RESOLUTION
WHEREAS, the City Council of the City of Lubbock finds that it is
desirable to encourage citizen participation in service on City boards and
commissions; and
WHEREAS, the City Council deems it appropriate to create an advisory
board to encourage greater citizen participation in local government that
is reflective of the community demographics; and
WHEREAS, such board will be able to assist the Council in assigning
members to the boards and commissions of the City of Lubbock, which
membership will accurately reflect the demographics of the City; NOW
THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT there is hereby created and established a board to
be known and designated as the "Lubbock Board and Commission Advisory
Board" consisting of fifteen (15) members who shall be appointed by the
City Council in the following manner:
(a) Each Council person shall recommend two members for appointment
to the Board by the City Council; and
(b) The Mayor shall recommend three members for appointment to the
Board by the City Council.
SECTION 2. In accordance with Article II, Section 11, of the
Constitution of the State of Texas the term of office of the members of the
Lubbock Board and Commission Advisory Board shall be two years, except
however, of the members first appointed in accordance with this resolution
the term of office of seven (7) of the members appointed shall be for one
year only and thereafter all appointments shall carry a two year term. To
accomplish the above, each Council member shall make his initial
recommended appointments to the Board by recommending one person for one
year and one person for two years. The Mayor shall make his initial
recommendation to the Board by recommending one person for one year and two
persons for two years.
SECTION 3. In the event that a vacancy occurs on the Board for any
reason, then in such event the City Council shall appoint a person to fill
such vacancy for the unexpired term of such appointee. The Mayor or
Council member who recommended the person who is no longer able to serve
and thus creates the vacancy, shall recommend to the Council the person to
be appointed to fill the unexpired term.
SECTION 4. The Board shall appoint one of its members as chairperson
and one of its members as vice chairperson. It shall be the duty of the
chairperson to preside at all meetings of the Board and the vice
chairperson shall preside in the absence of the chairperson. The City
Manager or his designated representative shall act as secretary to the
Board and shall keep permanent records of all proceedings of the Board,
which records shall be delivered to the City Secretary for retention
purposes.
SECTION 5. Any and all recommendations made by the Board to the City
Council shall be made by the concurring vote of at least eight (8) members
of the Board. A majority of the total membership of the Board shall
constitute a quorum for the transaction of all matters to be considered by
the Board. The Board is authorized to establish subcommittees for specific
functions with a chairperson for each.
SECTION 6. The Board may adopt rules for its internal operation not
inconsistent with the terms and conditions of this Resolution.
SECTION 7. The Board shall meet once each month at a time to be
determined by the Board and may meet at any other times on the call of the
chairperson, vice chairperson or any three members of the Board.
SECTION 8. The Board shall have the following advisory duties:
(a) The development of application forms for all City boards and
commissions.
(b) The responsibility to develop and maintain a data bank of
qualified appointees.
(c) Develop and make public clear written guidelines for the
appointment of persons to City Boards and Commissions and to
update such guidelines annually.
(d) Develop and provide information to all City board and
commission appointees on conflicts of interest.
(e) Oversee the development of a marketing plan for awareness to
the public of board vacancies.
(f) Develop and oversee procedures to insure that new City board
appointees receive training on a regular basis concerning City
policy and procedures and applicable State laws which may
affect their board's operation.
(g) Study and report to the City Council on an annual basis the
relationship of community demographics to the board appointment
process and the work of the Board as set forth herein.
