Re: RFP 22-16647-MA Temporary Employment Services
KT Black Services, LLC was established in 2016 as a general services staffing company appealing to Texas based
businesses. The corporate office resides in Amarillo, Texas with multiple offices across the United States
including Lubbock, Texas. KT Black Services is a Texas HUB Certified Small Women Owned Business and has a
solid history of past successes in performing all contracts with our own W-2 employees.
KT Black Services Vision
• Can we be more honest with our clients about our personnel?
Can we structure the company in such a way that revolving door positions become careers and provide
more stability and better relationships for everyone involved?
• Can we build lasting relationships and meaningful partnerships with our clients?
These are the questions that created KT Black Services. Kristi and Braden Black have been in the staffing
business since 2001 and shared a vision to provide the core services of a skilled labor provider with a higher
level of service to both clients and staff. President Kristi Black began her career as the Payroll and Invoicing
Manager and Executive Vice President Braden Black began his career as the Sales and Recruiting Manager.
They both worked with a shareholder group establishing a construction staffing company that appealed to
skilled and semi -skilled construction clientele with multiple state and industry exposure.
Six years later, KT Black Services has stayed true to our vision and continually seeks to improve our
commitment and execution. We have provided temporary staffing services to over 500 clients nationwide on
an as needed basis and pride ourselves on quick response times to staffing requests and for providing quality
personnel in a cost-effective manner. With KT Black Services, both businesses and job seekers can experience
confidence and satisfaction, knowing they will receive the personal attention and respect they deserve. Time
and experience have prepared our executives for the ongoing and frequently changing demands of the staffing
industry. Beyond traditional staffing, our placements respond to the demanding schedules of our clients and
gear towards completion of temporary assignments.
In October 2017, KT Black Services acquired the Lubbock, Texas based GBoren Services who provided general,
event and security staffing services in West Texas for over 50 years. When the GBoren acquisition was
finalized, KT Black Services retained the GBoren sales staff to provide clients with staffing service continuity.
We are proud of the fact that the same sales staff is still in place today in our Lubbock, Texas branch office.

1.0 Describe the testing procedures used to determine skills and physical abilities of workers.
KT Black employees are properly trained for the specific job requirements in accordance with industry
standards. Our internal data base has a list of skills tied to each job title. This assessment is performed by the
sales and recruiting team for each employee as they are entered into our pool of employees. Additionally, the
online employee profile has a section for the employee to identify their skill set, job titles, licenses, credentials,
and desired geographic work locations. Each time an employee is assigned to a new client, the sales and
recruiting team reassess the employee's qualifications. Employee credential files are kept current and upon
request copies of employee licenses and credentials will be provided to the City. KT Black will immediately
notify the City should any employee lose their credentials, licensures, or certifications required to perform
their assigned job.
2.0 Methodology used to supply qualified personnel after notification of need (criminal history
checks through the Texas Department of Public Safety, drug testing, etc.).
Staffing Executive Crystal Dominguez will be the primary point of contact for the City. Resumes for her team
are included in the Appendix section on the Bonfire site.
Time and experience have prepared our team for the ongoing and upcoming demands of the job and KT Black
acknowledges it can provide temporary workers within 8 hours of the request. Beyond traditional staffing,
our placements often respond to the demanding schedules of our clients and gear towards completion of
temporary projects or assignments. KT Black ensures commitment of staff through Salesforce cloud -based
systems and twenty-four hour, seven days per week, availability. It is our goal to effectively find, screen and
provide the most qualified and desirable candidates possible. Our process includes application and resume
scrutiny, phone interviews, personal interviews, and client submission. We strictly adhere to all state and
federal laws with respect to discrimination in employment and will not discriminate against any individual on
the basis of race, color, religion, gender, sexual orientation, marital status, national origin, age, or disability.
We ensure that all candidates meet federal and local eligibility requirements to work in the United States.
The KT Black tried and true systems we have in place enable us to maintain a solid base of employees. Our 11
branch teams have accumulated thousands of potential employees in the existing database and utilize varied
methods of advertising, referrals, and social media platforms to continually add qualified employees to our
database. We offer high quality employees at an economical price, due to our elaborate database combined
with our knowledgeable teams, to a variety of local governments, businesses, and contractors. We
understand the continually changing labor market and the need for geographic location sensitive pay rates.
To control the turnover rate, KT Black offers transparency, retention bonuses and new opportunities when an
assignment has ended. This strategy is twofold: employees return to similar positions familiar with client

expectations therefore require less training time and clients have more confidence in the skill set and
experience base of our employees.
Unique among our competitors, KT Black provides a fast and simple approach to onboarding employees. In
just a few simple steps, employees can create their KT Black Employee Profile on a desktop or mobile device
by visiting www.KTBlack.com. Once the profile is setup employees can easily: view pay stub information,
update payroll preferences, upload identification documents, complete tax information, direct message with
our team, contact technical support and so much more. Employees are paid weekly and receive specific
benefits such as ACA compliant employee health insurance, one week of paid vacation after completing one
year of service, and applicable workers compensation benefits. A direct result of adopting this new HR tool
has been increased satisfaction and retention among our temporary staffing pool of employees.
KT Black uses a variety of background check services. A few of the more common entities are the State of
Texas Department of Safety, TransUnion TLOxp, SentryLink, Choice Screening and HireRight. Criminal history
checks will be conducted on all applicants referred to the City and will be through the Texas Department of
Public Safety or the employee's State of Current Residence. The resources, levels of exclusion, and output
format are all customized to meet the specific needs of each client. This flexibility appeals to clients such as
educational institutions, food service companies, construction contractors, and both the federal and public
sectors. Proof of background checks will be provided to the City when the applicant is presented for review
KT Black Services uses a variety of drug testing services. A few of the more common entities are Quest
Diagnostics, Concentra, and Prime Medical Testing. The KT Black HR department will work with each
employee to identify a drug screen location that is easily accessible from the employee's residential location.
KT Black will conduct a ten (10) panel drug testing on all temporary employees within ten (10) days prior to
placement. Proof of testing will be provided to the City on the first day of employment. Any candidate who
fails the drug screen will not be considered for employment.
Temporary employees in trades' positions will have a physical exam, as needed completed within thirty (30)
days prior to placement, unless they have had one within the last six (6) months.
3.0 Ability to provide driver's license checks completed no longer than one year before placement.
A required part of the KT Black employee onboarding process is verification of current status for all
employee certifications and licenses which includes driver's and CDL licenses. When employees are
assigned to a new client, expiration dates are reviewed, Motor Vehicle Records (MVR) reverified along with
any and all other license and certifications.
4.0 Describe procedures to replace workers that do not meet job expectations.
At the beginning of each assignment, we stress to our customers that any concerns they have should
promptly be addressed with their KT Black representative so that we can immediately address those concerns.
KT Black Acknowledges the City reserves the right to reject workers they find to be unacceptable before or
after starting on the job to which they have been assigned.

When the replacement and/or removal of an employee becomes necessary, KT Black will manage the
transition in its entirety. Once the City representative notifies the KT Black Point of Contact, our staff will
notify the employee immediately. Depending on circumstances, this may be done by phone or in -person.
Should the City deem an employee unsuitable within the first four (4) hours of employment, KT Black Services
will remove and replace the employee at no additional cost. Additional follow-up will be conducted with both
the City and the employee by KT Black to gain a better understanding of the situation, behavior, and impact to
the City.
5.0 Describe normal billing procedures, include sample invoice, and state overtime rates. Describe
any special billing procedure, particularly markup on overtime rate and any other special
circumstance.
KT Black Services will submit electronic invoices to the City on a weekly basis by department. Invoices will
include the applicable purchase order number and provide the employee name, hours worked and bill rate.
KT Black acknowledges that the normal payment terms for the City are Net 30 and that it can accept a City
purchasing card for payment. The Overtimes Rate is the rate sheet hourly rate times 1.5. There are no
additional markups or special circumstances.

placement fee. Additionally, KT Black acknowledges that that City reserves the right to request a temporary
employee for a position that is not included in this contract. The hourly rate shall be verified with the City
