WHF,MS, the City Commission of the City of Lubbock has heretofore authorized the Lubbock Municipal Airport Board to conduct tests at the 111anicipal Airport to determine the type and amount of civilian traffic, the type and amount of military traffic which could be permitted, and the best hours that military traffic could be permitted joint use on the Municipal Airport; and, TWREAS, the Airport Board has conducted such tests during the periods from February 14, 1950, through February 17, 1950, and March 20, 1950 to present date; and, VEEREAS, the Lubbock Municipal Airport Board has filed their reports of such tests, and has made certain recommendations in their reports: NOW THEREFORE, HE IT RESOLVED BY HE CITY COMMISSION OF THE CITY OF LUBBOCK: THAT, the United States Air Force shall be granted joint use of the Lubbock Municipal Airport for student flying training under the following terms and conditions: A. The Air Force shall be permitted the use of the Lubbock Municipal Air- port under emergency conditions when the Lubbock weather is above the minimums established for military student flying at the Lubbock Municipal Airport. Emergency conditions shall be defined as meaning a requirement created by unavailability of Reese ATM auxiliaries on account of weather, or under require- ments deemed urgent in the opinion of the Commanding General Air Training Command, - expressed directly, or through the Commanding Officer, Reese APB, to the City q� Commission. B. Flight operations under emergency conditions will be permitted from r, � Q daylight until. 10:00 a.m. with not more than six military aircraft in the j J Lubbock Municipal Airport Traffic Pattern, and between 12:00 noon and 3:00 p.m, with not more than six military aircraft in the traffic pattern; with the after- noon period subject to revision based upon traffic load; C The United States Air Force shall be granted the right to make occasional landings and take-offs at the Lubbock Municipal Airport, not to exceed a rate of one aircraft per hour, in order to keep their instructors qualified at this air- port and to provide strange field landings for their students; D. After the completion of the installation by Civil Aeronautics Adminis- tration of the Instrument Landing Approach System, the Air Force shall have the right to male simulated instrument landing approaches on the Instrument Landing System. These approaches shall not result in actual landings or take-offs; E. In the exdreise by the United States Air Force of the rights granted hereinabove all military flight operationd shall be subject to the Lubbock + Municipal Airport Traffic and Taxi Rules, and .shall be subject to immediate cancel tion if,, in the opinion of the Airport Manager, traffic is of such 1 densitas to overcrowd the traffic pattern and or jeopardise the safety of civilian traffic using the Lubbock Municipal Airport; t F. In the event that military useage of the Lubbock Municipal Airport should become substantial, rates and charges shall be developed on the pound frequency basis.
