RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the City Council hereby approves the recommendation from the Cultural
Arts Grant Review Committee and the Civic Lubbock, Inc. Board of Directors for the
second of two granting periods for the 2014 Cultural Arts Grant Program using Hotel
Occupancy Tax funds allocated for FY 2013-2014.

Dear Mr. Chavez,
The Cultural Arts Grant Review Committee for the City of Lubbock's Cultural Grouts Program
has determined its recommendations for the second granting cycle of 2014. This
recommendation was presented to the entire Civic Lubbock, Inc. Board of Directors on
December 16, 2014 and was approved as recommended. All applicants recommended for grant
awards we in good standing with the City of Lubbock and Civic Lubbock, Inc.
The Hotel Occupancy Tax allocation for the 2014 Cultural Arts Grant Program provided for
$377,739.00 to be granted over two granting cycles. In addition, interest earned in the amount of
$672.98 and carryover funds of $.85 from the 2013 Cultural Arts Grant Program was available
for the 2014 program, making the amount designated for the 2014 Cultural Arts Grant Program a
total of $378,412,83. The Board of Directors elected to absorb all expenses related to
administering the program, therefore no administrative expenses have been deducted and the
entire allocation was available for the 2014 Cultural Arts Grant Program.
The Cultural Arts Grant Review Committee is comprised of five members; three Civic Lubbock,
Inc. Directors assigned by Civic Lubbock, Inc. and two members -at -large appointed by the City
Council. They are as follows:

In reviewing requests and developing funding recommendations for each application, the
Cultural Arts Grant Review Committee followed the approved Cultural Arts Grant Guidelines
and Procedures. A Grant Workshop was held on October 30, 2014 for all organizations wishing
to apply for a Cultural Arts Grant. Included among the workshop presenters was a representative
from Visit Lubbock.
Accompanying this document are the results of the Cultural Arts Grant Review Committee
meeting held on December 10, 2014. Twenty (20) applications were received for the second
grant (December 2014) funding cycle and twenty (20) are recommended for full or partial
funding. The total amount of funding requested for this grant cycle was $291,428.00 of which
$181,158.00 is recommended for funding from the City of Lubbock Cultural Arts Grant
Program. This amount will come from the remaining balance ($178,162.83) of the funds
available for the 2014 Cultural Arts Grant Program after the deduction of the first grant (June
2014) funding cycle plus $3,000.00 in unused grant funds from a prior grant cycle less an interest
adjustment of ($4.63). The unexpended $ .20 will be carried over to the 2015 grant program.
The Civic Lubbock, Inc. Board of Directors requests that the City Council consider approval of
the Cultural Arts Grant allocations in the amount of $181,158.00 as recommended by the
Cultural Arts Grant Review Committee and approved by the Civic Lubbock, Inc Board.

Amount Requested: $11,750
Amount Recommended: $ 6,700
The West Texas Watercolor Society requested $11,750 to assist with costs associated with
hosting the 40th Annual Exhibition of the Western Federation of Watercolor Societies to be held
at the Texas Tech Museum. The event includes a juried national art exhibit, April 16 -July 15,
2015 and conference/workshop, May 28 -May 31, 2015. The Western Federation of Watercolor
Societies is comprised of twelve watercolor societies from Texas, Arizona, Colorado, Idaho,
Nevada, New Mexico, California, Utah and Oregon. The juror and workshop presenter will be
Linda Baker, a professional watercolor artist whose work presents a contemporary approach to
traditional subjects.

37th Annual Lubbock Arts Festival
Amount Requested: $35,000
Amount Recommended: $24,200
The Lubbock Arts Alliance requested $35,000 to assist with artist/performer fees and
promotion/publicity associated with the 37th Annual Lubbock Arts Festival to be held on April
17-19, 2015 at the Lubbock Memorial Civic Center. Highlights of the Festival will be the
"Underwater Explorer/Adventurer with an Artist's Eye" exhibit by world-renowned underwater
cinematographer and photo journalist, Berkley White. Other components of the Festival will
include performances by the Santa Fe Opera Spring Tour, Riyaaz Qawwali and Storybook
Theatre of Texas as well as booth artists from around the nation, demonstrating artists, Juried
Gallery, Children's Art Area, Young Artist and Writers Competitions, School Day and multiple
performance stages.

• Applicant continues to bring in innovative and unique exhibits to stimulate interest in the
Festival; attendance continues to maintain great numbers
• Application indicates a good history of generating room night and tourism

1412-003 University Interscholastic League — TTU
2015 UIL Region 14A and 5A One -Act Play Competition
Amount Requested: $ 7,400
Amount Recommended: $ 5,000
The University Interscholastic League-TTU requested $7,400 to assist with costs associated with
hosting the UIL Region 1 4A and 5A One -Act Play Competition to be held April 21-23, 2015.
The competition targets student thespians in 4A and 5A schools with the hopes of advancing to
the State Competition. UIL expects over 700 visitors, including 300 competitors, to come to
Lubbock for the competition. Region 1 consists of cities from El Paso to Dallas and from
Amarillo to Junction.

for tracking tourism and room nights

Art League of West Texas 2015 Spring Show

The Art League of West Texas Foundation requested $450 to assist with costs associated with
their Spring Show which will be held April 17 — May 24, 2015 at the Buddy Holly Center. The
Art League of West Texas Foundation supports artists of numerous 2D and 3D artistic media.

• The artists exhibiting in the Spring Show will gain additional exposure through the many

1412-005 Lubbock Moonlight Musicals, Inc.
Mary Poppins
Amount Requested: $30,000
Amount Recommended: $19,200
Lubbock Moonlight Musicals requested $30,000 to assist with costs associated with the
presentation of Disney's musical Mary Poppins. The performances will be presented at the
Lubbock Memorial Center Theater on May 7-10, 2015. This professional production will feature
Nicole Casteel in the title role. Ms Casteel is a graduate of Texas Tech who now splits her
professional acting time between Louisville, KY and Los Angeles, CA. The orchestra will
include members of the Lubbock Symphony Orchestra and Musical Direction will be by John
Hollins of the Lubbock Chorale. Other artistic personnel will include visiting professional actors,
local actors and dancers, and students from Texas Tech University and other colleges and high
schools.

1412-006 Charles Adams Studio Project
Brad Vetter: Explorations in Letterpress

Amount Recommended: $ 1,500
The Charles Adams Studio Project requested $1,628 to assist with supplies associated with the
Brad Vetter: Explorations in Letterpress project. This week -end long event will be held on April
2-4, 2015 and will include an artist lecture, public art exhibition, public art workshops and
demonstrations in printing techniques.

• The application indicates a good marketing plan that includes promoting the event
throughout the West Texas region and postings on tourism websites
• The Friday portion of the event will take place during the 1 st Friday Art Trail; creates
opportunities for cross -promotion

1412-007 Lubbock Arts Alliance
The Maines Brothers Band: Live in Lubbock's Cultural District
Amount Requested: $25,000
Amount Recommended: $14,500
The Lubbock Arts Alliance requested $25,000 for professional services associated with
producing a concert, The Maines Brothers Band: Live in Lubbock's Cultural District, at the
Lubbock Memorial Civic Center on August 8, 2015. This project seeks to further develop
Lubbock's Cultural District as an arts destination by celebrating the legacy of local artists who
have made an impact on the national music scene. All original members of The Maines Brothers
Band will be performing.
Committee Comments:
• Project has strong artistic merit
• Project has good potential for tourism as The Maines Brothers Band only performs when
all band members are available to perform, which isn't that often
• Application indicates that fans well beyond the Lubbock area come to their
performances. As mentioned in the application, fans came from throughout Texas as well
as New Mexico, Illinois, Colorado and Virginia to attend the 2013 concert
• Application indicates a good plan for marketing outside the region
• Applicant plans to block rooms at a local hotel

1412-008 Science Spectrum
Pirates and Treasure (Exhibition and Performances)
Amount Requested: $ 3,250
Amount Recommended: $ 2,500
The Science Spectrum requested $3,250 to fund five performances of "Pirate School", a family,
madcap, swashbuckling solo variety show performed by New York actor David Engel. The
performances will be featured as part of the spring exhibition, "Pirates and Treasure" at the
Science Spectrum. The 6,000 square foot traveling exhibition will also feature actual artifacts
and artworks from shipwrecks and other treasure sites, a "Pirate's Puppet Theater" and the Pirate
Ship Kids Stage that includes props and costumes for children who would like to participate.

• Unique one -of -a -kind exhibit that has the potential to generate a lot of interest and

• The span of time that the exhibit will be on display, which is four months, has the
potential to generate good tourism numbers

1412-009 University Interscholastic League — TTU
2015 UIL Summer Theatre/Technical Camps
Amount Requested: $ 8,500
Amount Recommended: $ 6,000
The University Interscholastic League-TTU requested $8,500 to assist with costs associated with
the UIL Summer Theatre/Technical Theatre Camps to be held July 5-18, 2015. In addition to the
Theatre Camp, which focuses on the art of acting, there will be a Technical Theatre Camp that
will provide the students with training in set design, lighting, costuming, makeup and set
construction. The culmination of the technical camp will be to construct all the sets, run the
lights, design and secure the costumes and run the final performances of plays performed by the
Theatre camp students. The Camps will be marketed to all high schools in the state of Texas.

• Since 2010, when the camps were initially held, the participation numbers and tourism
numbers have steadily increased
• Application indicates that the final performances by the students should bring in family
members from around the state; good potential for tourism and overnight stays
• The Camps will be held at the same time as some of the Moonlight Musical
performances; this will provide an opportunity for cross -promotion and additional
activities for family members accompanying the camp students

1412-010 Lubbock Community Theatre
Lubbock Community Theatre 2015 Spring Season

The Lubbock Community Theatre requested $9,250 to assist with promotion and publicity for
their 2015 Spring Season. The productions will include Altar Boyz and Crimes of the Heart.
They will also be producing a children's theatre production. The performances will be held on
various dates between March 1 and August 30, 2015.

• Application indicates good growth in attendance over the last three years, with a
substantial increase in 2013
• A large number TTU students are used in the productions, which has the potential to
generate tourism through family members visiting Lubbock to attend the performances

1412-011 Fine Arts Academy of India/Lubbock Arts Alliance
Riyaaz Qawwali @ Lubbock Arts Festival
Amount Requested: $ 7,150
Amount Recommended: $ 4,200
The Fine Arts Academy of India and the Lubbock Arts Alliance requested $7,150 to assist with
the artist fees and rental of the sound system for the lecture and performance of the South Asian
music ensemble, Riyaaz Qawwali at the Lubbock Arts Festival on April 19, 2015 at the Lubbock
Memorial Civic Center. This project will celebrate and attract attention to the Indian community
and highlight their valuable cultural and artistic contribution to Lubbock. Qawwali music is an
art form that is over seven centuries old and combines dynamic rhythmic cycles with gripping
melodies and improvisational poetry. In addition to the concert performance, Riyaaz Qawwali
will be offering a lecture exploring the rich history of Qawwali music and its importance in
South Asian culture. This project will be collaboration between the Lubbock Arts Alliance, the
Fine Arts Academy of India and the India Association of West Texas.

1412-012 Each One Reach One
Colors of Spring Community Gospel Choir
Amount Requested: $15,000
Amount Recommended: $ 8,700
Each One Reach One requested $15,000 to assist with professional service fees associated with
the presentation of The Colors of Spring Community Gospel Choir Concert on March 29, 2015
in the Civic Center Theater. The choir program at Dunbar College Preparatory Academy strives
to bring music and arts education back to the students of East Lubbock. Each One Reach One
believes that students can learn about success, self-esteem and teamwork through the tool of
gospel music. The funds requested will be used to bring in Deborah Barnes and Wess Morgan to
work with the students to perform Mr. Morgan's original songs.

5th Annual Concert

Cindy Hughlett Music Ministry requested $5,000 to assist with promotion/publicity for the 5'"
Annual Concert that will be held on July 24, 2015. For the past four years, Cindy Hughlett Music
Ministry has brought in national major label musical artists for a family concert event.

1412-014 Broadway Festivals, Inc.
251h Anniversary 4th on Broadway Celebration
Amount Requested: $50,000
Amount Recommended: $29,200
Broadway Festivals requested $50,000 for the 25th Anniversary 4th on Broadway Celebration to
be held on July 3-4, 2015. The 2015 event will include the 4th annual La Raza on the Plaza on
July Yd featuring popular Tejano acts as well as a Street Dance on July 4`h featuring regional
Texas Country Bands with a prominent Texas Country headliner. With the 25`h Anniversary
event, new traditions are being planned. The bulk of the event will be moved to MacKenzie
Park, including the Parade, the Street Fair, the Fun Run, the Kid's Area and the daytime stages,
which will feature 350 regional artists performing on seven different music stages. Organizers
are also attempting to resurrect the world-class Evening Concert, with major staging and concert
amenities, in conjunction with the Fireworks Extravaganza.

Percussion Pointe

Ballet Lubbock requested $6,500 to assist with promotion and publicity associated with the
presentation of their spring production entitled "Percussion Pointe". The production will be
performed on April 10-11, 2015 in the Lubbock Memorial Civic Center Theater. Ballet Lubbock
and the Texas Tech University Percussion Ensembles will present a joint concert of music and
original dance.

Each One Reach One requested $30,000 to assist with professional service fees associated with
the presentation of the Area Wide GospelFest 2015 to be held on July 5, 2015 in the Civic Center
Exhibit Hall. The choir program at Dunbar College Preparatory Academy strives to bring music
and arts education back to the students of East Lubbock. Each One Reach One believes that
students can learn about success, self-esteem and teamwork through the tool of gospel music.
The funds requested will be used to bring in Israel Houghton and New Breed to work with the
community choir to perform his original songs.

Lubbock Centro Aztlan requested $9,000 to assist with the costs to produce the Viva Aztlan
Festival, which will be held March 20-21, 2015 at the Lubbock Memorial Civic Center. The two-
day Festival will include Mexican folklorico dance groups and Mariachi groups of all ages
competing and participating in workshops. Folldorico and Mariachi groups are invited from all
over the nation and northern Mexico to compete and display their artistry and traditions of
Mexico through dance and music on a professional stage. Master Instructors are brought in to
conduct the workshops and judge the competitions. On Saturday night, the world-renowned
Mariachi Los Arrieros from El Paso will perform.

nights; however the Committee expressed some concern about the decrease in attendance
for 2014
• Applicant has a good marketing plan for advertising outside the area; Visit Lubbock will

and Mariachi groups will be utilized to promote the Festival on their event calendars;
• Applicant plans to block rooms at a local hotel

Private School Interscholastic Assn. One -Act Play Competition

The All Saints Episcopal School of Lubbock requested $750 to assist with costs associated with
hosting a regional one -act play competition on April 10, 2015. This will be the first time that
Lubbock has hosted this particular competition as they have usually taken place in the Dallas,
Austin or Houston area. The goal is to grow this competition to a full eight school contest.

• Since this is the first year of this project, there is no history of generating room nights;
however invitations have been sent out to over 55 schools in Texas which creates a good
potential for overnight stays
• Application indicates a good plan for tracking room nights and marketing the event

Lubbock Moonlight Musicals 10`h Anniversary Season 2015

Amount Recommended: $23,200
Lubbock Moonlight Musicals requested $35,000 to assist with the cost of producing the Lubbock
Moonlight Musicals 10`h Anniversary Summer Season. The season will feature three large-scale
musical theatre productions presented throughout the summer of 2015 at the Wells Fargo
Amphitheatre. The shows planned are The Wizard of Oz, the patriotic 1776, and the return of
their fust production ever staged at the Amphitheatre, Oklahoma! The performances will feature
local artistic talent, students from the Texas Tech University College of Visual and Performing

Arts, other college age students of the area, high school students from Lubbock ISD, Lubbock
Cooper ISD, and Frenship ISD and students from other area middle schools and high schools.

West Texas Watercolor 2015 Spring Membership Show

The West Texas Watercolor Society requested $800 to assist with the costs associated with the
presentation of its Spring Membership Show which will be held at the Buddy Holly Center from
May 1 -June 14, 2015. The show provides artists more creative license in the use of water media
and materials as they create their original art pieces for the show. The exhibit will be in place for
two First Friday Art Trail dates which will provide additional audiences to view the artwork.
Exhibiting artists are encouraged to attend the First Friday Art Trail events to interact with the
public.
