RESOLUTION
WHEREAS, pursuant to Article IV, Section 5 of the Amended and Restated Bylaws of the
Market Lubbock Economic Development Corporation (the "Corporation"), the City Council
of the City of Lubbock (the "City Council"), as the Corporation's authorizing unit, has the
authority to approve all programs and expenditures of the Corporation; and
WHEREAS, the City Council finds that it is in the best interest of the public to approve the
program or expenditure, as proposed to the City Council by the Corporation, as set forth in
Exhibit "A" attached hereto and incorporated herein by reference; NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the program or expenditure of the Corporation, in the amount set forth in Exhibit
"A" attached hereto and incorporated herein by reference, to be provided to River Smith's
Chicken & Catfish, is hereby approved pursuant to Section 5 of the Amended and Restated
Bylaws of the Corporation.

• Remove excess material and compact base to a minimum
thickness of 6".
• Tack edges with an asphaltic material for bonding and
pave with Type "D" hat mix asphaltic concrete surface
course to achieve a compacted thickness of 2".
2 SEALCOAT (Pave Shield): 55,000 Lf .11 $6,050.00
• A two -coat material application rate shall be 20 gallons per
1,000 square feet.
• Pavement surface will be prepared for protective scalcoat
application by thoroughly cleaning surface of dirt, dust, and
debris with high speed N\ ind blowers, powered street brooms.
• Oily build-up areas will be wire brushed and primed, if
necessary, before protective coating is applied.
• A protective scalcoat will then be applied per manufacturer's
recommended application rates and methods.

of 24 to 48 hours before allowing automobile traffic on
pavement.

paint.
• Previous layout shall be straightened as necessary,
except for moving one handicap space.

Project Note: Due to the volatility of the Liquid Asphalt market, asphalt pricing is valid until 30
days from the elate of this proposal. This asphalt proposal must be placed under contract with the
Supplier within 30 days of the quote in order to secure this material pricing. Any increase in
material pricing after 30 days will be reflected on a new proposal and signed for approval prior to
mobilization.

DOWNTOWN FACADE GRANT
THE STATE OF TEXAS
COUNTY OF LUBBOCK
At a regular meeting of the Board of Directors of MARKET LUBBOCK ECONOMIC
DEVELOPMENT CORPORATION, INC., a Texas nonprofit corporation (MLI), on Wednesday,
March 28, 2018, held in conformity with the bylaws, after due notice as therein provided, a quorum
being present and acting, the following resolution was unanimously adopted:
WHEREAS, MLI presented to members of the Board the proposal of a possible Economic
Development Grant (Facade) and Contract to River Smith's Chicken & Catfish at 406 Avenue Q
Lubbock, Texas. The terms and conditions of such Economic Development Grant and Contract,
other than the normal terms and conditions applicable to all such Economic Development Grant
and Contracts by the Corporation, are described generally as follows, to wit:
Grant River Smith's Chicken & Catfish, $12,222 towards the cost of renovating the exterior
of the building at 406 Avenue Q, located within the Downtown TIF. The scope of work will
include replacing all parking lot lighting, replacing parking lot landscaping and repairing the
parking lot surface, including asphalt repair, sealcoat, pavement markings and wheel stops, which
total $24,442 in expenses.
WHEREAS, The Board of Directors of MLI finds that an Economic Development Grant
and Contract offering the incentive for providing assistance to renovate their facility meet and
comply with the qualifications and purposes of the Corporation for the granting of such Economic
Development Grants and Contracts.
Upon Motion by Director, Mr. Calvin Davis, and Seconded by Director, Mr. Jim Gilbreath,
IT WAS RESOLVED that MLI offer and, if accepted by Recipient, enter into an Economic
Grant and Contract with River Smith's Chicken & Catfish, at 406 Avenue Q, Lubbock, Texas.
This Economic Development Grant (Faqade) and Contract will be on the normal terms and
conditions of such Downtown Grant Program and Contract offered by MLI to existing businesses
and business prospects and authorize the CEO to enter into and execute all documents related to
the Economic Grant and Contract.
