This recommendation was presented to the entire Civic Lubbock, Inc. Board of Directors on June 25, 2018 and was approved as recommended. All applicants recommended for grant awards are in good standing with the City of Lubbock and Civic Lubbock, Inc. The total Hotel Occupancy Tax allocation for 2018 provided for $437,924.23. Of that amount, 10% ($43,792.42) was allocated for the Public Art Program per the amended agreement between the City of Lubbock and Civic Lubbock, Inc., leaving $394,131.81 available for the 2018 Cultural Arts Grant Program which will be granted over two granting cycles. In addition, interest earned ($855.74) and carryover funds ($.85) less bank fees ($10.00) are available for the 2018 program, making the amount designated for the 2018 Cultural Arts Grant Program a total of $394,978.40. The Board of Directors have elected to absorb all expenses related to administering the program, therefore no administrative expenses will be deducted and the entire allocation of $394,978.40 will be available for the 2018 Cultural Arts Grant Program. The Cultural Arts Grant Review Committee is comprised of five members; three Civic Lubbock, Inc. Directors assigned by Civic Lubbock, Inc. and two members -at -large appointed by the City Council. A Grant Workshop was held on May 2, 2018 for organizations wishing to apply for a Cultural Arts Grant. Included among the workshop presenters was a representative from Visit Lubbock (the Lubbock Convention and Visitors Bureau). Accompanying this document are the results of the Cultural Arts Grant Review Committee meeting held on June 12, 2018. Twenty-two applications were received for this first grant (June 2018) funding cycle and twenty-two applications are recommended for full or partial funding. The total amount of funding requested for this grant cycle was $290,350.00 of which $201,850.00 is recommended for funding from the 2018 City of Lubbock Cultural Arts Grant Program. The amount recommended is approximately 51 % of the total amount available for the 2018 Cultural Arts Grant Program. The Civic Lubbock, Inc. Board of Directors requests that the City Council consider approval of the Cultural Arts Grant allocations in the amount of $201,850.00 as recommended by the Cultural Arts Grant Review Committee and approved by the Civic Lubbock, Inc Board. The show will run from September 7 through October 27, 2018. All artists, from novice to professional, are judged together which allows the novice and intermediate artists to gage their growth in artistic principles and techniques. Committee Comments: • Project has good artistic merit • Applicant has a good marketing plan in place; plans to promote the show through various online tourism websites and calendars • Applicant has a good plan in place for tracking tourism and room nights generated • Cultural Arts Grant funds recommended ($600) are to be used towards the cost of Professional Services (Judge) and Other (Artist Awards) 1806-002 West Texas Watercolor Society West Texas Watercolor Society 2018 Winter Show Amount Requested: $ 600 Amount Recommended: $ 600 The West Texas Watercolor Society requested $600 to assist with costs associated with the presentation of a Winter Show at the Buddy Holly Center. The show will run from December 7, 2018 through January 20, 2019. All artists, from novice to professional, are judged together which allows the novice and intermediate artists to gage their growth in artistic principals and techniques. All students attending the workshop will gain an in-depth exploration of abstract painting and elements of design using shape and the use of whites and opaque media. The workshop will be held October 22-24, 2018. Committee Comments: • Project has good artistic and educational merit • The multiple day workshop creates great potential for overnight stays • Applicant is partnering with a local hotel • Applicant has a good plan in place for tracking tourism and room nights generated • Cultural Arts Grant funds recommended ($1,300) will be used towards the cost for Professional Services( Artist Fees/Artist Demonstration) 1806-004 Lubbock Christian University Theatre LCU Theatre presents Barnum: Amount Requested: $11,000 Amount Recommended: $ 7,700 The Theatre area within the Communications/Fine Arts Department of Lubbock Christian University requested $11,000 to assist with costume rental and orchestra musician fees for the fall musical production of Barnum scheduled for October 5-6, 2018. The production will be held in conjunction with LCU's Parent/Family Weekend festivities and will include a cast and crew of over 40 and an orchestra of at least 15 professional musicians and 7 student musicians. The musical is "suggested by the life of P.T. Barnum' and is set within a circus. Committee Comments: • Project has strong artistic merit • Project has a good arts education component; cast members are comprised of LCU students • Application indicates a good marketing plan outside the region to include posting the event on travel websites and contacting newspapers in smaller cities in the region as well as New Mexico; area teachers and students will be invited to visit Lubbock and attend the production • With the production being held in conjunction with LCU's Parent/Family weekend, there is a good potential to genera e room nights • Application indicates a gooc plan to track tourism • Cultural Arts Grant funds recommended ($7,700) will be used towards the cost of Professional Services (Orchestra Musicians) and/or Rentals (Costumes) 2 1806-005 Ballet Lubbock The Nutcracker 2018 Amount Requested: $10,000 Amount Recommended: $ 8,000 Ballet Lubbock requested $10,000 to assist with advertising and promotion of The Nutcracker which will be performed December 12-16, 2018 at the Lubbock Memorial Civic Center. The production will feature over 165 local dancers as well as 45 musicians in the live Nutcracker Symphony Orchestra. World-renowned guest artists, including New York City Ballet Principal Amar Ramasar, will round out the cast. Committee Comments: • Project has strong artistic merit • Guest artists provide mentoring and educational opportunities for the younger local dancers • Application indicates a strong marketing plan; print, radio and television advertising will be placed throughout the region; will promote extensively online through event calendars and social media sites • Applicant plans to partner with a local hotel • Application indicates good foundation and corporate support • Applicant has a good plan in place to track tourism, i.e. hotel room blocks and zip code data provided from Select -a -Seat • Cultural Arts Grant funds recommended ($8,000) will be used towards the cost of Promotion/Publicity 1806-006 Flatlands Dance Theatre Speakeasy: A 1920s Cabaret Amount Requested: $ 1,550 Amount Recommended: $ 1,550 Flatlands Dance Theatre requested $1,550 to assist with professional services and promotion/publicity expenses associated with the presentation of "Speakeasy: A 1920s Cabaret." Performances will take place on November 30 and December 1, 2018 in the Underwood Center Firehouse Theatre. The theatre will be transformed into a speakeasy, creating a vaudeville -like performance showcasing the music and dance styles of the 1920s-1930s. The production will feature original dance works by five local choreographers. Committee Comments: • Project has strong artistic merit • Application indicates a good marketing plan for generating tourism outside the Lubbock area, including the use of tourism websites • Application indicates a Igood plan for tracking out of town attendees through zip code data provided from Sel0t-a-Seat • Application indicates good foundation support 3 • Cultural Arts Grant funds recommended ($1,550) are to be used towards Professional Services (Choreographers/Principal Dancers) and Promotion and Publicity 1806-007 Louise Hopkins Underwood Center for the Arts First Friday Art Trail Amount Requested: $19,500 Amount Recommended: $14,600 The Louise Hopkins Underwood Center for the Arts (LHUCA) requested $19,500 to assist in funding marketing efforts, artist -educator and performing artist honoraria, and promotion/publicity for the First Friday Art Trail. The event will be held monthly from September of 2018 through August of 2019 and is free to the public. Now in its 13th year, this community -wide cultural event presents a wide variety of genres of visual, performing arts and literary arts in fifteen partner venues. Venues include commercial galleries, arts organizations, businesses, and artist studios. Committee Comments: • Project has strong artistic merit • Project creates great exposure for the venues and the artists • Project continues to grow in attendance; over 48,000 individuals attended the Art Trail in 2017, which is an increase of about 4,000 over the prior year • Application indicates a good plan for tracking tourism and room nights generated • Application indicates a good marketing plan for advertising outside the region and will include advertising in the statewide "Authentic Texas" and "Arts + Culture" publications • Cultural Arts Grant funds recommended ($14,600) will be used towards the cost of Professional Services (Artist-Educator/Performing Artist Honoraria) and Promotion and Publicity • Grant funds were considered for the entire year -long program; future applications for this timeframe may not be considered 1806-008 Office of International Affairs, TTU 6th Annual Robert Burns Supper Amount Requested: $ 7,000 Amount Recommended: $ 4,550 The Office of International Affairs requested $7,000 to assist with costs associated with the 6th Annual Robert Burns Supper to be held on January 26, 2019 at the Texas Tech University International Cultural Center. This traditional celebration of Scottish heritage and culture will highlight the life of Poet Laureate, Robert Burns, and is open to the general public. This year's performance will provided by Ed Miller and Company. Mr. Miller is a singer and folklorist originally from Edinburgh, Scotland. The group's program will highlight traditional Scottish ballads, storytelling and sing -a -longs. Other traditional Scottish activities will incl�de piping in the Haggis, Poetry and Immortal Memory to Robert Burns, and other elements of Scottish L, culture and heritage. Burns Suppers are most common in Scotland and Northern Ireland, however, there has been a surge in Burns' Night celebrations in the U.S. Committee Comments: • Project has good artistic and cultural merit • Applicant plans to partner with a local hotel • Application indicates a good marketing plan for generating tourism outside the Lubbock area; applicant plans to reach out to Scottish heritage groups throughout Texas and surrounding regions, including groups in Boerne, Dallas, Decatur and Austin as well as the St. Andrew Scottish Society of New Mexico, all of which have devout followers • Application indicates a good method for tracking out of town attendees and room nights generated • Cultural Arts Grant funds recommended ($4,550) are to be used towards Professional Services — Performer Fees ($3,250) and Promotion/Publicity ($1,300) 1806-009 The Lubbock Chorale Haydn "The Creation" Amount Requested: $ 4,000 Amount Recommended: $ 2,600 The Lubbock Chorale requested $4,000 to assist with costs associated with the presentation of Joseph Haydn's masterpiece The Creation. The perfonnance will be held on October 12, 2018 in the Hemmle Recital Hall at Texas Tech. The Creation is an oratorio that depicts and celebrates the creation of the world as described by the book of Genesis. The work is structured in three parts and scored for soprano, tenor and bass soloists, chorus and a symphonic orchestra. Committee Comments: • Project has strong artistic merit • Application indicates that it has been 17 years since this oratorio was perfonned by Lubbock Chorale and another "sold out" performance is anticipated • Application indicates a good plan for tracking tourism through zip code data provided from Select -a -Seat • Cultural Arts Grant funds recommended ($2,600) are to be used towards the cost of Professional Services - Orchestra Musicians/Soloists ($2,100) and Promotion/Publicity ($500) 5 1806-010 Lubbock Moonlight Musicals, Inc. Moonlight Broadway 2018/2019 Season Amount Requested: $50,000 Amount Recommended: $30,000 Lubbock Moonlight Musicals requested $50,000 to assist with costs associated with its 2018/2019 Moonlight Broadway Season. Productions will include the family classic, Wizard of Oz in November of 2018; Rodgers and Hammerstein's Cinderella in February of 2019 and the smash hit, Disney's Newsies in April of 2019. The performances will be presented at the Lubbock Memorial Center Theater and will be produced in cooperation with various organizations such as the Junior League of Lubbock and the Lubbock Arts Alliance. Committee Comments: • Project has strong artistic merit • Good collaboration with other local organizations • Applicant plans to partner with a local hotel • Application indicates strong corporate and foundation support • Cultural Arts Grant funds recommended ($30,000) will be used towards the cost of Professional Services (Orchestra Musicians, Scenic Designers and Sound Designers) and/or Promotion/Publicity • Grant funds were considered for the entire season; future applications for the season may not be considered 1806-011 Lubbock Arts Alliance 2018/2019 Marketing of Lubbock's Cultural District Amount Requested: $12,000 Amount Recommended: $ 9,000 The Lubbock Arts Alliance requested $12,000 to assist with the marketing of Lubbock's Cultural District. The funds requested would be used for professional services which will continue the robust online presence of the Cultural District through email, social media, APP and dedicated website. The project will also include the creation of 10 videos and several hundred photographs highlighting the venues and activities within the Cultural District. These will be distributed via e- mail, the website and social media, APP, Facebook and YouTube. Committee Comments: • Project supports the arts, humanities and cultural tourism • Project provides additional advertising for cultural events by selling a complete "package" of the arts in Lubbock to visitors and potential visitors • Application indicates a good plan for marketing outside the local area • Cultural A s Grant funds recommended ($9,000) will be used Itowards the cost of Professional Services 2 1806-012 Lubbock Arts Alliance, Inc. 22nd Take in the Local Color! Lubbock's Artist Studio Tour Amount Requested: $11,900 Amount Recommended: $ 8,925 The Lubbock Arts Alliance requested $11,900 to assist with advertising and professional services fees associated with the Take in the Local Color! Lubbock Artist's Studio Tour which will be held on November 10-11, 2018. The goals of the project are to: provide community awareness and education in the visual arts; offer a venue for artists to showcase and sell their works, facilitate a quality visual art program for students to attend, and attract visitors/tourists to the region. This event allows audiences the unique opportunity to observe the artists in their working environment, many of which are private homes. The Studio Tour will showcase six local artists at each studio location. Last year, forty-eight Lubbock County artists were showcased in eight locations; thirteen of those were new artists showcasing their work. Artists will display original art to include painting, drawing, pottery, fiber, jewelry, glass, leather, wood and sculpture. In addition, there will be artist demonstrations and performances by local musicians at the various studio locations. Committee Comments: • Project has strong artistic merit • Application indicates a strong marketing plan; marketing efforts will include the distribution of full color brochures to 2,000 individuals, many of whom live outside the region • Project historically generates very good attendance as well as good tourism numbers; application indicates that 2017 has a slight increase in numbers over the prior year • Application indicates that tourists from New Mexico, Utah, California and throughout Texas attended last year's event; good tracking methods are in place to determine out of town attendees and room nights generated • Cultural Arts Grant funds recommended ($8,925) will be used towards the cost of Professional Services (Juror, Graphic Designer), Postage and/or Promotion/Publicity 1806-013 National Cowboy Symposium & Celebration, Inc. National Cowboy Symposium & Celebration Amount Requested: $28,000 Amount Recommended: $19,000 The National Cowboy Symposium & Celebration requested $28,000 to assist with the cost of producing the 30th Annual Cowboy Symposium and Celebration to be held on September 7-9, 2018 at the Lubbock Memorial Civic Center. The requested funds are for performer/presenter fees, technical stagehand fees and advertising to promote the event nationally and regionally. Over 85 performers and participants (poets, musicians, storytellers, panelists, chuck wagon cooks, and spe ial presenters) will appear at the 2018 Celebration. reatured headliners will include Pipp G llette, Mary Kaye, R. W. Hampton and Chris Issacs.I New sessions on Cattle Barons and Outlaws of the American West in music, poetry and history will be presented. Other planned components include a Youth Wild West Day (cultural and educational activities for 7 students), horse handling demonstrations, Native American activities and presentations as well as exhibits of western artworks and merchandise. Texas State Historian, Bill O'Neal will be a featured speaker. Re -enactors will also be a featured part of the 2018 event. Committee Comments: • Project has strong artistic and cultural merit • Applicant plans to work in conjunction with the National Ranching Heritage Center on several coordinated presentations for their 301h Anniversary event; provides an opportunity for cross -promotion • Project generally has a good history of generating tourism and room nights • Application indicates good foundation and corporate support • Applicant plans to partner with three local hotels • Application indicates a strong marketing plan, both regionally and nationally; • Applicant has a good plan for tracking tourism and room nights • Cultural Arts Grant funds recommended ($19,000) are to be used towards the cost of Professional Services (Artist Fees) and/or Promotion/Publicity 1806-014 Fiestas del Llano, Inc. Fiestas Patrias 2018 Amount Requested: $12,000 Amount Recommended: $ 7,800 Fiestas del Llano requested $12,000 to assist with costs associated with Fiestas Patrias 2018 which will be held on September 15-16, 2018. The main celebration will take place using the outdoor stage at the Underwood Center for the Arts (LHUCA) and will feature local bands including traditional Mariachi groups and Folklorico dancers. One of the goals of Fiestas Patrias is to bring awareness of the rich heritage and traditions in music, dance and art of the Mexican - Mestizo culture. Committee Comments: • Project has strong cultural and artistic components that include music and dance • Applicant plans to promote the project through the Visit Lubbock website, the Underwood Center's website, social media and through press releases sent to newspapers in Midland/Odessa, Amarillo and Eastern New Mexico • Applicant plans to partner with a local hotel • Application indicates good corporate support • Cultural Arts Grant funds recommended ($7,800) will be used towards the cost of Professional Services (Performers) and/or Promotion/Publicity 8 1806-015 Lubbock Community Theatre, Inc. Lubbock Community Theatre 2018 Fall/Winter Season Amount Requested: $ 9,000 Amount Recommended: $ 5,400 The Lubbock Community Theatre requested $9,000 to assist with promotion/publicity expenditures associated with the presentation of their Fall/Winter Season of plays. The productions presented will include Arsenic and Old Lace, Monty Python's Spamalot, Wait Until Dark and Diary of Anne Frank. The season will also include special performances for the deaf and hearing impaired as well as sensory -friendly performances for patrons on the autism spectrum. Committee Comments: • Project has strong artistic merit • Application indicates growth in attendance, including out of town guests; continues to maintain very good numbers given the size of the venue • Applicant has a good plan in place to track tourism and room nights generated • Application indicates a good marketing plan and includes the use of online calendars, traditional marketing strategies and social media • Cultural Arts Grant funds recommended ($5,400) will be used towards the cost of Promotion/Publicity 1806-016 Louise Hopkins Underwood Center for the Arts Flatland Film Festival Amount Requested: $12,000 Amount Recommended: $ 8,200 The Louise Hopkins Underwood Center for the Arts (LHUCA) requested $12,000 to assist with costs to produce the 2018 Flatland Film Festival. The Festival will feature independent shorts by filmmakers selected through a competitive Call for Entries and showcase regional and national filmmakers. Funds requested are to assist with marketing, promotion and professional stipends. The screenings will be held September 20-22, 2018 at venues on the LHUCA campus and the Alamo Drafthouse Cinema. The 2018 films will feature Talk Backs between the filmmaker/producer and the audience members. In addition to the regular Masterworks performances, the Symphony will join forces with The Lubbock Chorale for a performance of Handel's "Messiah" in December. In March the Symphony will present "Wicked Divas" featuring two past cast members of the hit show "Wicked" who will perform a variety of show tunes. The festival will include workshops, exhibitions, artist talks and a print market along with food trucks and live music. The featured presenter for the workshop will be internationally recognized printmaker Dennis McNutt who has shown in London, Berlin, Copenhagen and Milano, Italy as well as in the US. Blue Lapis Light, a site -specific aerial dance company, will perform each hour of the First Friday Art Trail integrating images of Buddy Holly Hall into the performance. In addition, the steel skeletal frame of Buddy Holly Hall will be lit, literally giving an outline to the future, and will be visible from the performance site. The exhibition will open September 7, 2018 in conjunction with the First Friday Art Trail and will include performances by Ballet Lubbock and the Lubbock Symphony Orchestra. The exhibit is being designed by Terah Maher, an experienced exhibition designer, in collaboration with Larry Simmons, neon artist and space fabricator.
