HomeMy WebLinkAboutResolution - 2022-R0336 - Downtown Façade Grant to Texas Panhandle Forensics at 2002 Ave JResolution No. 2022-R0336 Item No. 6.8 August 9, 2022 RESOLUTION WHEREAS, pursuant to Article IV, Section 5 of the Amended and Restated Bylaws of the Market Lubbock Economic Development Corporation (the "Corporation"), the City Council of the City of Lubbock (the "City Council"), as the Corporation's authorizing unit, has the authority to approve all programs and expenditures of the Corporation; and WHEREAS, the City Council finds that it is in the best interest of the public to approve the program or expenditure, as proposed to the City Council by the Corporation, as set forth in Exhibit "A" attached hereto and incorporated herein by reference; NOW THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the Downtown Fagade Grant program or expenditure of the Corporation, in the amount set forth in Exhibit "A" attached hereto and incorporated herein by reference, to be provided to Texas Panhandle Forensics, LLC, is hereby approved pursuant to Section 5 of the Amended and Restated Bylaws of the Corporation. Market Lubbock DT Facade Expenditure — Panhandle Forensics 7.25.22 August 9, 2022 Resolution No. 2022-RO336 RE 22-43 RESOLUTION APPROVING TEXAS PANHANDLE FORENSICS, LLC AT 2002 AVENUE J - DOWNTOWN FACADE GRANT THE STATE OF TEXAS COUNTY OF LUBBOCK At a regular meeting of the Board of Directors of MARKET LUBBOCK ECONOMIC DEVELOPMENT CORPORATION, INC., a Texas nonprofit corporation (MLI), on Wednesday, July 27, 2022, held in conformity with the bylaws, after due notice as therein provided, a quorum being present and acting, the following resolution was unanimously adopted: WHEREAS, MLI presented to members of the Board the proposal of a possible Economic Development Grant and Contract to Texas Panhandle Forensics, LLC at 2002 Avenue J, and is making improvements to the exterior of their property, which is located in the Downtown T1F. The building was built in 1969 and it was first used as the Carpenter's Union until 1999, when it was sold to the Plumbers and Pipefitters association, who occupied the building until 2021. Dr. Louisa Florez, owner of Texas Panhandle Forensics, bought the building in January 2022. Dr. Flores made several modifications to the building and now performs autopsies for some surrounding counties. The scope of facade work will include the resurfacing and re -striping of the parking lot, new signage, and landscaping totaling $18,675 in facade expenses. The terms and conditions of such Economic Development Grant and Contract, other than the normal terms and conditions applicable to all such Economic Development Grant and Contracts by the Corporation, are described generally as follows, to wit: Grant Texas Panhandle Forensics, LLC a Downtown Facade Grant for $9,338 at 2002 Avenue J, which is located in the Downtown TIF, once proof of payment has been submitted. WHEREAS, The Board of Directors of MLI finds that an Economic Development Grant and Contract offering the incentive for providing assistance for renovations to their property, meet and comply with the qualifications and purposes of the Corporation for the granting of such Economic Development Grants and Contracts. Upon Motion by Director, Mr. James Conwright, and Seconded by Director, Dr. John Opperman. IT WAS RESOLVED that MLI offer and, if accepted by Recipient, enter into an Economic Grant and Contract with Texas Panhandle Forensics, LLC, for improvements to the property at 2002 Avenue J, Lubbock, Texas.
