AN ORDINANCE AMENDING THE FY 2021-22 BUDGET FOR MUNICIPAL PURPOSES
RESPECTING THE LUBBOCK POWER & LIGHT CAPITAL PROGRAM; PROVIDING
FOR FILING; AND PROVIDING FOR A SAVINGS CLAUSE
WHEREAS, Section 102.010 of the Local Government Code of the State of Texas
authorizes the City Council to make changes in the budget for municipal purposes; and
WHEREAS, in accordance with the City Budget Ordinance the City Council shall
approve all transfers between funds; and
WHEREAS, the City Council deems it advisable to change the FY 2021-22 Budget for
municipal purposes and reallocate funds as follows; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT the City Council of the City of Lubbock hereby approves changes
to the City of Lubbock Budget FY 2021-22 (Budget Amendment #20) for municipal purposes,
as follows:
I. Amend CIP #92736, Cooke Station GT3 Control System Replacement by
increasing the appropriation and funding in the amount of $542,000, from $900,000
to $1,442,000, and changing the name of the project from "Cooke Station GT3
Control System Replacement" to "Cooke Station Gas Turbine #2 (GT2) and Gas
Turbine #3 (GT3) Control System Replacement". The project scope and
justification update is as follows:
Project Scope:
Design, build, and install a new turbine and generator control systems for Cooke
Gas Turbine #2 (GT2) and Gas Turbine #3 (GT3). Fully test and commission GT3's
turbine and generator for project that was previously halted.
Project Justification:
GT2 control system is an analog system installed in 1971. GT3 control system is a
similar system installed in 1974. Both systems are outdated and do not meet
modern systems requirements of ERCOT. New controls systems are necessary for
LP&L to pass ERCOT testing and commissioning requirements required to
compete in the day -ahead market.
II. Amend CIP #8626: Distribution Planning, by decreasing the appropriation and
funding in the amount of $342,000, from $680,000 to $338,000. This project will
utilize $230,000 less in FY 2020 LP&L Cash and $112,000 less in FY 2019 LP&L
Cash.
III. Amend CIP #92380: Feeder Circuits -Northwest, by decreasing the appropriation
and funding in the amount of $200,000, from $1,384,200 to $1,184,200. This
project will utilize $200,000 less in FY 2019 LP&L Cash.
SECTION 2. THAT a copy of the changes made to the City of Lubbock Budget
pursuant to this Ordinance shall be filed with the City Secretary and County Clerk of Lubbock
as required by law.
SECTION 3. THAT should any section, paragraph, sentence, clause, phrase or word of
this Ordinance be declared unconstitutional or invalid for any reason, the remainder of this
Ordinance shall not be affected thereby.
