This recommendation was presented to the entire Civic Lubbock, Inc. Board of Directors on December 13, 2017 and was approved as recommended. All applicants recommended for grant awards are in good standing with the City of Lubbock and Civic Lubbock, Inc. The total Hotel Occupancy Tax allocation for 2017 provided for $407,345.00. Of that amount, 10% ($40,734.50) was allocated for a Public Art Program per the amended agreement between the City of Lubbock and Civic Lubbock, Inc., leaving $366,610.50 available for the 2017 Cultural Arts Grant Program to be granted over two granting cycles. In addition, interest earned ($741.86), returned/unused grant funds from the 2016 Cultural Arts Grant Program ($10,170.00) and carryover funds ($ .44) from the 2016 Cultural Arts Grant Program were available for the 2017 program, making the amount designated for the 2017 Cultural Arts Grant Program a total of $377,522.80. The Board of Directors elected to absorb all expenses related to administering the program, therefore no administrative expenses were deducted and the entire allocation of $377,522.80 was available for the 2017 Cultural Arts Grant Program. The Cultural Arts Grant Review Committee is comprised of five members; three Civic Lubbock, Inc. Directors assigned by Civic Lubbock, Inc. and two members -at -large appointed by the City Council. A Grant Workshop was held on November 1, 2017 for organizations wishing to apply for a Cultural Arts Grant. Included among the workshop presenters was a representative from Visit Lubbock (the Lubbock Convention and Visitors Bureau). Accompanying this document are the results of the Cultural Arts Grant Review Committee meeting held on December 7, 2017. Sixteen applications were received for this second grant (December 2017) funding cycle and sixteen applications are recommended for full or partial funding. The total amount of funding requested for this grant cycle was $266,585.00 of which $189,871.00 is recommended for funding from the 2017 City of Lubbock Cultural Arts Grant Program. This amount will come from the remaining balance ($189,824.80) of the funds available for the 2017 Cultural Arts Grant Program, after the deduction of the first grant funding cycle (June 2017) plus $57.00 in unused grant funds from a prior grant cycle less a total interest adjustment of $9.95. The unexpended $ .85 will be carried over to the 2018 grant program. The Civic Lubbock, Inc. Board of Directors requests that the City Council consider approval of the Cultural Arts Grant allocations in the amount of $189,871.00 as recommended by the Cultural Arts Grant Review Committee and approved by the Civic Lubbock, Inc Board. The Lubbock Arts Alliance has joined forces with the Mattel toy company to celebrate two important anniversaries —the 40th anniversary of the Lubbock Arts Festival and the 50th anniversary of Hot Wheels cars. The "Hot Wheels" theme will include an attempt to break the Guinness World Record for the longest Hot Wheels track. Mattel is donating the track, live streaming the attempt and promoting it through their national media channels. There will also be a "Chrome to Canvas" art exhibit of large scale automobile paintings by Shan Fannin, artistically altered hub caps and a selection of real cars that have been used as models to create Hot Wheels toys. Other features of the Festival will include a concert by John R. Erickson, author of "Hank the Cowdog", shows by Carranza Puppets of Houston, TX and a full-length theatrical production of Big: The Musical produced and presented by Moonlight Musicals. Other components of the Festival will include booth artists from around the nation, demonstrating artists, a Juried Gallery, a Children's Art Area, Young Artist and Writers Competitions, School Day and multiple performance stages. Committee Comments: • Project has strong artistic merit • Good collaboration with other arts groups, i.e. Moonlight Musicals, to have additional activities during the Festival; the committee liked the partnership with Mattel and the potential for national exposure for the event and for Lubbock • Applicant continues to bring in innovative and unique exhibits to stimulate interest in the Festival; attendance continues to maintain very good numbers • Application indicates continuing growth in room night and tourism numbers generated • Application indicates strong corporate and other grant/foundation support • Cultural Arts Grant funds recommended ($39,500) will be used towards the cost for Professional Services (Artists/Performers) and Promotion/Publicity 1712-002 Each One Reach One One God One Mission One Love Motown Gospel 2018 Amount Requested: $34,000 Amount Recommended: $12,000 Each One Reach One requested $34,000 to assist with artist fees associated with the One God One Mission One Love Motown Gospel 2018 event that will be held on May 19, 2018 at the Mt. Gilead Baptist Church. Each One Reach One strives to bring music and arts education back to the students of East Lubbock. Each One Reach One believes that students can learn about success, self-esteem and teamwork through the tool of gospel music. The funds requested will be used to assist with the artist fees for Paul Porter, the Christianaires and Wess Morgan, who will perform at the event. Committee Comments: • Project has good artistic merit • In future applications, the committee would like to see a more detailed description in the application about the specific project • Application indicates that the number of projected out-of-town attendees and projected room nights generated for the 2018 event will be significantly higher than the last two years; the committee suggested that it would be helpful if more detailed information or perhaps an explanation is included in future applications when those projections are expected to be significantly higher than the previous year or years. • Applicant plans to block rooms at a local hotel • Applicant plans to target West Texas and Eastern New Mexico in their marketing using newspaper advertising, television spots and PSA's • Applicant plans to track tourism through audience surveys and the hotel room block • Cultural Arts Grant funds recommended ($12,000) will be used towards the cost of Professional Services (Artist Fees) 1712-003 University Interscholastic League — TTU 2018 UIL Summer Theatre/Technical Camps Amount Requested: $ 9,000 Amount Recommended: $ 8,500 The University Interscholastic League-TTU requested $9,000 to assist with costs associated with the UIL Summer Theatre/Technical Theatre Camps to be held July 8-21, 2018. The Theatre Camp focuses on the art of acting and will include auditions, casting and rehearsing for four plays as well as classes in movement, character development, voice and diction. In addition to the Theatre Camp, there will be a Technical Theatre Camp which will provide the students with training in lighting and set design, costume design and publicity package design. The culmination of the technical camp will be to construct all the sets, run the lights, design and produce the costumes and run the performances for the plays performed by the Theatre camp students. The Camps will be marketed to all high schools in the state of Texas. Committee Comments: • Project has strong artistic and educational merit • Application indicates that the final performances by the students should bring in family members from around the state; good potential for tourism and overnight stays • The Camps will be held at the same time as some of the Moonlight Musical summer performances and the Concert in the Park performances; this will provide opportunities for cross -promotion and additional activities for family members accompanying the camp students Pa • Cultural Arts Grant funds recommended ($8,500) will be used towards the cost of Professional Services (Camp Directors) and/or Supplies/Materials (Costume/Set Materials/Technical Theatre Supplies) 1712-004 University Interscholastic League — TTU 2018 UIL Region 14A and 5A One -Act Play Competition Amount Requested: $ 7,900 Amount Recommended: $ 6,500 The University Interscholastic League-TTU requested $7,900 to assist with costs associated with hosting the UIL Region 1 4A and 5A One -Act Play Competition to be held April 12-16, 2018. The competition targets student thespians in 4A and 5A schools with the hopes of advancing to the State Competition. UIL expects over 1,300 visitors, including 350 competitors, to come to Lubbock for the competition. Region 1 consists of cities from El Paso to Dallas and from Amarillo to Junction. Committee Comments: • Project has strong artistic and educational merit • Project has a strong history of generating room nights; application indicates a good plan for tracking tourism and room nights • Project is marketed to over 350 schools in Texas • Cultural Arts Grant funds recommended ($6,500) will be used towards the cost of Professional Services (Judges/Contest Director/Timers) and/or Facility Rental 1712-005 West Texas Watercolor Society West Texas Watercolor 2018 Spring/Summer Membership Show Amount Requested: $ 700 Amount Recommended: $ 700 The West Texas Watercolor Society requested $700 to assist with the costs associated with the presentation of its Spring/Summer Membership Show which will be held at the Municipal Garden and Arts Center from June 1-June 29, 2018. The West Texas Watercolor Society strives to promote the highest aesthetic standards and the interchange of ideas among persons interested in all forms of watermedia. The exhibit will be in place for the June First Friday Art Trail which will provide an opportunity for additional audiences to view the artwork. Exhibiting artists are encouraged to attend the First Friday Art Trail to interact with the public. Committee Comments: • Project has very good artistic merit • Applicant has a good marketing plan in place; plans to promote the show through various online tourism websites and calendars • Application indicates a good history of room night and tourism numbers, although last year's show had much lower attendance numbers than prior years; for future applications, applicant may want to look at locations used in the past that generated much higher attendance and tourism numbers if those venues are available • Grant funds will enable the organization to attract quality artists and judges • Cultural Arts Grant funds recommended ($700) will be used towards the cost of Professional Services (Artist Judge) and Other (Artist Awards) 1712-006 Ballet Lubbock A Midsummer Night's Dream Amount Requested: $ 7,500 Amount Recommended: $ 7,500 Ballet Lubbock requested $7,500 to assist with promotion and publicity associated with the presentation of their spring production of A Midsummer Night's Dream. The production will be performed on April 6-8, 2018 in the Civic Center Theatre. This production is based on Shakespeare's well known light-hearted comedy of love turned upside down and will feature the beautiful music of Felix Mendelssohn, a score not performed in Lubbock in a decade. This project beautifully and humorously pairs literary and musical masterworks together. The production will feature original choreography by Ballet Lubbock's Artistic Director, Yvonne Racz Key and will utilize over 75 students from Ballet Lubbock and the Ballet Lubbock Company. Committee Comments: • Project has strong artistic merit • Application indicates a good marketing plan for promoting the event outside the local area • Application indicates good corporate and foundation grant support • Applicant plans to block rooms at a local hotel • Cultural Arts Grant Funds recommended ($7,500) will be used towards the cost of Promotion/publicity 1712-007 Flatlands Dance Theatre Love, Your Mother: An Exploration of Motherhood through Dance Amount Requested: $ 1,550 Amount Recommended: $ 1,550 The Flatland Dance Theatre requested $1,550 to assist with professional services and promotion/publicity expenses associated with the presentation of "Love, Your Mother: An Exploration of Motherhood through Dance". Performances will take place May 11-12, 2018 in the Underwood Center Firehouse Theatre. The production will present the complexities of motherhood, exploring such themes as tricky navigation of new motherhood, the circus act of juggling children with other priorities, career moms and the hopefulness mothers share for their children's future. The production will feature seven original dance works from four local choreographers. 4 Committee Comments: • Project has strong artistic merit • Application indicates a good marketing plan for generating tourism outside the Lubbock area, including the use of tourism websites • Application indicates a good plan for tracking out of town attendees through zip code data provided from Select -a -Seat • Application indicates good foundation grant support • Cultural Arts Grant funds recommended ($1,550) will be used towards Professional Services (Choreographers/Principal Dancers) and/or Promotion and Publicity 1712-008 Louise Hopkins Underwood Center for the Arts 1140 Artist from Texas" Exhibition at LHUCA Amount Requested: $17,500 Amount Recommended: $15,025 The Louise Hopkins Underwood Center for the Arts (LHUCA) requested $17,500 to assist with professional services and promotion/publicity for a series of exhibitions showcasing exceptional artists from three major metropolitan areas in Texas: Dallas/Fort Worth, Houston and San Antonio. The 2018 exhibition will be held in three parts: Part 1 April 6 - May 26; Part 2 June 1 - July 28; and Part 3 August 3 - September 29. This series is a culmination of a long collaboration between the curatorial staff at LHUCA and 15 individual Texas galleries. LHUCA's partnership with these galleries represent a unique opportunity to both inspire regional audiences and bolster LHUCA and Lubbock's reputation as a hub of artistic activity. The Texas artists featured in the exhibitions are nationally recognized with works in public and private collections around the country. Committee Comments: • Project has strong artistic merit • The application indicates a good marketing plan that includes both regional and statewide advertising; plans to promote the event through cultural tourism websites; applicant also plans to encourage regional and national arts and culture writers to list, preview or review the exhibition in their publications and blogs • Application indicates a good method for tracking tourism and room nights generated • Application indicates strong corporate and foundation grant support • Cultural Arts Grant funds recommended ($15,025) are to be used towards the cost of Professional Services -Artist Honoraria/Graphic Design ($2,200), Security ($525) and Promotion/publicity ($12,300) 1712-009 Christ in the Arts of West Texas Christ in the Arts Workshop and Performance Amount Requested: $ 3,585 Amount Recommended: $ 1,450 Christ in the Arts of West Texas, a non-profit school of the arts, requested $3,585 to support its annual summer workshop and workshop performance. The workshop will be held June 18-22, 5 2018 at the Christ in the Arts Studio and will conclude with a free public performance at the Civic Center on June 22, 2018. The summer workshop is an intensive dance training program that includes instruction on ballet, pointe, modern dance, hip -hop, musical theatre, partnering, and character/folk dance. The folk dance classes have included training in dance styles from Ireland, Germany, Israel, Mexico and Spain. Workshop participants includes students in all age ranges as well as students with a variety of special needs. The workshop is open to all students, regardless of faith background or religious preference, and is often attended by visiting students from Amarillo, Floydada and the other surrounding communities. Funds requested are to assist with costs for dance instructors, stagehand labor, facility rental, sound equipment rental and costume supplies. Committee Comments: • Project has good artistic and educational merit • Applicant has a good marketing plan for advertising outside the area; however, committee would suggest enhancing the marketing efforts to the general public for the public performance • The multi -day workshop creates good potential for overnight stays; application indicates students historically attend from other cities in our region • Application indicates a good plan for tracking tourism and room nights generated; however the committee wasn't sure how visitor tracking through Select -a -Seat would work since the public performance will be free admission • Applicant plans to block rooms at a local hotel • Cultural Arts Grant funds recommended ($1,450) will be used towards the cost of Professional Services (Dance Instructors/Stagehand Labor), Facility Rental, Sound Equipment rental and/or Supplies (Costumes) 1712-010 Medieval & Renaissance Studies Center, TTU Study of the Bible Symposium/TX Medieval Assn. Meeting Amount Requested: $ 2,850 Amount Recommended: $ 2,850 The Medieval & Renaissance Studies Center at Texas Tech requested $2,850 to assist with costs associated with a public symposium devoted to "The Study of the Bible in the Pre -Modern World: Celebrating the 500th Anniversary of the Complutensian Polyglot Bible" to be held on October 25, 2018 and the 28'h Meeting of the Texas Medieval Association to be held on October 26-28, 2018. Both the symposium and the meeting will be held in conjunction with an exhibition at the Texas Tech Museum on the same subject as the Symposium. The Study of the Bible Symposium will feature lectures related to artistic and historical content and narrative of the exhibition. Funds requested would be used to assist with speaker fees, facility rental, student musicians and advertising/promotion. Committee Comments: Project has strong artistic and educational merit Application indicates a good marketing plan to promote the project outside the Lubbock area; plan includes the use of tourism websites as well as several websites devoted to Medieval art and Medieval history 6 The conference held in conjunction with the Symposium and Exhibition creates good potential for generating tourism and room nights Applicant plans to block rooms at a local hotel Cultural Arts Grant funds recommended ($2,850) will be used towards the cost of Professional Services (Speaker Fees/Student Musicians), Facility Rental and/or Advertising/Promotion. 1712-011 Cindy Hughlett Music Ministry/Smallest Gifts Up Close and Personal with Bryan White Amount Requested: $10,000 Amount Recommended: $ 7,500 Cindy Hughlett Music Ministry requested $10,000 to assist with promotion/publicity and professional stage set design and production for a concert featuring Country Music artist Bryan White. The Concert will be held in June 29, 2018 in the Civic Center Theatre. Bryan White's list of honors include a Grammy, CMA and ACM awards plus five CMT Awards. In previous years, Cindy Hughlett Music Ministry has brought in national major label musical artists for a family concert event. In addition, the concerts have typically debuted local artists giving them an opportunity to perform at a major concert event. Committee Comments: • Project has good artistic merit • Application indicates a good marketing plan to promote the event throughout the region; plans to post the event on regional and state tourism websites • Application indicates strong in -kind and corporate support • Application indicates that tourism will be tracked through tickets sold through Select -a - Seat and its zip code tracking capabilities • Cultural Arts Grant funds recommended ($7,500) will be used towards the cost of Promotion/publicity and/or Professional Services (Stage Production) 1712-012 Lubbock Community Theatre Lubbock Community Theatre 2018 Spring/Summer Season Amount Requested: $ 9,000 Amount Recommended: $ 6,000 The Lubbock Community Theatre requested $9,000 to assist with professional services and marketing/promotion for their 2018 Spring/Summer Season. The productions will include Blithe Spirit, one of Noel Coward's most renowned comedies; The Last Days of Judas Iscariot, an incisive drama by Pulitzer Prize winner Stephen Adley Guirgus; and Ripcord, by Pulitzer Prize winner David Lindsay-Abaire. The children and youth -friendly summer season will feature an original melodrama by local playwright Whitney Ryan Garrity. Lubbock Community Theatre plans to introduce new components to their productions to include sign language interpreters for at least one performance of each production and at least one sensory -friendly performance of the youth -focused production for patrons on the autism spectrum. Committee Comments: • Project has strong artistic merit • Applicant plans to list the performances on the Visit Lubbock website and continue to use television/radio promotion as well as online social media to market the performances; application indicates that the marketing efforts will be enhanced to reach out to the special needs patrons in the region • Applicant plans to tour their production outside Lubbock, such as in Plainview; however any Cultural Arts Grant funding received should only be used for marketing and production expenses related to the local performances since the funding for the grant program comes from the local Hotel Occupancy Tax and the goal of utilizing these funds is to generate additional tourism and room nights in Lubbock • Application indicates that tourism tracking will be accomplished by tracking zip codes through their online ticketing service; applicant will also be using an audience survey form to gather additional hotel usage/tourism data • Cultural Arts Grant funds recommended ($6,000) will be used towards the cost of Professional Services (Directors/Stage Crew) and/or Promotion/Publicity 1712-013 Broadway Festivals, Inc. 2018 Fourth on Broadway Celebration Amount Requested: $50,000 Amount Recommended: $35,115 Broadway Festivals requested $50,000 for the 2018 Fourth on Broadway Celebration to be held on June 30-July 4, 2018 with activities to be held at Mackenzie Park and the Lubbock County Courthouse Square. The 2018 event will include two nights of La Raza on the Plaza featuring Tejano music; two Texas Country Street Dances, a Parade, a Classic Car Show, a Motorcycle Rally, Picnic in the Park with 300 singers and musicians performing on five different stages, a massive Kid's Area, and an Evening Concert with fireworks choreographed to the live music of the Youth Orchestra. The grant funds requested will be used to secure the headliner acts for the Texas Country Music Street Dances and the La Raza on the Plaza events. Committee Comments: • The music components of the project reflect strong artistic merit • Application indicates strong tourism and room night numbers were generated during both the 2016 and 2017 event; this was largely due to the establishment of a committee that formulated and executed new strategies in collecting demographic and geographic information from attendees • Applicant plans to block rooms at a local hotel with the assistance of Visit Lubbock • Application indicates that a marketing committee will be put in place to brainstorm new and innovative ways to expand the reach of their marketing efforts • Application indicates strong in -kind and corporate support • Cultural Arts Grant Funds recommended ($35,115) will be used toward the cost of Professional Services (Music Contract) ri 1712-014 Lubbock Moonlight Musicals, Inc. Lubbock Moonlight Musicals 2018 Summer Season Amount Requested: $40,000 Amount Recommended: $28,000 Lubbock Moonlight Musicals requested $40,000 to assist with the cost of producing the Lubbock Moonlight Musicals 2018 Summer Season. The season will feature three large-scale musical theatre productions presented throughout the summer of 2018 at the Moonlight Musicals Amphitheatre. The shows planned are The Music Man. How to Succeed in Business Without Really Trying, and Singin' in the Rain. The summer season will also include a Children's Musical, James and the Giant Peach. The 32 performances will feature local artistic talent, students from the Texas Tech University College of Visual and Performing Arts, other college age students of the area, high school students from Lubbock ISD, Lubbock Cooper ISD, and Frenship ISD, and students from other area middle schools and high schools along with professional stage direction, choreography and musical leadership. Committee Comments: • Project has strong artistic merit and strong educational value for the students who participate in the productions • Application indicates historically good overall attendance numbers as well as tourism numbers, particularly for the last two years • Application indicates that zip code tracking through the use of Select -a -Seat will be used for tracking tourism • Applicant plans to promote the shows to touring bus companies to generate additional tourism • Application indicates strong foundation grant support and good corporate support • Cultural Arts Grant funds recommended ($35,115) will be used towards the cost of Professional Services (Guest Artists/Actors/Professional Orchestra Musicians) and/or Rentals (Royalties/Scripts) 1712-015 Flatland Productions/Cactus Kids Theatrical Co Caldwell Kids Spring Concerts Amount Requested: $20,000 Amount Recommended: $11,000 Flatland Productions/The Cactus Kids Theatrical Co requested $20,000 to assist with costs associated with the presentation of the Caldwell Kids Spring Concert Series to be held April 6-8, 2018 at the Cactus Theatre. Flatland Productions helps provide financial assistance for services and training that is not readily affordable to many students in the program. The services range from individual voice coaching and performance training to education in ensemble performances and opportunities to perform with a professional band as well as some costuming and performance attire. The Spring Concert Series is a culmination of the student's hard work and will consist of three 2-hour productions that will include individual and group performances from an ensemble of 40-50 students ranging in age from 4-18 years old. The students will be working with professional vocalists as well as professional musicians and teachers who are all seasoned veterans of the entertainment industry. Committee Comments: • Project has good artistic and educational merit • Applicant has a good plan for marketing outside the region • Application indicates that presenting the productions over three days should encourage multiple room night stays; application estimates that 20% of the audience will come from out-of-town. • Applicant plans to use on -site surveys as well as ticket sales data to track tourism • Cultural Arts Grant funds recommended ($11,000) will be used towards the cost of Professional Services (Musicians/Stage Crew/Technical Crew), Facility Rental, Supplies/ Materials (Stage Decor/Design/Lighting) and/or Promotion/publicity 1712-016 Lubbock Centro Aztlan/Ballet Folklorico Aztlan Viva Aztlan Festival 2018 Amount Requested: $ 8,000 Amount Recommended: $ 6,681 Lubbock Centro Aztlan requested $8,000 to assist with professional services and promotion/publicity for the Viva Aztlan Festival 2018 which will be held March 9-10, 2018 at the Lubbock Memorial Civic Center. The two-day Festival will include Mexican folklore dance groups of all ages competing and participating in workshops taught by Masters of the field. Folklorico groups are invited from all over the nation to compete and display their artistry and traditions of Mexico through dance and music on a professional stage. Other activities planned include a jam session with local Mariachi groups and other genre bands on Friday evening and a performance on Saturday evening featuring Grupo Folklorico Desoluna from Albuquerque, NM.
