RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock, or his designee, is hereby authorized and directed to
execute a FY 2017 Federal Transit Administration Section 5339(c) Low-No Discretionary
Grant (Project ID TX-2019-020-00), to be used for the purchase of two (2) 40' electric buses
by the City of Lubbock, by and through Citibus, and all related documents. Said Grant is
attached hereto and incorporated in this Resolution as if fully set forth herein and shall be
included in the minutes of the Council.

Application Executive Summary
1/28/2018- CM - LLubbock-Citibus FY 2017 Section 5339(c) Low-No Discretionary Grant-These
funds will be used to purchase two 40' Proterra E2 fully electric buses to replace older buses that have
past their useful life. Lubbock-Citibus was awarded$1,750,000 in federal funds that will be matched
with transportation development credits(TDCs) provided by the Texas Department of Transportation in
the amount of 262,500.This grant request is within the acceptable limits of the fleet ration which is
shown in the Fleet Details of the Recipient ID section.
Match:
The 262,500 of local match will be provided by the TxDOT in the from of Transportation Development
Credits(TDCs). All eligible expenses under the Low-No Program are attributable to compliance with the
Clean Air Act and the Americans with Disabilities Act. Therefore the Federal share of the cost of leasing
or purchasing a transit bus is not to exceed 85 percent of the total transit bus cost
The Proterra buses will be 12 year useful life buses.
Fixed Route Fleet- 75 total with a spare ration of 15.38°/x.
Paratransit Fleet-28 total with a spare ratio of 21.74%.

Project Benefits
As a result of the purchase of the two electric buses,we will be able to retire some old buses that have
far exceeded their useful life which will help reduce downed buses and increase trip reliability. These
buses will be used to provide fixed route services to all passengers and in all parts of the city.

past their useful life. Lubbock-Citibus was awarded $1,750,000 in federal funds that will be matched

Match:
