RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock is hereby authorized and directed to execute
for and on behalf of the City of Lubbock, a Statement of Support for the West Texas
Regional Economic Opportunity Initiative. Said Statement is attached hereto as Exhibit A
and incorporated in this resolution as if fully set forth herein and shall be included in the
minutes of the City Council.

WHEREAS: On December 12, 2018, President Donald Trump signed Executive Order 13853 to
establish the White House Opportunity and Revitalization Council which encourages public and
private investment in urban and economically distressed areas, including qualified opportunity zones;
and,
WHEREAS: West Texas maintains a stable and dependable economy, and by establishing a West
Texas Regional Economic Opportunity Initiative, we are the first regional grassroots effort for
Opportunity Zones that collectively supports of this Presidential Executive Order; and,
WHEREAS: By establishing a West Texas Regional Economic Opportunity Initiative, we are
creating additional economic opportunities for our region's pro -business environment, encouraging
more public and private investment within our region, and remaining committed to the expansion and
retention of existing local businesses, who are the backbone of our economy; and,
WHEREAS: The West Texas Regional Economic Opportunity Initiative will provide data and
economic information about investable projects within our region with the intention of developing a
Regional Investment Prospectus, will explore the creation of general and specific funding mechanisms,
such as to facilitate rural housing, to support the overall efforts of this Initiative's efforts, and will
work together on special economic opportunities that involve multiple governmental entities within our
region, such as renewable energy; and,
WHEREAS: West Texas has a steadfast, pioneer spirit and is resolute in its belief in neighbors
helping neighbors, and therefore is joining together to share and coordinate policies, to promote
entrepreneurial activity inside of Opportunity Zones, to grow our local business community, as well as
to facilitate company relocation to West Texas,
NOW, THEREFORE, we, the elected officials of West Texas municipalities and counties affix our
signatures in support of this
West Texas Regional Economic Opportunity Initiative
and express our willingness to focus our collective efforts in furthering a clear, cohesive, and unified
economic development strategy that benefits our entire region.
