RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock is hereby authorized and directed to execute for
and on behalf of the City of Lubbock, Amendment No. 08 to Contract No. 12234 for Concept,
Design, and Construction Documentation Services in connection with scheduled Lubbock Preston
Smith International Airport Terminal Building Modifications, by and between the City of Lubbock
and RS&H, Inc., and related documents. Said Amendment is attached hereto and incorporated in
this resolution as if fully set forth herein and shall be included in the minutes of the City Council.

Concept, Design and Construction Documentation Services
PROJECT PROPOSAL i PROJECT WORK SCOPE -
ADDITIONAL SERVICES FOR VARIOUS PROJECTS
PROFESSIONAL SERVICES WORK PLAN
The City of Lubbock (the Airport) has identified several systems within the passenger terminal building that are in
need of upgrading or replacement. Also identified are certain programmatic issues dealing with passenger flow
and use efficiency of terminal space. Work has been progressing under contract No. 12234, Amendments 2 (dated
June 12, 2015) and 7 (dated July 22, 2016). This Work Plan will discuss the additional services performed and
requested, beyond the scopes of the previously mentioned amendments, towards the completion of design phase
services. The resulting documentation for all project tasks will be addressed as one project.
This Work Plan describes the scope of services by RS&H, Inc., the Architect/Engineer (A/E) for the design phases
of the renovations and improvements. This Work Plan includes a Project Schedule and a Project Proposal. The
Project Schedule defines the durations of work that are the basis of the Work Plan and Project Proposal. The Project
Proposal provides the basis of the estimate for the required compensation and defines the task efforts and
deliverables required for the Project.
PROJECT DELIVERY METHOD
The project delivery method will incorporate the use of a Construction Management -at -Risk (CMAR) for the
construction of the Project. This Work Plan is based on an integrated work structure with the CMAR, cost estimates
and concurrence sessions between the CMAR and AE's cost consultant at 30% and 60% project stages to develop
a Guaranteed Maximum Price (GMP), and will include further consultation and review of the development of the
GMP under this Work Order.
A tentative phasing scheme of three staged construction packages that a CMAR would release for bidding in
separate subcontractor trade packages defined by CMAR-produced bidding scope documents is included in this
proposal. This is one possible approach devised to allow the development of task estimates and may vary in content,
quantity, or sequence without impact to the level of efforts indicated in the task estimates. In limited cases the A/E
will produce separate prime or subcontractor packages where it is advantageous to accelerate early work before
the entire design is complete, but multiple primes on a single package under a design -bid -build delivery are not
expected_
PROJECT TASKS
Below identified by Tasks is the anticipated work provided under this work order with integration into existing work
provided under Amendment No. 7 as noted.
Task A.1.0 — Comprehensive Existina Conditions Assessment
Contract Amendment 2 includes a Conditions Investigation Program (Task 4.1) that was intended as a conceptual
visit to "verify locations and conditions of systems to be affected by proposed concepts". Contract Amendment 7
includes a Site Investigation Program (Task 1.5) that was intended for RS&H to "direct and coordinate the limited
geotechnical and site survey programs".

Through on -site visits and walk-throughs it has been determined that the drawings provided by the Airport do not
accurately represent the current condition of the building to the extent necessary for a set of construction documents
for the proposed modifications to be based upon.
Task 1.1 On -Site Existing Condition Workshop — An on -site workshop will be held for design team members
to compare existing condition documentation to current conditions. Team members will include architects,
engineers (civil, structural, mechanical, electrical, fire protection). It is anticipated that Airport Staff will support
these investigations.
Task 1.2 Existing Condition Documentation — Following the workshop, findings will be assimilated into the
current working models such that the baseline for design documents is as complete as possible.
Task 1.3 Project Management and Discipline Coordination — Scheduling, resource allocation, monitoring,
oversight, direction and control for all aspects of the team's efforts including assembly and coordination of all
documentation
Task A.2.0 — Roadway Concept Planning
RS&H will review proposed roadway and curb front changes as part of the overall design effort to ensure that
proposed changes should not introduce a scenario that could potentially increase congestion on the curb front or
reduce safety for pedestrians.
Task 2.1 Validation of Proposed Roadway Changes — Industry standards for similar -sized airports and
activity will be the baseline for validating components affected by proposed roadway adjustments, including:
• Width of sidewalk and typical passenger loading and unloading characteristics
• Width of and configuration of passenger drop-off / pick-up lanes compared to through lanes for
vehicular activity
• Use of medians to separate traffic and pedestrian flow
• Use of crosswalks to separate / control traffic and pedestrian flow
• Coordinate the revised roadway with the Airport provided drive layout for CONRAC
Findings will be included as part of the Conceptual Design Report. No modeling or traffic counts will be
conducted as part of this effort.
Task 2.2 Project Management and Discipline Coordination — Scheduling, resource allocation, monitoring,
oversight, direction and control for all aspects of the team's efforts including assembly and coordination of all
documentation.
Task A.3.0 — Curbside Improvements and Interior Terminal Concept Design
Amendments 2 and 7 did not include design services for added interior modifications as well as exterior
modifications to the curbside, sidewalk, railings, or canopy system. During the execution of Amendments 2 and 7,
it was requested that the design team consider modifications to these exterior components. Amendment 2 was
focused on the movement of the security screening checkpoint, addressing ticket area queuing, relocating bag
screening and bag claim. The focus of Amendment 7 was on the design of interior space, the outbound baggage
systems, architectural millwork and signage.

At the time of the on -site meeting in November 2016 a number of alternatives were presented as remedies to the
issues the airport is facing. Included were considerations of expanding areas on the front and apron (landside and
airside) of the building. Upon further review and consideration, the Airport elected to not proceed with this element
of work. However the airport requested that the design team investigate exterior modifications/applications that
would result in an updated aesthetic.
Efforts were performed and alternatives developed that were ultimately decided upon for further development at the
meeting held at the airport on August 3, 2017.
Task 3.1 Curbside Improvements and Interior Terminal Alternatives Development — The design team
developed a number of alternatives for the aesthetic improvement of the exterior of the building. Alternatives
included changes to the skin of the building, the construction and materiality of the canopy, partial removal of
the canopy, cladding of columns, reconstruction of railings, new exterior circulation, roadway improvements,
crosswalk modifications, etc. Alternatives and refinements were discussed during weekly conference calls in
May, June and July as well as the on -site presentations on June 19th and August 3ro. Efforts identified for this
task have been completed.
Task 3.2 Curbside Improvements and Interior Terminal Design Report — The efforts resulting from the work
above will be incorporated into the Design Report as defined in Task 1.8 of Amendment 7. The report will
include an updated cost estimate, outline specifications, initial design calculations (as applicable) and
suggested further actions. Following the submittal of the Design Report, any corrections associated with these
new components will be made as necessary to proceed to the next deliverable.
Task 3.3 Curbside and Interior Terminal ROM Cost Estimate — The elements included in the alternatives
will be assessed based on a rough order of magnitude cost. The estimate of probable construction cost of the
concept level curbside modifications is to establish the relative value of project components, potential alternates
for funding limitations, and conformance to the overall project budget. The probable construction cost is an
estimate representing the judgement of the estimators who have no control over the cost of labor, materials or
equipment, over the Contractor's methods of determining prices, or over competitive bidding, market or
negotiating conditions. The A/E cannot, and does not, warrant, or represent that bids or negotiated prices will
not vary from the budget, funding or from any estimate or evaluation by the A/E. This task is to support the cost
estimator in the estimate development, identified separately in the proposal.

TERMINAL MODIFICATIONS DESIGN
Through the execution of Amendments 2 and 7, additional terminal building scope items have arisen that the Airport,
at the August 3, 2017 meeting, has approved to continue into construction documents. These elements include:
• Baggage claim addition and infrastructure (see Figure 1)
• Rental cars counters and offices relocation (see Figure 1)
• Concession offices relocation (see Figure 1)
• Curbside improvements
o Canopy modifications (see Figure 2)
o New sidewalk (see Figure 2)
o New railing (see Figure 2)
o Roadway improvements (see Figure 3)
o Crosswalk improvements (see Figure 4)
o Supporting system improvements

These additional scope items will be assimilated into the ongoing documentation of the projects defined in
Amendments 2 and 7, resulting in a single comprehensive set of documents. Thus, the development will follow
the same task chronology as listed in Amendment 7 for Design Development (DD) and Construction Documents
(CD). The efforts associated with including these elements is included below for DD and CD phases.

Task A.4.0 — Terminal Modifications Design Development
Performance of this task will be based on the approved Design Report (Task 1.8, Amendment 7). The additional
efforts necessary in the Design Development phase for the inclusion of the above mentioned elements, are as
follows:
Task 4.1 Civil/ Site Design Development — Design and documentation of existing civil facilities, site utilities,
pavements, geometry, grading and drainage.
Task 4.2 Architectural Design Development — Design and preliminary documentation of the space layout,
functional features, envelope, exterior and interior appearance and related plans, sections, and details for the
Project.
Task 4.3 Structural Design Development — Design and preliminary documentation of foundations, floor
framing, girders, columns and lateral loads.
Task 4.4 Mechanical HVAC Design Development — Design and preliminary documentation of heating,
ventilation, air conditioning, and building automation system.
Task 4.5 Plumbing Design Development — Design and preliminary documentation of roof drainage system,
water supply and sanitary system.
Task 4.6 Fire Protection Design Development - Design and preliminary documentation of standpipe, hose
cabinet, and sprinkler system as applicable.
Task 4.7 Electrical Design Development — Design and preliminary documentation of power service, lighting,
security, fire alarm, communication and premise distribution systems.
Task 4.8 Baggage System Design Development — Design and documentation of inbound, outbound,
sortation and claim devices.
Task 4.9 Public Address and Acoustics Design Development — Design and documentation of integration of
audio communication (paging) system and visual paging system completed under a separate project including
PA system at the exterior canopies
Task 4.10 CMAR Estimating/Budgeting Documents 60% — Project definition through drawings, narratives
and selected outline specifications for cost evaluation by the Construction Manager at Risk (CMAR). The level
of detail will be commensurate with the desired schedule for implementation of the Project construction. Design
Development estimating will be required for this opportunity for the CM to perform a cost evaluation of design
documents. It is anticipated that upon completion of the independent cost estimates by AE's cost consultant
and the CMAR a face to face meeting will be held (at or near the Airport) to achieve concurrence of the projects
cost. Prior and subsequent discussions and online meetings will be held to discuss alternatives and VE
suggestions for the project. This task is to support the cost estimator in the estimate development identified
separately in the proposal and supplements the cost estimating services provided under Amendment 7...
Task 4.11 Updated Eligibility Analysis — Prepare an update of the assessment for eligible program costs and
analysis. The analysis will project eligible and non -eligible program areas and recommendations to adjust the
program to maximize eligibility of FAA AIP and PFC. funding this will be based on analysis of eligibility, resulting
from federal guidelines for the facility additionally, RS&H will conduct discussions with other participating entities
as determined in conjunction with the Airport to determine potential alternative funding sources.
Task 4.12 Code Permitting and Research — Final determination and documentation of jurisdictional authority
requirements for Building Code, Fire Protection and Life Safety and State mandated Accessibility interpretations
of requirements will be incorporated in the design documents for jurisdictional reviews.

Task 4.13 — Project Management and Discipline Coordination — Scheduling, resource allocation,
monitoring, oversight, direction and control for all aspects of the team's efforts including assembly and
coordination of all documentation.
Task A.5.0 Construction Documents
Performance of this task will be based on the approved Design Development documents. The additional efforts
necessary in the Construction Document phase for the inclusion of the abovementioned elements, are as
follows:
Task 5.1 Civil/ Site Construction Documents — Final design and documentation for the installation of
underground utilities and the establishment of site configurations for the construction access, securing of the
site, providing staging areas, safety and phasing plans, survey control, the completed project's geometry,
pavement sections, grading and drainage, fence improvements, soil erosion sedimentation control of existing
civil facilities, site utilities, pavements, geometry, grading and drainage, fence improvements, soil erosion,
sedimentation control, pavement markings, site lighting and electrical improvements. Development of
Construction Safety and Phasing Plan (CSPP) per FAA requirements, technical specifications, Engineer's
Design Report, soil erosion and drainage permit submittal and coordination, and submittal of project for FAA
airspace review.
Task 5.2 Architectural Construction Documents — Design and final documentation of architectural elements
of the project such as space layout, functional features, envelope, exterior and interior appearance and related
plans, sections, and details.
Task 5.3 Structural Construction Documents — Design and final documentation of foundations,
superstructure bracing system, structural framing system and miscellaneous structural elements.
Task 5.4 Mechanical HVAC Construction Documents — Design and final documentation of heating,
ventilation, air conditioning, and building automation system.
Task 5.5 Plumbing Construction Documents — Design and final documentation of roof drainage system,
water supply and sanitary system.
Task 5.6 Fire Protection Construction Documents — Minor design and final documentation of standpipe,
hose cabinet, and any limited required sprinkler system within the building structural addition.as applicable by
the review Authority. Note this effort will not provide a fully designed and documented fire suppression system.
Task 5.7 Electrical Construction Documents — Design and final documentation of power service, lighting,
security, fire alarm, communication and premise distribution systems.
Task 5.8 Baggage System Construction Documents — Design and final documentation of inbound,
outbound, sortation and claim devices.
Task 5.9 Public Address and Acoustics Construction Documents — Design and final documentation of
integration of audio communication (paging) system and visual paging system from earlier work including PA
system at the exterior canopies into this amendment..

Deliverable Note:
The project will be developed to LOD 200 implementing Revit to document existing and new conditions.
The final deliverable will be a 2D set of construction documents.
Project Schedule
Anticipated Schedule is as follows
• Project design completion (60%) April, 2018.
• Construction 24-30 months beginning September, 2018. (Construction Administration not
included in the scope of Basic Services)
