RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock is hereby authorized and directed to execute for
and on behalf of the City of Lubbock, Amendment No. 1 to Contract No. 14153 dated January 10,
2019 for professional services relating to the design. plans, specifications, and estimates for the
public safety improvement project for a police headquarters, by and between the City of Lubbock
and Parkhill, Smith & Cooper, Inc., and related documents. Said Amendment is attached hereto
and incorporated in this resolution as if fully set forth herein and shall be included in the minutes
of the City Council.

Amendment 1
To Agreement Between
The City of Lubbock,TX
And
Parkhill, Smith & Cooper
THIS IS THE FIRST AMENDMENT TO THE AGREEMENT dated and entered into the 10" day of
January, 2019 by and between the City of Lubbock("City") and Parkhill, Smith& Cooper, Inc. ("PSC"),
4222 85`h Street, Lubbock,Texas 79423.
PSC has entered into the agreement with the City for providing professional services relating to the design,
plans, specifications, and estimates for Public Safety Improvement Project, Police Headquarters. The
original Agreement, Contract No. 14153 was approved by City Council on January 10, 2019, Resolution
No. 2019-R0002.
Amendment 1 includes the additional professional services associated with the Public Safety Improvement
Project, Police Headquarters, Municipal Courts and Citizens Tower projects. Scope, as stated in
Attachment A and summarized thus:
Municipal Provide comprehensive master planning of areas described to include utility study,
Master Plan site planning, landscape/furnishings&signage planning, surveying and
(Attachment A) geotechnical report.
Further,PSC warrants that it complies with SB 252 which prohibits the City from entering into a contract
with a vendor that is identified by The Comptroller as a company known to have contracts with or provide
supplies or service with Iran, Sudan or a foreign terrorist organization.
All other portions of the original Agreement and previous Amendments, if any, shall remain in place and
are not altered by this amendment.

RE: Proposal/Scope for Professional Services— Municipal Master Plan
Dear Mr. Everett:
Parkhill, Smith & Cooper, Inc. (A/E) is pleased to have the opportunity to provide Civil Engineering, Land
Surveying, Landscape Design, Planning and Utility Study services to the City of Lubbock (Owner) for a
Municipal Master Plan (Project).
The project is located directly south of Citizens Tower. Scope will include the closure of 1411 street. The
studied area of the project will include the city blocks located between 14th and 16t1 streets and Avenues
L and K, the utility service center and half block, as well as existing City of Lubbock surface parking lots
on adjacent properties. Please see Exhibit A (Proposed Scope Boundary).
Citizens Tower is scheduled to begin operation in late fall of 2019. During the same time frame, the Utility
Service Center located on the adjacent property to the east will also begin operation. Within the next
year, construction will begin on a new Police Headquarters located on the block surrounded by 15th and
16th streets, Avenues K and L. The city block between Citizens Tower and the Police Headquarters
provides an opportunity for a comprehensive traffic parking plan as well as pedestrian amenities to
increase community interaction, safety and an enhanced outdoor experience. A holistic wayfinding and
signage solution will also help to orient facility users and provide a stress-free experience for customers.
A summary of proposed services and deliverables is included below:
Comprehensive Site Planning
Utility Study
The AIE will conduct a utility survey of existing utilities including sanitary sewer, electrical service, storm
water, gas, data/fiber and water. Demand studies shall be provided to ensure existing infrastructure is
adequately sized. A proposed utility relocation/modification plan will be produced for identifying scope
and costs associated with the proposed plan. Storm water studies and flow diagrams will be provided.
In addition to the utilities listed above, a comprehensive solid waste pickup plan will be provided.
It will be necessary to perform a high-level topographic survey identifying one-foot contours. Additionally,
during the utility meeting on February 26, 2019, concerns were raised regarding the bearing capacity of
the soils located where the proposed parking garage would be sited. A Geotech investigation will be
necessary to establish a foundation system for the above-ground parking structure.

Planning
To provide a comprehensive master plan establishing a consistent site/facility identity, the design team
will perform the following services:
1. Conduct reconnaissance of existing site(s) and prepare graphics of findings.
2. Analyze the capabilities and limitations of the site and provide findings in graphic form.
3. Prepare conceptual site plan concepts in sketch form.
Conduct review sessions with the City of Lubbock to review and refine concept plans.
4. Preparation of an opinion of probable cost (OPC).
5. The design team will also prepare a presentation style graphic masterplan delineating all site
improvements, parking and buildings within the planning area.
6. In addition to the items above, the A/E will prepare suggestions for phased construction for
possible relief of parking shortages following the occupation of Citizen's Tower in Fall 2019.
Landscape/Site Furnishings & Signage
The A/E will produce site plan(s) delineating planting, site paving, turf, etc. The landscape plan
deliverable will include the following:
1. Preliminary Landscape Development Plan showing walkways, seating areas, plazas, planting
areas and lighting.
2. A landscape drainage plan will be incorporated into on-site grading and water retention design.
3. Site furnishing selections will be suggested to establish a unified identity. City of Lubbock
downtown development requirements and standards will be incorporated.
4. A preliminary signage and wayfinding plan will also be suggested to increase user interface and
visitor/customer experience
5. Existing site lighting techniques and standards will also be reviewed and incorporated for a unified
design solution.

The A/E anticipates that the scope detailed above would require approximately 45 calendar days to
complete.
