RESOLUTION
WHEREAS, the City of Lubbock, a home rule municipality of the State
of Texas, and the Science Spectrum, a nonprofit corporation of the State of
Texas, have entered into a public -private partnership for the operation of
an "Omnimax" theater and a science museum; and
WHEREAS, such theater and museum provide for the expansion of
cultural activities and tourism activities for the City of Lubbock and
surrounding areas; and
WHEREAS, the City of Lubbock and the Science Spectrum have heretofore
on May 27, 1992, made application for a public works grant in the amount of
$825,000 from the Economic Development Administration of the U.S.
Department of Commerce for renovation of the existing TIME -DC building into
a science museum; and
WHEREAS, it has now been learned that a new application must be
submitted to the Economic Development Administration for said grant, which
new application must be made by the City of Lubbock and the South Plains
Association of Governments as it has been determined that the Science
Spectrum is not a qualified applicant; and
WHEREAS, it is the intent of the Science Spectrum to lease the
aforementioned TIME -DC building to the South Plains Association of
Governments, a governmental subdivision of the State of Texas; and
WHEREAS, it further is the intent of the South Plains Association of
Governments to enter into a management agreement with Science Spectrum to
operate said science museum during the term of the lease agreement, which
lease agreement and management agreement shall be submitted to the City of
Lubbock for approval prior to execution by the parties; and
WHEREAS, the City Council of the City of Lubbock is of the opinion
that the science museum and the "Omnimax" theater, which will be located
adjacent to each other, will each enhance the performance of the other in
the attraction of tourists to this area; and
WHEREAS, the City Council of the City of Lubbock believes that such a
grant will greatly enhance the success of the joint projects and recommends
the approval of such grant by the U.S. Department of Commerce; and
WHEREAS, the City of Lubbock is committed to such joint project to
the extent of some $5,000,000 and construction is underway at the present
time; and
WHEREAS, the City Council of the City of Lubbock hereby requests that
such grant received expedited consideration by the U.S. Department of
Commerce and all subordinate levels of approval; NOW THEREFORE:
