of civilians avia.tion, both scheduled. a.nC% nonscheduled.}
I. a. All Rules and Regulations of Civil Air Regulations, Part 60, as they are now
in effect or as they may be a.iYlend.eCi a.re made a. part L.ereof bar reference.
b. The following flight priorities are established for the Lubbock t`anicipe.l
Aizport.
• First Priority: Arrivinc and. departinE aircraft, both scheduled and non-
scheduled_ shall be accorded first priority, shall have rig�it-of—vray over
aircraft', flaring locall_;T, and local flight traffic patterns shall be diverted
to permiit their arrival e-nd departure in safety and. vithoat undue delay.
Second Priority: Local flying civilian aircraft, shall be a.ccord4d second
priority:. 4
Third Priority: Local flying rlilitar-- airere.ft shall be accorded third
priority;, and their patterns shall_ be diverted. in order that the civilian
aircraft shall encounter the least possible interference. The priorities
esteblislied above shall be void in the event of any emergency.
c. Militaryj a.ircra.ft using the Lub-boc". t•fitniciprl Airport shall do so durin` the

given time. There shall be no military flight operations at the Lubbock

II. TAXI RUMS
a,. All aircraft in motion on the ground shall be taxied at a sale -::nd reasonable
speed with due regard for other aircraft , persons, and propert.17.
b. Aircraft tat F-Atin., ta«e-off shall pack at least 1001 from runl,-ay in use and
in a position so as to have a. direct view of aircraft a.aproachinE for
landing. '
c. Taxiing aircraft shall conform to the .taxi patterns set forth on the. Taxi
Chart attached unless other:=ise authorized bv- Lubbock, Tourer.
III. TRAFFIC IMES
a. Tl;ere shall be no milit�>ry flight operations when the ceiling is less than
1,5001 acrid/or the visibility is less than 5 miles.

--. b. In the event of mechaanieal or radio malfunctioning, or failure, military
aircraft i-Llying locally shall leave the Lubbock IPanicipal Airport Traffic
Pattern a!sd return to the Reese Air Force Base, unless ti;e er_iergency is of
such a na.Iture as the pilot in corima.nd shr.11 determine to require irmaediate
emerdeneyl landing, at the Lubbock Municipal Airport.

c. All aircraft in flight below 15001 a`Dove the surface within a three rule

d. Aircraft 1-rith operating radio equipment shall contact Lubboc' Toner for
instructions prior to taxiin`• or taking off. Aircraft without operating
radio shall be governed by staaid.a.rd. light signals used for the control of
air traffic. ,
e. 1. Aircraft with operating, radio equipment shall contact Dabbocr. Tourer for
instructions at least fifteen (15) rules out or at least outside the
control zone.
2. Aircraft without radio shall circle the airport to determine the run-
tra;r in use and shall keep a close watch on the Control Toner 1rhile on
their base leg for light signals.
3. Aircraft with operating radio ecuipment flying; 'locally shall remain in
constant radio communication frith Lubboen Tower while in the Traffic
Pattern.
f. All civilian aircraft taping off shall nrQceed straight ahead to an altitude
of 400, above the surface, level off and. execute -,, 900 left turn i Iien out-
side the airport boundary.
g. All civilian eArc_•aft intending to re-lain in the traffic pattern shall
continue to climb to traffic altitude of 6001 alcove the surface after the
first 900 turn and shall thereafter follow the pattern asset forth on the
attached "Traffic Pattern Chart".
h. All civilian aircraft leaving the traffic pattern shall climb to traffic.
altitude 6001 above the surface after the first 900 turn, and shall then
leave traffic by doing a 450 turn from the traffic pattern.
i. All civilian aircraft entering the traffic pattern shall do so at an an-;le
of 450 midway on the dovrn,•rind leg at an altitude of 6001 above the surface.
J. Scheduled air carrier and aircraft having flight characteristics which
malke the above procedures impracticeJ shall 'be flotm at an altitude of
1,0001 and shall conform to the rectF.n;-ular ?_)attern shotrn on the attached
t'Traffic Pattern ChartIl.

turn shall then leave the traffic oattern by doing a 450 turn away
from the traffic pattern.

4. All milita.r r aircraft entering-~ the traffic pattern sh'1.11 d6 so at an
angle of 450 midway on the doirnwind leg at an altitude of 1,0001 above
the surface.
1. Aircraft entering the traffic pattern shall exercise extreme caution so as
not to cause aircraft alreacly in the pattern to deviate from their course.
m. The traffic direction shall be as indicated by the tetrahedron unless
otherwise authorized b, the Control Toi•er. Runw. 3 is designated as the
calm v ind runway.
n. Aircraft in tiro-way radio communication with the tourer may deviate fro;,i
eny of the rules herein when authorized_ by Lubbock Tover.
o. These rules may be deviated from when en immediate emergency presents
itself tha--t reruires such deviation in the interest of safety or upon
authorization from Lubbock Tower.
p. Any pilot, nilitary or civilian, who violates the local field rules and
reC_vlations may be barred from the field and denied the use of the Lubbock
Manicip2l Airport or ,its facilities.

1.otor vehicles which have been authorized to operate on the airport shall be
properly flagged_ or marked and shall notify the tourer in person or by telephone
before entering the landing, area., and shall stop and face the tourer and await
light siEnal cleara-nce before crossing or d..rivine upon any zunr;ay or taxirra.y.
The above rules, traffic and ta.si patterns are effective iLmeO.iately for the Lubbock
Municipal Airport. All_ previous rules and reula,tions for the control of traffic
at the Lubbock T1snicipa.l Airport are hereby rescinded and superseded.
