RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby
authorized and directed to execute for and on behalf of the City of
Lubbock the approval and authorization of the ADA paratransit plan,
which is attached herewith, which shall be spread upon the minutes of
the Council and as spread upon the minutes of this Council shall
constitute and be a part of this Resolution as if fully copied herein
in detail.

Part 38 specifications. Break down follows:
Lift - 18 of 34 vehicles have lifts, although the design
load complies at 600 lbs., the size of the lifts are 35"
W x 42" L which does not meet the 30" W X 48" L standard.
There is only one securement location per vehicle rather
than the two specified. The lift controls are
interlocked with the door and brakes and are also
momentary contact. There is an emergency method of
deploying and raising the lifts and the platform barrier
is required to be in the upright position before lift can
be raised. The lifts have a slip resistant surface, but
do not have handrails. The platform entrance slope is
less than 1:8 and there is a wheel lock securement
device. There are no seat belts or shoulder harnesses at
the securement locations; there are priority seating
signs at the front of the vehicles for elderly and
handicapped seating, but the securement location is not
marked. Handrails are located at the door locations for
passenger assistance, and the interior and door height
well exceed the 68" requirement. Lighting is located at
each stepwell, but there is no exterior lighting for the
lift. PA systems are in 9 vehicles, destinations signs
are located on the front and side, and there is a stop
request bell, but not a stop request light.
SECTION 3 - DESCRIPTION OF EXISTING PARATRANSIT SERVICES
Eligibility Requirements:
Required to have Citibus' certification form (see
Attachment C) completed by physician or caseworker
certifying that an individual can not use the fixed
route.
Service Area:
104 square miles (city limits)
Response Time:
Passengers are required to call in on the previous day,
but can call in on Thursday of the preceding week to set
their schedule for every day of the following week. Once
the schedule is full, based on the amount of service that
can be provided with the number of vehicles in the fleet,
no one else is scheduled unless there are cancellations.
Will calls or same day requests are handled as the
schedule will allow. Trips for Monday must be made by
the preceding Saturday. There are currently no means to
record trips on Sunday for Monday service.

Capacity Constraints:
There are no limits placed on the number of trips
provided to an individual. There is no waiting list
kept. The service operates very efficiently with very
few late pickups and missed trips. The trip is provided
free if the vehicle does not arrive within 15 minutes of
the scheduled time and the client is not notified that
the vehicle will be late. Trip denials are based on
being unable to schedule additional passengers due to
current fleet availability.

Service Provided by others in the Area:
Based on the surveys sent out by the ADA demand
subcommittee as a part of this plan and information
provided by the Texas Department of Transportation, there
are approximately 12 16(b)2 vehicles and 9 private
vehicles providing special transportation in the City of
Lubbock. All of these vehicles serve only their clients.
They will not be providing priority paratransit service

to persons ADA eligible and therefore are not considered
as a part of this plan.

Description of Demand Estimation Methodology:
An ADA committee was appointed by the Lubbock Public
Transit Advisory Board of persons with disabilities and
persons associated with service agencies (explained in
more detail in Section 6). A subcommittee of the ADA
committee studied the demand estimation. The ADA
committee identified and compiled a list of the service
agencies and interested persons in the Lubbock area.
The subcommittee sent out 42 surveys to the service
agencies and interested persons on the list and received
34 of them back. The agencies or persons not returning
forms were contacted and all responded that they either
did not have information available or did not directly
provide service to persons with disabilities. A total of
7,883 disabled clients with 3,795 being ADA paratransit
eligible were indicated by the agencies. This equates to
approximately 4.2% of the total City of Lubbock
population being disabled.
Information from UMTA estimates that approximately 5% of
the total United States population have disabilities that
cause difficulty in using the fixed route system. They
also estimate that 2.5% of the total United States
population would be "ADA Paratransit Eligible". The
results of the survey, approximately 50% of the listed
clients were judged to be ADA paratransit eligible, seems
to coincide with the UMTA estimates of ADA eligibility.
The subcommittee felt that it was probable that the
clients listed in response to the surveys could very well
have been duplicated between service agencies. Also some
agencies, although only information for the City of
Lubbock was requested, serve larger areas than just the

city and could have had a difficult time distinguishing
which clients actually lived within the city limits.
Also, it is likely that there is a large group of persons
with disabilities that are not associated with service
agencies, so that it would be difficult to identify all
persons with disabilities with the survey form. Given
the number and quality of medical facilities in Lubbock,
the subcommittee felt that the 4.2% identified in the
survey and the 5% identified by UMTA would be too low an
estimate.
Information from the Independent Living Center estimates
that approximately 7-10% of the population in the City of
Lubbock is disabled. This includes all person with
disabilities, so that the actual number of persons with
disabilities that have difficulty using the fixed route
could be lower.
Based on this information, the subcommittee estimates
that approximately 6% of the population of the City of
Lubbock has difficulty using the fixed route service and
approximately 50% of them would be ADA paratransit
eligible.
Using the population of the City of Lubbock, the
estimates of persons with disabilities and persons that
are ADA paratransit eligible follow:

Approximately 600 persons are certified on the Demand
Response Service (DRS) currently. This is approximately
11% of the estimated ADA eligible persons for the City of
Lubbock. The subcommittee feels that the number of
certified clients will increase as persons with
disabilities are made more aware of ADA and the services
provided by Citibus. They estimate that approximately
12% of the estimated ADA eligible population would
actually certify. This equates into approximately 650
certified clients. Citibus currently provides
approximately 135 trips per day. This is approximately
.225 trips per day per certified client. Based on these
calculations, approximately 146 trips per day would be
the estimated demand for 650 clients.
Citibus is currently carrying 2.2 to 2.3 passengers per
hour with 6 accessible vans. Based on eight hour days,

approximately 19 passengers per accessible van can be
served. 146 passengers per day would require 7.7
vehicles in service and a total of 63 hours per weekday.
Based on the results, figures and calculations, the five
year projection table above was prepared. These findings
were presented and accepted by the full ADA committee.
Analysis of Difference Between Current Service and Required
service:
Eligible Trips: Currently, Citibus bases eligibility on
the certification form completed by a physician or
caseworker. Anyone that is certified is eligible for all
trips. The certification only asks if a person can use
the fixed route service; it is not based on specific
functional requirements listed in 49 CFR Part 37. The
requirement that only persons and trips that meet the ADA
eligibility requirements be considered ADA eligible is
not practiced.
Service Area: Citibus provides service within the city
limits of Lubbock, which is outside the service area
requirements of 3/4 to 1 1/2 miles on each side of the
fixed routes. Fixed route service is provided to
approximately 60 percent of the area currently served by
paratransit service.
Response Time: The current response time is next day
service if capacity allows, except for Monday service.
Trips must currently be scheduled by Saturday for service
on the following Monday. Their are no means available
for trip requests to be recorded on Sunday as required.
Passengers can schedule for a full week by contacting
Citibus on or after Thursday of the preceding week. Once
scheduled times are filled up, requests for service are
rescheduled at other times or denied.
Fares: The fares for current paratransit service are
$1.75 inside Loop 289 and $2.00 outside Loop 289 (see
Attachment D) . The current full fixed route fare is $.75
per trip, which would calculate into $1.50 for ADA
eligible trips based on the two times full fixed route
fare requirement. There are no transfer fees or
additional fees for fixed route service.
Trip Purpose: The requirement that all trip purposes be
accepted and handled on an equal basis is practiced at
Citibus.
Hours and Days of Service: The fixed route operates
Monday through Friday from 5:45am to 7:30pm and Saturday
from 6:45am to 7:20pm. The current paratransit service

operates Monday through Friday from 6:OOam to 6:45pm and
does not operate on Saturdays.
Capacity Constraint: Capacity is constrained due to
demand being greater than current vehicle availability.
The demand is not met at peak. Demand for the service
for off peak times is currently being met.
Description of Planned Modifications to Existing Paratransit
and Fixed Route Service:
Fixed Route Service: A new route will begin to operate
in the summer of 1992 that will extend service to
southwest Lubbock, an area that has seen strong growth
and development but has not had fixed route service
before.
Paratransit Service: Citibus will purchase two
accessible vans to replace the 1986 models in FY 1992.
Two additional accessible vans are planned to be
purchased in FY 1993 and one additional accessible van in
FY 1995 to meet the estimated demand as outlined in
Section 4, Estimate of Demand. Current accessible vans
will be replaced as warranted. Citibus will purchase a
text telephone in FY 1992 to enable persons with hearing
and speech impairments to send and receive typed messages
for scheduling and information. Other modifications
planned are to come into compliance with the ADA
requirements.
Description of How the Proposed Paratransit Service Will Meet
Each of the Six Service criteria:
Service Area: The proposed service (See Attachment E)
will define ADA eligible service area as indicated on the
map. The service area encompasses a corridor centered on
the fixed routes and extending from 3/4 to 1 1/2 miles on
either side of the routes. The ADA eligible service area
will be effective beginning October 1, 1992.
Response Time: Next day service will be provided except
where limited by vehicle capacity. The purchase of two
additional vehicles in FY 1993 should eliminate capacity
constraints and provide next day service for Tuesday
through Friday. It is proposed that a person to receive
trip requests and prepare the schedule on Sundays begin
on October 1, 1993. The purpose for the delay is to
spread out the cost of compliance.
Fares: Beginning October 1, 1992, fares for ADA eligible
trips will be $1.50 and $2.50 for noneligible trips.
There will be no fare for aides, and companions
accompanying passengers on the paratransit service will

pay the current fixed route fare as listed in Section 2,
Fare Structure, based on the category of the companion.
Aides and companions must be picked up at the same time
and have the same origin and destination as the
paratransit passenger. ADA paratransit eligible
individual accompanying a passenger will be considered a
passenger for fare purposes and not a companion.
Trip Purpose: The policy of no restrictions on trip
purpose will continue.
Hours and Days of Service: Beginning January 27, 1992,
the hours and days of service during weekdays will match
that of the fixed route. Although currently the services
begin at approximately the same time (fixed route begins
the first route at 5:45am and paratransit service leaves
Citibus at about 5:45am for 6:00am scheduled pickup), the
ending times will be at the same time for both services.
Saturday service will also begin on February 1, 1992, but
will be limited to 15 hours, due to lack of funding in
the current budget. On October 1, 1992, hours for
Saturday service will be budgeted at 40 hours per
Saturday. This is estimated to meet the demand.
Capacity Constraints: Citibus has no capacity
constraints except for the limited number of vehicles
available and the funds budgeted to provide the service.
Based on estimates, the purchase of two accessible vans
in FY 1993 and the increase in budgeted hours to 63 hours
per week day will meet the demand. Five year projections
should also be able to be met.
Description of How Citibus Will Come Into Compliance with
subscription service Requirements:
Approximately 75% of all paratransit trips currently
provided by Citibus are subscription trips. It is not
possible to determine which subscription trips are ADA
eligible and which are not until after the completion of
the certification process in January, 1993. Citibus
proposes to come into compliance with the requirement
that no more than 50% of all trips provided in a given
time period be subscription trips, by not replacing
current passengers who no longer need subscription
service, allowing the percentage to reduce until the 50%
compliance level is achieved. Through attrition and
expanded service levels, Citibus should come into
compliance within the five year time period.
Timetable for Implementation:
Certification Process: Begin January 27, 1992 and
complete by January, 1993. Implement appeal procedure

approved by ADA committee and Lubbock Public Transit
Advisory Board beginning January 27, 1992.
Service Area: Defined ADA eligible service area (See
Attachment E) to begin on October 1, 1992 to correspond
with fare compliance.
Response Time: Continue next day response on Tuesday
through Friday constrained by vehicle capacity only until
the purchase of two new vehicles in FY 1993 to meet
projected demand. Next day response time for Monday
service would begin October 1, 1993 with the placement of
a person at Citibus on Sundays to take calls and schedule
trips for Monday service. Saturday service to begin on
February 1, 1992, will have next day service with Friday
scheduling.
Fares: Current full fixed route fare is $.75. Current
paratransit fare is $1.75 inside Loop 289 and $2.00
outside Loop 289. The required fare of $1.50 for ADA
eligible trips will begin on October 1, 1992. The fare
for non -eligible ADA trips will be $2.50. Non -eligible
trips will only be provided if all the demand for
eligible trips are met.
Trip Purpose: The policy of no restrictions on trip

accessible vans in FY 1993 to meet estimated demand for
service. One additional accessible van will be purchased
in FY 1995 to meet estimated increase in demand. This
would eliminate capacity constraints for the projected
demand.
Accessible Fixed Route System: Currently 18 of 34 buses
are lift equipped. The 18 lift equipped buses are 1980
models and the 16 non -lift equipped buses are 1982. The
16 non -lift equipped buses are scheduled to be replaced
first. The estimated replacement schedule, if additional
State funding for local share is not available, follows:

If additional State funding (Oil Overcharge) becomes
available, as many vehicles as possible will be replaced
with the possibility of all 34 being replaced.
Currently, the Texas Department of Public Transportation

SECTION 5 - DESCRIPTION OF THE PROPOSED ELIGIBILITY DETERMINATION
PROCESS
Availability of Application Material and Information in
Accessible Formats:
Certification forms and all information will be available
in braille, large print, audio tape and Spanish. Ten
copies of each will be kept in inventory at Citibus at
all times. These are the formats that the ADA Committee
requested that information be available in.
Description of Determination Process:
Current paratransit passengers will be sent a new
certification form (see Attachment G) with instructions
for completion and a number to call for assistance.
Service agencies will be notified of the new
certification form and forms will be delivered to them

for their use.
As the forms are returned, the Citibus Dispatch
Supervisor will review forms for completeness and make
any follow up contacts to complete the form. The
Dispatch Supervisor will make the initial determination
if the person completing the certification form is ADA
paratransit eligible, conditionally ADA paratransit
eligible, not eligible or additional information is
needed. The Dispatch Supervisor will document the steps
and reasoning in making the decision and will then
forward the form to the paratransit coordinator, the
Manager of Transportation. The Manager of Transportation
will review the findings, contact the person listed on
the form if additional information is needed and make the
final determination.
Immediately following the final determination, a formal
notice in the necessary format will be delivered to the
person completing the form, documenting the
determination, the conditions of the determination (if
any), and the specific reasons for the determination.
Also included in the documentation will be the appeal
procedure to follow if the person disagrees with the
determination.
System and Timetable for Processing Applications and Allowing
Presumptive Eligibility
System for Processing: Applications will be received and
the initial determination made by the Dispatch Supervisor
and forwarded to the Manager of Transportation (the
paratransit coordinator). The Manager of Transportation
will review the initial determination and make the final
determination prior to documentation being sent to the
person completing certification form.
Timetable for Processing: Dispatch Supervisor will have
48 hours to make initial determination unless additional
information is needed and is unable to be obtained
immediately, then 72 hours will be allowed. The Manager
of Transportation will have 7 days to make final decision
and initiate formal notice of determination. Person
submitting certification should receive documentation
within 21 days.
Documentation that will be Provided to Persons Determined ADA
Paratransit Eligible
All paratransit clients will be issued a sealed picture
identification card with identifying logo of the transit
provider and an identification mark noting them as being
ADA paratransit eligible if applicable. The card will

also contain: the person's name and address; telephone
number of paratransit coordinator; expiration date;
information on the conditions of their eligibility if
applicable; need for personal care attendant; and
identification number.
Description of the Administrative Appeals Process
The actual appeal procedure follows:
A primary concern of Citibus is the assurance that the
transportation rights of those served are preserved. In
the event that an individual does not agree with the
determination of non -eligibility based on Citibus'
interpretation of the criteria established in the
Americans with Disabilities Act (ADA), the following
appeal procedure should be followed in the steps outlined
below.
STEP 1
PLEASE SUBMIT APPEAL IN EITHER OF THE FOLLOWING METHODS
DEPENDING ON YOUR PREFERENCE:
1. Within 60 days of receipt of notice of non -
eligibility from Citibus, submit in writing, audio
tape, computer diskette (in ASCII format), or video
tape, specific reasons for appealing Citibus'
determination. Please respond to each reason
listed in the notice that you are not in agreement
with. List any information that you feel was not
considered or evaluated properly and include any
other information that you feel is pertinent to the
determination. Please explain fully in each case.
Send the appeal to the General Manager at the

2. Within 60 days of receipt of notice of non -

telephone at (806) 767-2383 to set up a meeting
with the General Manager. At this meeting, you
should address each reason in the notice with which
you disagree. Also address any information that
you feel was not considered or evaluated properly.

You may appear in person and be accompanied by
anyone you desire or be represented by an
individual that you have authorized. Please notify
Citibus, at the telephone number listed above, if
someone other than yourself is authorized to appear
on your behalf and who that individual is.
STEP 2•
Within 15 days you will be notified in writing, audio
tape, computer diskette, or braille (whichever you'd
like) of the General Manger's findings. Should you
disagree with the eligibility determination of the
General Manager, you can appeal to the Lubbock Public
Transit Advisory Board (TAB) at their next regularly
scheduled meeting. This appeal can be submitted
following the same procedure as in #2 above. It should
be sent to Citibus at the address listed above,
requesting that the information be presented to the TAB.
Citibus will process the information to be presented to
the TAB, including the initial letter of non -eligibility
and all subsequent correspondence addressing the issue.
Citibus will contact you with the date of the next TAB
meeting. If you plan to attend the TAB meeting, please
contact Citibus by phone or mail, at least 10 days prior
to the meeting date, so that your appearance can be
placed on the TAB agenda.
If the appeal is not resolved in 30 days from time of
Citibus' receipt of appeal, service will be provided to
the individual beginning on the 31st day and continuing
until the issue is resolved.
Policy for Visitors
An out-of-town passenger may use the service if the
individual has been certified ADA paratransit eligible by
another transit system or the individual will be presumed
eligible if no certification has been received and the
individual makes a claim of eligibility. The out-of-town
passenger will be required to apply for certification if
the individual plans to use the system for more than
twenty-one days in a year.
SECTION 6 - DESCRIPTION OF PUBLIC PARTICIPATION PROCESS USED TO
DEVELOP PLAN
Outreach Efforts and Process Used to Consult with Persons with
Disabilities
On August 6, 1991 the Lubbock Public Transit Advisory
Board (TAB), a board appointed by the Lubbock City
ADA Paratransit Plan

Council to advise Citibus on transportation matters,
appointed eleven citizens to an ADA Committee to review
the requirements of ADA and prepare a draft plan to be
submitted to the TAB. All citizens either represented
agencies involved with persons with disabilities or were
disabled. Of the eleven citizens appointed, eight were
able to serve on the committee. The ADA Committee
initially met with the TAB on August 27, 1991 and
reviewed the charge of the committee.
The committee was asked to review the requirements of the
ADA with Citibus staff assistance and prepare a draft of
the required Complimentary Paratransit Implementation
Plan. The committee was also asked to help inform the
community of the plan and seek public input.
The ADA committee divided up into two separate
subcommittees, one to review the demand estimation
requirements and the other to review the certification
process.
Surveys requesting information on their service were sent
out to all service agencies identified by the ADA
Committee, agencies currently using the paratransit
service and interested parties. The surveys specifically
requested the number of vehicles in operation, the number
of disabled clients served by each service agency and the
number of individuals based on the ADA criteria that
would be eligible.
Recommendations from each subcommittee were presented and
approved by the full committee. The approved
recommendations were presented to the TAB and then a
draft plan was prepared.
Notice Given of the Opportunity of Public Comment and Dates of
Public Hearings
The ADA Committee compiled a list of service agencies and
interested persons in the community. Every meeting of
the ADA Committee and subcommittee was advertised at City
Hall and a notice was sent to everyone on the list
compiled by the committee.
Following the completion of the draft plan, a public
hearing was held at Citibus, on December 17, 1991 (see
Attachment H). The final plan was presented at public
hearings on January 7, 1992.
Availability of the Plan in Accessible Formats
The draft and final plans were available in braille,
large print, and on audio tape. A person to interrupt

for the hearing impaired and person to interrupt in
Spanish were present at the public hearings.
Summary of Public Comments
The majority of the comments and concerns were over the
three categories of persons with rights to complementary
paratransit service established by ADA. To clarify,
information was sent out to all requesting it and the
categories were reviewed at almost every meeting. A list
of other comments by meeting follows:
Certification Subcommittee Meetings:
Concern that Citibus would be making the decision
without sufficient information of who is and is not
eligible. The commentors helped in the preparation
of the self -certification form and appeal procedure
and felt that they were both fair.
Comments that the certification form should include
agencies and caseworkers as contact persons for
additional information. Both were included on
final certification form.
Concern that individuals might not understand that
all information needed to be provided in detail, so
that a trip by trip determination could be made. A
cover letter will accompany the certification form
detailing the eligibility criteria and the need for
detail for the trip by trip determination.
Comments that permanently disabled persons should
not have to recertify. The decision was made to
only recertify persons listing temporary
disabilities and send out the certification form to
persons listing permanent disability every two
years to acquire information to update files.
Demand Subcommittee Meetings:
With the results of the survey indicating very
limited service to persons with disabilities and
the service indicated being limited to the persons
associated with the agency, Citibus does not have
the capacity to provide additional service. There
was also concern that the current replacement cycle
of the vans not be interrupted by the purchase of
expansion vans. Two replacement vans are currently
ordered for FY 1992 delivery and two expansion vans
will be planned for FY 1993.
Public Hearing on December 17, 1991
Why is it necessary to request the social security
number on the certification form? If it is
necessary to contact someone for additional
information, the social security may be necessary

for identification. If someone does not want to
provide their social security number, that is not a
problem.
Will the ADA facility regulations delay the
construction of the Downtown Transfer Center? The
original concept of the facility included
accessibility, so there will be no delay in
construction due to the ADA regulations.
Since the accessibility of the routes will change
with the purchase of new vehicles, how will persons
with disabilities know when routes become
accessible? Citibus will work to provide
information to the community as they become
accessible.
How far in advance will persons be able to schedule
their trips? The law requires that at least 14
days be allowed and Citibus will use that criteria.
How will persons living outside the proposed
service area who are currently being served by the
paratransit service receive transportation? ADA
sets the requirements at 3/4 to 1 1/2 miles on each
side of the fixed routes and the ADA committee just
identified this area. Persons outside the service
area will not be ADA eligible, but could receive
service if the ADA eligible demand is lower than
the amount of service budgeted. Persons not ADA
eligible would then be provided service, but
service must first be provided to ADA eligible.
SECTION 7 - EFFORTS TO COORDINATE THE PROVISIONS OF COMPLEMENTARY
PARATRANSIT SERVICE WITH OTHER PUBLIC ENTITIES IN THE AREA
There are no other public entities in the area that
provide fixed route service and would be required to
provide complementary paratransit service to ADA eligible
individuals.

FOR THE COMPLIANCE OF THE TRANSPORTATION REGULATIONS
OF THE AMERICANS WITH DISABILITIES ACT (ADA)
RE: City of Lubbock/Citibus implementation plan for Complementary
Paratransit Service as required by the ADA.
Notice is hereby given that an opportunity for a public hearing
will be afforded in the Citibus Conference Room, 801 Texas Avenue,
at 12:00 P.M., on Tuesday, December 17, 1991, for the purpose of
soliciting comments on the DRAFT of the Implementation Plan for
providing transportation to persons with disabilities. The ADA
requires that the plan be submitted to the Urban Mass
Transportation Administration by January 26, 1992.
The Americans with Disabilities Act requires that public
transportation be provided to persons with disabilities that are
eligible under the guidelines of the ADA. There are three
categories that constitute eligibility listed in the ADA. Those
categories are:
1. Any individual with a disability who is unable to
independently board, ride, or disembark from any vehicle on
the fixed route system which is accessible to such persons.
2. Any individual with a disability who is able to
independently board, ride, or disembark from any vehicle on
the fixed route system which is accessible to such persons,
except when such a vehicle is not available on the needed
route.
3. Any individual with a disability, whose impairment -related
condition prevents them from traveling to a boarding location
or from a disembarking location on the fixed route.
The ADA requires that a service be provided to passengers eligible
under the categories listed above, that is comparable to that which
is offered on the fixed route system. There are 6 criteria for
determining comparability:
1. Service area - must provide service to within 3/4 of a
mile on each side of a fixed route
2. Response time - must provide next day service
3. Fares - can not be over twice the full fixed route fare
4. Days and hours of service - must provide service during
the same hours and days operated by the fixed route
5. Trip purpose - can make no restrictions on trip purpose
6. Capacity constraints - can not constrain capacity to
persons that are ADA eligible
The ADA allows for a period of up to 5 years from January 26, 1992
to come into compliance with the requirements. The plan identifies
the certification process to be implemented on January 26, 1992 and
the process to appeal eligibility decisions. The plan specifically

outlines HOW and WHEN compliance with be achieved.
A draft plan for compliance with the ADA requirements has been
prepared incorporating public input by the Lubbock Public Transit
Advisory Board, ADA committee comprised of citizens, and Citibus
staff.
It is not the intent of the regulations or City of Lubbock/Citibus
to have service at only the minimum standards required, but that
the level of paratransit service provided to ADA paratransit
eligible persons meets the standards set forth in the regulations.
The regulations require that priority must be given to meeting the
minimum requirements of the ADA.
The draft plan is located at Citibus, 801 Texas Ave., Lubbock,
Texas. A copy of the Department of Transportation federal
register, 49 CFR Part 37, regulations to implement the
transportation provisions of the Americans with Disabilities Act is
also located at Citibus. The draft plan or federal register can be
viewed at anytime between 8:00am-5:00pm, Monday -Friday. Copies of
the draft plan are available and can be mailed to your home by
calling 767-2383 and requesting a copy of the ADA Compliance Plan.
The draft plan is also available in braille, large print, or audio
tape.
Interested persons or agencies are encouraged to come by and view
the draft plan and attend the public hearing. Oral or written
comments and recommendations with respect to said plan may be
