HomeMy WebLinkAboutResolution - 2018-R0017 - Downtown Patrol Program - 01/11/2018Resolution No. 2018-R0017 Item No. 8.13.1 January 11, 2018 RESOLUTION WHEREAS, on December 3, 2001, the City Council of the City of Lubbock (the "City Council") authorized and established the Central Business District Tax Increment Financing Reinvestment Zone Board (the "TIF Board") for, among other things, to generate funds for Downtown Lubbock public improvements that benefit the City of Lubbock (the "City"), its residents, and property owners; and WHEREAS, the TIF Board and its Master Developer for Downtown Redevelopment (the "Developer") have worked with the Lubbock Police Department to create a program that would increase police presence in downtown Lubbock during certain hours of every week; and WHEREAS, the TIF Board, the Developer, and the Lubbock Police Department, along with Market Lubbock, Inc., have developed the Downtown Patrol Program that would provide additional security for downtown businesses, residents, and visitors, and would help to increase business and commercial activity in downtown Lubbock; and WHEREAS, at its meeting on December 13, 2017, the TIF Board unanimously approved the Downtown Patrol Program, and recommended that the City Council establish the Downtown Patrol Program to provide additional security for downtown businesses, residents, and visitors, and to increase business and commercial activity in downtown Lubbock; and WHEREAS, the City Council recognizes that Chapter 380 of the Texas Local Government Code allows the City Council to establish and provide for the administration of a program that provides personnel and services of the City to promote local economic development and to stimulate business and commercial activity in the City; and NOW THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: SECTION 1. THAT the City Council hereby establishes and provides for the administration of the Downtown Patrol Program by the provision of the personnel and services of the Lubbock Police Department to promote local economic development and to stimulate business and commercial activity in the City by providing additional security for downtown businesses, residents, and visitors. SECTION 2. THAT the Downtown Patrol Program shall have an initial duration of nine (9) months (the "Term"). During the Term, the Lubbock Police Department will deploy four (4) officers to work in pairs to patrol downtown Lubbock during peak hours. Every week during the Term, the officers in the Downtown Patrol Program will patrol downtown Lubbock according to the following schedule: Monday through Thursday 7:30 AM — 9:30 AM; 11:00 AM —1:00 PM; 4:00 PM — 6:00 PM Friday 7:30 AM — 9:30 AM; 11:00 AM — 1:00 PM; 4:00 PM — 8:00 PM Saturday 6:00 PM —10:00 PM SECTION 3. THAT the officers participating in the Downtown Patrol Program will operate in an overtime capacity and shall be funded through the Term by funding from the TIF Board and from Market Lubbock, Inc. SECTION 4. THAT the City Council, or its designee, may adjust the Term depending on the availability of funding for the Downtown Patrol Program.
