RESOLUTION
WEEMS, the City Commission of the City of Lubbock has heretofore
authorized the Lubbock Planicipal Airport Board to conduct tests at the
Municipal Airport to determine the type and amount of civilian traffic,
the type and amount of military traffic which could be permitted, and the
best hours that military traffic could be permitted joint use on the
Municipal Airport; and

J� WEEREAS, the Airport Board has conducted such tests during the
b l f period from February 14, 1950, through February 17, 1950; and
WEEMS, the Lubbock Municipal Airport Board has filed their report
of such test, dated March 16, 1950, and has made certain recommendations
in their report;
NOW THEREFORE, BE IT F$SOLQED BY THE CITY 001-MISSION OF THE CITY OF
LUBBOCK:

THAT, the United States Air Forces shall be granted joint use of the
Lubbock Municipal Airport under the following terms and conditions:
A. The Air Forces shall be permitted the use of the Lubbock Muni-
cipal Airport under emergency conditions when the weather is such that
student flying cannot be permitted at Clovis, nor en route to Clovis,
and the Lubbock weather is above the minimums established for military
student flying at the Lubbock Municipal Airport. Such flight operations
to be permitted from daylight until 10:00 a.m. with not more than six
military aircraft in the Lubbock Municipal Airport Traffic Pattern, and
between 12:00 noon and 3:00 p.m. with not more than four military aircraft
in the traffic pattern; with the afternoon period subject to revision
based upon traffic load;
B. The United States Air Forces shall be granted the right to Hake j
occasional landings and take-offs at the Lubbock Municipal Airport, not
to exceed one aircraft per hour, in order to keep their instructors
qualified at this airport and to provide strange field landings for
their students;
C. After the completion of the installation by Civil Aeronavti-e-s—
Administration of the Instrument banding Approach System the Air Forces
shall be granted the right to have not more than two aircraft per hour,
five days per week making simulated instrument lending approaches on
the Instrument Landing System. These approaches shall not result in
actual landings or take-offs;
D. In the exercise by the United States Air Forces of the rights
granted hereinabove all flight operations shall be subject to the Lubbock
A'lunicipal Airport Traffic and Taxi Rales, and shall be subject to
immediate cancellation if, in the opinion of the Airport Manager, traffic
is su . density as to'overcrowd the traffic pattern and there)q jeo-
par ze a safety of traffic using the lubbock Municipal Airport. The

aforesaid military flight operations are approved for use prior to or
during the reconstruction of the Lubbock Municipal Airport runway
system only;
The cost of operating and maintaining the landing area shall be the
basis for determining the charges against the United States Air Forces,
said charges shall be determined by the pound frequency method, Civil
Aeronautics Administration Control Tower records shall be used to deter-
mine the number of Air Forces Aircraft which use the Lubbock Municipal
Airport, and allowable gross weight for the type aircraft shall be used
as the weight figure.
Upon motion of Commissioner Enfstedler, seconded by Commissioner
Price, the foregoing Resolution was passed by unanimous vote of the
City Commission of the City of Lubbock, this 16th day of March, 1950.
