RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock is hereby authorized and directed to execute for
and on behalf of the City of Lubbock, Amendment No. 1 to contract 12783 for engineering
services for the Development of the 2017 Thoroughfare Master Plan Map and Cross Sections, by
and between the City of Lubbock and Kimley-Horn and Associates, Inc., of Lubbock, Texas, and
related documents. Said Contract is attached hereto and incorporated in this Resolution as if fully
set forth herein and shall be included in the minutes of the City Council.

Amendment 1
To Agreement Between
The City of Lubbock, TX
And
Kimley-Horn and Associates, Inc.
THIS IS THE FIRST AMENDMENT TO THE AGREEMENT dated and entered into the 24th day of
August 2017 by and between the City of Lubbock ("City") and Kimley-Horn and Associates, Inc.
("Engineer"), a North Carolina Corporation, for providing professional services for the assessment,
planning, benchmarking, and defining criteria for the development of the 2017 Thoroughfare Plan Map
and Cross Sections ("Project").
WITNESSETH:
WHEREAS, the City desires to create an additional phase to the scope of the work to be performed by the
Engineer on the Project. The new scope shall include preparing: a traffic plan, conceptual horizontal
alignments with associated vertical profile layouts, and access management guidelines, and evaluate
current pavement design standards. The details of work to be performed and associated fees and rates are
described in Attachments A and B respectively, attached to and incorporated herein.
WHEREAS, all other portions of the original Agreement and previous Amendments, if any, shall remain
in place and are not altered by this amendment.
NOW, THEREFORE, the City and the Engineer agree to the terms of this FIRST AMENDMENT:
IN WITNESS HEREOF, the parties have executed this Agreement as of this 12th day of
April 2018.

Project Understanding
1. Project Management and Meetings
• Meetings
The Engineer will attend up to two (2) meetings with City staff to establish corridors for preliminary
engineering, and to present the draft deliverables for feedback and review.
The Engineer will attend provide status updates and invoices on a monthly basis.
2. Comprehensive Plan Transportation Element
• Transportation Chapters
The Engineer will write the transportation element to be incorporated into the on -going
Comprehensive Plan update. The transportation element will consist of the following chapters:
• Existing Conditions
• Thoroughfare Plan Update
• Thoroughfare Plan Map Updates
• Funding
• Safety
• Policies
The Engineer will attend two meetings as part of this task.
Deliverables:
• Word document of Transportation Element
3. Preliminary Engineering
• Horizontal / Concept Alignment
The Engineer will gather the following data:
• LIDAR data (contour information) from USGS, available aerial photography, and parcel information
including approximate boundaries and property ownership from the City's GIS system (including gas
well site locations). The Engineer will use parcel information provided by the City, which will not be
verified with ground boundary survey. If verification of property corners is requested, this will be
considered additional services.
• The Engineer will obtain gas company maps for the project area.
• The Engineer will obtain FEMA FIRM Maps for the project area.
• The Engineer will prepare a base map based on the available information to be used as a basis for the
conceptual alignment(s). The base maps will include: contours, aerial photography, FEMA
Floodplain, creeks, GIS information, and gas lines
The Engineer will use the available information referenced in Task 3.1 and will prepare conceptual
horizontal alignments for up to three (3) miles of roadway in the project area as defined above. Each
roadway will have up to two (2) alignment options. The alignment will include centerline alignment and
proposed right-of-way. The right-of-way width will be in accordance with the City Master Thoroughfare
Plan.

Upon selection of the preferred conceptual alignments from Task 3.1, the Engineer will create a
preliminary vertical profile layout for each of the alignments. The preliminary vertical profile layout will
include existing ground profile at left and right right-of-way and proposed vertical alignment for the
centerline. These vertical profiles will be conceptual and based on LIDAR contours (unless other survey
data provided) with the intent on examining the feasibility of the proposed alignments. The Engineer will
address up to one (1) round of comments.
Deliverables:
• PDF and hard copy plan set of horizontal and vertical alignments
• AutoCAD files of horizontal and vertical alignments
4. Access Management Guidelines
The Engineer will prepare Access Management Guidelines based on current best practices. It is
anticipated that the document will address the following items:
• Street Types
• Access Guidelines
• Auxiliary Lanes
• Collector Street Network Planning
• Subdivision and Land Development Access
• Unified Access and Circulation
• Redevelopment Application
• Driveway Connection Geometry
• Review / Exceptions Process
The Engineer will attend one meeting as part of this task.
5. Pavement Design Evaluation
The Engineer will evaluate the current Pavement Design Standards. It is anticipated that the document
will address the following items:
• Calculation of ESALs accommodated by current cross section
• Calculation of ESALs needed to be accommodated based on traffic volumes
• Review of Three Comparable City's Cross Section
• Updated Standard Detail
The Engineer will attend one meeting as part of this task.

Development of Comprehensive Plan, Corridor Alignments, and Access Management Guidelines
Fee, Billing, and Hourly Rate Schedule
The Engineer will perform the services in Tasks 1 - 5 on a labor fee plus expense basis with the maximum not
to exceed fee of $123,420.
Labor fee will be billed on an hourly basis according to our then -current rates (see below). As to these tasks,
direct reimbursable expenses such as express delivery services, fees, air travel and other direct expenses will
be billed at 1.10 times cost. Subconsultants will be billed at 1.05 times cost. A percentage of labor fee will be
added to each invoice to cover certain other expenses as to these tasks such as telecommunications, in-
house reproduction,- postage, supplies, project related computer time, and local mileage. Administrative time
related to the project may be billed hourly. All permitting, application, and similar project fees will be paid
directly by the Client.
Payment will be due within 25 days of your receipt of the invoice and should include the invoice number and
Kimley-Horn project number.
