems; and WHEREAS, the Census Bureau has acknowledged undercounts in past censuses; and WHEREAS, the 1990 Census is projected to contain not only an undercount of minorities but of non -minorities as well; and WHEREAS, the preliminary census counts understated the population of the City of Lubbock, by an estimated 12,218 people; and WHEREAS, the undercount is projected to have a disproportionately adverse impact upon the nation's urban areas such as the City of Lubbock; and WHEREAS, the Census Bureau has developed a statistical methodology for correcting the undercount but the Commerce Department has refused to use this corrective mechanism; and WHEREAS, federal disinvestment in key urban funding combined with federal restrictions on tax exemption have threatened and continue to threaten cities' abilities to cope with growing social and financial problems; and WHEREAS, the Constitution of the United States clearly states that all persons must be counted; and WHEREAS, the City of Lubbock believes that all persons count; NOW THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the City of Lubbock urges and supports the incorporation of the Post Enumeration Survey for intercensal population estimates at the sub - state -- local level. BE IT FURTHER RESOLVED that barring legislative or administrative remedies the City of Lubbock supports judicial action to effect a statistical correction of the 1990 Census. Passed by the City Council this 12th day of November 1992.
