RESOLUTION
WHEREAS, pursuant to Article IV, Section 5 of the Amended and Restated Bylaws of the
Market Lubbock Economic Development Corporation (the "Corporation"), the City Council
of the City of Lubbock (the "City Council"), as the Corporation's authorizing unit, has the
authority to approve all programs and expenditures of the Corporation; and
WHEREAS, the City Council finds that it is in the best interest of the public to approve the
program or expenditure, as proposed to the City Council by the Corporation, as set forth in
Exhibit "A" attached hereto and incorporated herein by reference; NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Downtown Permittable Grant program or expenditure of the Corporation, in the
amount set forth in Exhibit "A" attached hereto and incorporated herein by reference, to be
provided to LBB Hwy 84, LLC is hereby approved pursuant to Section 5 of the Amended
and Restated Bylaws of the Corporation.

DOWNTOWN PERMITTABLE GRANT AND FACADE GRANT - AT 1704 MARSHA SHARP FREEWAY
THE STATE OF TEXAS
COUNTY OF LUBBOCK
At a regular meeting of the Board of Directors of MARKET LUBBOCK ECONOMIC DEVELOPMENT
CORPORATION, INC., a Texas nonprofit corporation (MLI), on Wednesday, June 29, 2022, held in conformity with the
bylaws, after due notice as therein provided, a quorum being present and acting, the following resolution was unanimously
adopted:
WHEREAS, MLI presented to members of the Board the proposal of a possible Economic Development Grant and Contract
to LBB Hwy 84, LLC, known as Baywood Hotels, is building a new Home 2 Suites by Hilton hotel at 1704 Marsha Sharp
Freeway, which is located in the Downtown TIF. Baywood Hotels is one of the nation's fastest growing, privately owned hotel
companies, with over $1 Billion in assets. The key to Baywood's success as managers, employers and developers is their ability
to continually offer some of the most innovative solutions in the hotel industry. There are three Baywood properties currently
in Lubbock, which include Residence Inn Lubbock in the University Area, Residence Inn Lubbock -Southwest, and Tru by
Hilton Lubbock Southwest.
The scope of facade and permittable work will include the building a a new Hone 2 Suites by Hilton totaling $13,554,540
in expenses.
The terms and conditions of such Economic Development Grant and Contract, other than the normal terms and
conditions applicable to all such Economic Development Grant and Contracts by the Corporation, are described generally as
follows, to wit:
Grant LBB Hwy 84. LLC at 1704 Marsha Sharp Freeway a Downtown Facade Grant totaling $25,000 and a Downtown
Permittable Grant for $100.000, which is located in the Downtown TIF, once proof of payment has been submitted.
WHEREAS, The Board of Directors of MLI finds that an Economic Development Grant and Contract offering the
incenti%a for providing assistance for renovations to their property, meet and comply with the qualifications and purposes of the
Corporation for the granting of such Economic Development Grants and Contracts.
Upon Motion by Director, Mr. Walter Cathey, and Seconded by Director, Mr. James Conwri-ht.
IT WAS RESOLVED that MLI offer and. if accepted by Recipient, enter into an Economic Grant and Contract with
LBB Hwy 84, LLC, for improvements to the property at 1704 Marsha Sharp Freeway, Lubbock, Texas. This Economic
Development Grant and Contract will be on the normal terms and conditions of such Downtown Grant Program and Contract
offered by MLI to existing businesses and business prospects and authorize the CEO to enter into and execute all documents
related to the Economic Grant and Contract.

Sharp Freeway, located in the Downtown TIF.
Baywood Hotels is one of the nation's fastest growing, privately owned hotel companies, with over $1
billion in assets. The key to Baywood's success as managers, employers and developers is their ability to
continually offer some of the most innovative solutions in the hotel industry. There are three Baywood
properties currently in Lubbock..... Residence Inn Lubbock -University Area, Residence Inn Lubbock -
Southwest and Tru by Hilton Lubbock Southwest.
The scope of fagade and permittable work will include the building of a new Home 2 Suites by Hilton
totaling $13,554,540 in expenses.
The MLI Board is being asked to consider a Downtown Fagade Grant of $25,000 and a Downtown
Permittable Grant of $100,000 for LBB Hwy 84, LLC at 1704 Marsha Sharp Freeway.

1 Temporary utilities including temporary fence, job trailer, portable toilets, cleaning are included

additional cost associated with differing conditions.
114 DD&B will examine areas and conditions and notify the Architect of such items that may be detrimental to proper and timely
completion, however, should conditions occur that DD&B did not have knowledge of or acquire knowledge of, DD&B will not
be held liable. For conditions that are identified, DD&B is not responsible for the correction of said conditions.

PRICE OF MATERIALS The prices of construction materials have been fluctuating largely due to COVID-19, oil prices and
natural disaster. Due to current market volatility, we are not able to hold the material / labor prices until the start date of a
particular trade activity. The prices in this estimate is based on the material proposals received as of 05/04/2022. We will
re -price the project at the beginning of construction, any difference in the prices will be passed on to the owner.
TARIFF'S Many of our materials are procured and sourced from overseas. If during construction period there is any Tariffs
that are levied or implemented, we will pass those Tariffs onto the Owners to be paid as a change order.
