TO THE HONORABLE CITY COM ESSION OF THE CITY OF LUBBOCK:
WE, your Committee on Recreational Program, beg leave to make the
following recommendations as requested by you at your meeting on the 27th
day of May, 1937:
1. That the City Commission appropriate $500.00,out of unassigned
funds, for the immediate inauguration of a Recreational Program for this
summer in accordance with plans outlined in the communication from the
Works Progress Administration of Texas herewith submitted.
2. That the City Commission, by Ordinance establish a Recreation
Council to be composed of not fewer than five (�) nor more than seven (7)
members, which Council is to be appointed by the Commission and which
Council shall plan and exercise general supervision over a Permanent
Recreational Program for the City of Lubbock. This Council shall also
select, subject to the confirmation and approval of the City Commission,
a Recreational Supervisor who shall direct the Recreational Program for
the City of Lubbock t subject to the supervision of the Recreation Council.
Furthermore, it ;Hall be the duty of the Recreation Council to prepare,
annually, a Budget for the Recreational Program of the City of Lubbock, to
be submitted to the City Commission for its approval.
3. It is furthermore recommended that the City Commission perma-
nently allocate one-fifth of the revenues annually derived from the con-
templated two-mill Park Tax for the purpose of sustaining a long-time
Recreational Program for the City of Lubbock. Your Committee, in making
this recommendation, has no desire or intent to in any way impair the
splendid services of the Park Board.
It is contemplated by the Committee that the Ordinance creating the
Recreation Council and outlining its duties may be well patterned upon
the Park Board Ordinance.
