Amount Requested: $15,000
Amount Recommended: $ 3,500
The Lubbock Arts Alliance requested $15,000 to assist with the marketing of Lubbock's Cultural District.
The funds requested would be used for professional services, which will continue the robust online
presence of the Cultural District through email, social media, and a dedicated website. In order for
Lubbock to maintain the Cultural District Designation by the State, which allows local arts organizations
to apply for state grants exclusively for projects located in the Cultural District, the Arts Alliance must
continue to actively advertise and market the District and it activities.

• Project provides additional advertising for cultural events by selling a complete "package" of the
arts in Lubbock to visitors and potential visitors
• Application indicates a good plan for marketing events in the Cultural District to potential
audiences outside the Lubbock area
• The Committee suggested that the Art Alliance look at possibly restructuring the Cultural District
Events Calendar section of the website whereby current events would be listed first on the
12
calendar as opposed to links to facilities with ongoing exhibits/events, call for entries and
employment opportunities. They felt that visitors currently have scroll down quite a bit to get to
the month's events taking place in the Cultural District.
The Committee was pleased to see that the application includes plans to update and enhance the
current Instagram account for the Lubbock Cultural District
Cultural Arts Grant funds recommended ($3,500) will be used towards the cost of Professional
Services

2206-027 Office of International Affairs, TTU
22nd Annual High and Dry Photography Exhibit
Amount Requested: $ l ,000
Amount Recommended: $ 1,000
The Office of International Affairs at Texas Tech University requested $1,000 to support the 22nd Annual
High and Dry Photography Exhibit to be displayed in the galleries of the International Cultural Center
from December 2022 to February 2023. Since 2000, the Office of International Affairs has curated this
premiere juried photographic exhibition of people and places of the world's dry lands. Approximately 85
photographers, about 50% of which are from across Texas and the US, will submit over 350 photographs
from which 70 images will be selected for the exhibition. Photographers may submit a maximum of five
photographs for consideration. A nationally known photographer from outside the Lubbock area will be
selected to serve as juror. Past images have been shot in regions as remote as Chile and Morocco and as
near and familiar as Caprock Canyon.
Committee Comments:
• Project has strong artistic merit
• Having a nationally known juror from outside the Lubbock area creates the potential to generate
more entries and even more high quality entries
• Applicant has a good marketing plan in place for outside the Lubbock area. A call for entries will
be posted on photographic society websites throughout Texas and the surrounding states; direct
13
mail and emails will be sent to over 1,500 local, regional and national photographers; event
calendar listings, social media and radio advertising will be used to promote the exhibit
Applicant plans to include a link to the Visit Lubbock website for hotel information on
promotional materials; out-of-town visitors participating in functions at the International Cultural
Center will be able to view the High and Dry Exhibit

Cultural Arts Grant funds recommended ($1,000) will be used towards the cost of Professional
Services (Juror Honorarium), Supplies/Materials (Exhibit Signage), Promotion/Publicity, and
Postage
2206-028 Each One Reach One
Families against Gun Violence Gospel Concert
Amount Requested: $ 78,000
Amount Recommended: $ 9,500
Each One Reach One requested $78,000 to assist with artist fees associated with the Families against Gun
Violence Gospel Concert that will be held on August 12, 2023 on an outdoor stage that will be located at
Zenith and Colgate. Gospel artists scheduled to perform are Tim Rogers, Wes Morgan, Buddy Buchanan,
Deborah Barnes -Moss, and Zarcardi Cortez.
Committee Comments:
• Based on the project's description in the application, the project has fair artistic merit
• The committee feels that the purpose of the project as described in the application needs to focus
more on the artistic merit and artistic impact of the project as well as the potential for tourism.
The current description in the application talks mainly about social issues. While social issues are
important, the information about the proposed project needs to show, in more detail, how it fits
within the definition the arts as defined by the State regarding the use of Hotel Occupancy Tax;
perhaps include more information about the performers
• Applicant may want to consider researching other grant programs that focus more on social issues
to assist with this project as well
• The committee was once again concerned about the drastic increase in proposed artist fees
compared to the significantly lower fees actually paid to the same artists in prior years; the
committee would suggest that, in future applications, the applicant review prior actual
expenditures for artists fees when developing the funding request
• Applicant plans to block rooms at a local hotel
• The application indicates a good marketing plan to include newspaper advertising, PSA's, and
various tourism websites; the committee would suggest more funds be budgeted for promotion
and publicity
• Cultural Arts Grant funds recommended ($8,500) will be used towards the cost of Professional
Services (Artist Fees)

are invited from all over the nation to compete and display their artistry and traditions of Mexico through
