RESOLUTION
WHEREAS, the City Council has recognized new mandates being imposed by
the federal government for improving the quality of stormwater runoff; and
WHEREAS, there also exists a need to review other stormwater programs;
and
WHEREAS, it is necessary to insure compliance with all federal and
state regulations pertaining to stormwater runoff; and
WHEREAS, a funding source to permanently finance these programs has
not been identified; and
WHEREAS, the City Council is in need of the advice of a citizens
advisory group regarding the most appropriate improvements and/or programs
and the best method of financing said improvements and/or programs; NOW
THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT a temporary "Stormwater Advisory Committee" is hereby
created.
SECTION 2. THAT the Committee is to be charged with the following
responsibilities:
1. An evaluation of potential stormwater improvements and/or
programs.
2. An evaluation of various financing methods for proposed
improvements and/or programs.
3. A recommendation of the Committee's preferred method of
financing.
4. An evaluation of the impact that the financing of such
improvements and/or programs will have on the City's
overall bonding capacity, if applicable.
5. A recommendation regarding proposed service rates, if
applicable, for these improvements and/or programs.
6. A recommendation regarding public education efforts
proposed to fully inform the public of the impact of the
federal legislation.
