HomeMy WebLinkAboutResolution - 2022-R0213 - Neighborhood Project ProgramResolution No. 2022-RO213 Item No. 8.7 April 26, 2022 RESOLUTION WHEREAS, the City Council of the City of Lubbock desires citizen input as to needed amenities throughout the City, in the nature of a Community Improvement and Development Program, consistent with the concepts set forth in Exhibit "A" attached hereto; and WHEREAS, the City Council further recognizes the need for a mechanism to solicit and receive said citizen input; and WHEREAS, the City Council desires that, upon receiving input from citizens, City management shall thoroughly analyze and rank each proposal, and present its findings and recommendations to the City Council for further deliberation and possible action. NOW THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the City Manager is instructed to design and promote a mechanism appropriate for soliciting and receiving specific citizen proposals concerning Community Improvement and Development, and shall analyze said proposals for feasibility as City funded projects on City property, in the public interest, and for an acceptable public purpose; and THAT the City Manager shall, on a quarterly basis, present the results of his analysis, including ranking the proposals, to the City Council, including recommendations for funding and implementing one or more of them. One of the five primary implementation strategies included in this plan is to begin a formalized Neighborhood Planning Program. The Planning Department has developed a two -pronged approach to working in, and with, our neighborhoods. This will include the creation of Neighborhood Plans tailored to each individual neighborhood and the ability for neighborhoods to submit projects ideas directly to the Planning Department. The purpose of the Neighborhood Project Program is to empower neighbors to improve their quality of life within their neighborhoods by providing funding for neighborhood led projects. These projects can help enhance a neighborhood's sense of pride, while beautifying the neighborhood itself. Projects that fall under the Neighborhood Project Program are to be $10,000 or less. The City will have a budget of $50,000 each of the two cycles. PROJECT ELIGIBILITY Eligible Projects Below are examples of eligible neighborhood projects. This list is non-exclusive. Applicants are encouraged to submit creative ideas to the Neighborhood Project Program. All projects must be for the benefit of the specific neighborhood which has applied for a project and shall on be on public land. • Community Capacity Building o Historic preservation projects o Public art • Environmental Improvements o Landscaping o Landscaping to screen fencing along arterial streets (Corridor Beautification) o Neighborhood park improvements o Native plant restoration o Community Gardens • Right -of -Way Improvements o Benches o Bicycle racks o Planters o Bus Stop Improvements • Neighborhood Identification o Neighborhood/Subdivision entrance signage n Street sign toppers Ineligible Projects Below are examples of ineligible projects. This list is non-exclusive. • Projects for private community amenities (example: pools, club houses, etc.) Neighborhood Project Guidebook and Application Adopted Insert Adoption Date • Projects that benefit a single homeowner or property owner • Projects previously funded • Projects that fund a current or ongoing activity • Projects that do not comply with local, state, or federal law APPLICATION PROCESS Step One Obtain a project application by contacting the City of Lubbock Neighborhood Planning Program at (806) 775-2108 or download the application at https://ci.lubbock.tx.us/departments/planning/home. Step Two Complete the application in detail and mail or hand deliver to the City of Lubbock Neighborhood Planning Program at Citizen's Tower, 1314 Avenue K, Lubbock, TX 79401; or email a completed application to CityPlanning@mylubbock.us. Applicants are encouraged, but not required, to meet with a neighborhood planner about project ideas. PROJECT EVALUATION AND SELECTION Project Evaluation The Neighborhood Project Selection Committee, consisting of representatives from the following City of Lubbock Departments/Divisions will evaluate each application and determine if the project meets the applicable criteria for funding: • Planning Department • Public Health Department • Parks and Recreation Department • Development Engineering Division • Code Enforcement Department • Police Department • Community Development Department • Citibus Applications will be evaluated and ranked using the Neighborhood Project Evaluation Criteria. Projects will be ranked by the Neighborhood Project Selection Committee for the City Manager's consideration. The number of projects awarded will be based on available funding and the Neighborhood Project Evaluation Criteria. The City reserves the right to deny any Project request for a project or activity deemed inappropriate, offensive, or discriminatory, or for any other reason within the City's sole discretion. The condition and/or age of the neighborhood shows a need for the proposed project and/or Neighborhood Planning Program involvement. o When was the neighborhood established? o Has the neighborhood had a recently completed plan? 15 10 Demonstrate neighborhood/citizen participation in the formation of the proposed project. o Does your project have support of your 20 community?
