OF THE STREETS DESCRIBED AS FOLLOWS g
On both sides of S2nd Street beginning at the east side o£ College
Avenue and extending to Avenue H (U.S. S?).
AUTHORIZING THE PLACING OF SPEED LIMIT SIGNS; PRESCRmiNG A PENAL'l'Y; PROVIDING
FOR PUBLICATION; AND DECLARlNG AN EMERGENCY; AND PROVIDING FOR THE EFFECTIVE
DATE OF THIS ORDINANCE.
WHEREAS~ the governing body~ as authorized ~ Article 827a, Seco 8,
Vernon~s A~~otated Penal Code~ finds that certain prima facie speed limits on
certain highways are different from what is reasonable or safe and should be
altered and the immediate preservation of public health and safety requires
:immediate alteration of said prima facie speed limits as hereafter set forth,
whlch creates an emergency; NOW THEREFORE,
BE IT ORDAINED BY THE CITY COMMISSION OF 'J'HE CI'I'Y OF LUB90CK :
S~TiON 1 . 'l"ne prima facie speed limit established by Article 827a,
See . 8, Subsection 1 (b), Vernon's Annotated Penal Code is altered and changed
for all vehicles to 45 miles per hour on the following designated highways
or street in the corporate limits of the City of Lubbock, Lubbock County,
Texass to-wit: On both sides of 82nd Street beginning at the east side of College
Avenue and extending to Avenue H (U.S. 87).
SECTION 2. The City Manager is authorized and directed to cause the
placing of signs so as to clearly define the limits of the prima facie areas
set out in this Ordinaneee
SECTION 3o Any person, firm or corporation violating the ~rima facie
speed limit established by this Ordi~nce shall upon conviction be fined in
any sum not to exceed TWO HUNDRED DOLlARS ($200.00) and for subsequent viola-
tions within one year thereafter shall be prosecuted as prescribed for such
violations b.Y Sec. 15 of Article 827a, VernonVs Annotated Penal Code.
SECTION 4o The City Secretary is authorized and directed to cause

the penalty provision as an alternative method of ~blication as provided by law.
SECTION 5o The fact that public necessity and convenience requires
that this Ordinance be passed as an emergency measure for reasons set forth in
the preamble hereof, the rule requiring that no Ordinance shall be finally
passed on the day of its intrcduction be suspended, and this Ordinance is de-
clared to be an emergency measure to take effect for and after its passagee
