HomeMy WebLinkAboutResolution - 2018-R0002 - PSAP Reimbursable Grant - Lubbock Emergency Communication District - 01/11/2018Resolution No. 2018-R0002 Item No. 7.1.1 January 11, 2018 RESOLUTION BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the Mayor of the City of Lubbock is hereby authorized and directed to accept on behalf of the City of Lubbock a PSAP Reimbursable Grant for FY 2017-2018, and any associated documents, in the amount of $45,400.00, subject to a 10% match, for a total grant of $50,445.00, with the Lubbock Emergency Communication District, which Grant and any associated documents are attached hereto and made a part hereof for all intents and purposes. Ursuline St. Lubbock, TX 79403 Dear Chief Phelps: On Wednesday, November 8, 2017, the LECD Board of Managers considered all PSAP Grant requests for the fiscal year 2017/2018 budget. After discussion and consideration, the Board of Managers approved a grant for the Lubbock Fire Rescue in the amount of $45,400.45 for the purchase of six ergonomic chairs, two (2) pieces new dispatch furniture and the relocation of the existing dispatch console furniture. This represents the $50,445.00 that was requested for the items, minus the 10% agency match. The grant period is from November 10, 2017, until September 30, 2018. We do request that all purchases and/or project work be completed and the associated documentation be submitted to our office no later than September 14, 2018, Again, this is a reimbursable grant. Your agency must expend the funds and provide documentation to the District that the items have been purchased and/or work has been completed and all invoices paid. Also, the items purchased or work completed must match the grant request. Congratulations on the approval of your grant. The program is a reimbursable one. The agency accepting the grant must first expend the funds and then provide documentation to the District of the expenditures. Guidelines: • Only the purchase of services or products specifically listed in the approved Grant Application will be reimbursed. • A maximum of $50,000 can be awarded to an individual agency, and the agency must match a minimum of 10% of the cost of the project. • The project for which the grant funds are awarded must be completed and invoiced before September 30, 2017. • Grant funds are to be used for: o The receipt, tracking, recording or documentation of 9-1-1 calls o Dispatcher/call-taker training o Enhancements to the dispatch environment Project Requirements: o Must have a positive impact on the receipt, tracking, recording or documentation of 9-1-1 calls o Must show benefit to the citizens, dispatchers and/or first responders Examples of items that funds may be used for: (not exclusive) • Dispatch console furniture. • Dispatch console task lighting. • Dispatch chairs. • New or upgrades to software designed to assist the dispatcher: o Locating, triaging, recording, tracking and documenting 9-1-1 calls. o Quality assurance review of 9-1-1 calls. • Relocation of 9-1-1 communication center. • Training, tuition, and travel expenses above and beyond what is normally provided by the District or agency. Examples of items funds may not be used for: (not inclusive) • Personnel expenses (salary, stipend, benefits). • Radios, radio console equipment. • Floor, wall or window treatments or coverings. • Training material not directly related to the receipt of 9-1-1 calls (motivational training is acceptable). • Uniforms or clothing. • Office supplies or public education material. • Odds and ends. All grants will receive final approval by the Board of Managers. Grants that contain items which, in the opinion of the Board, are outside the scope of the District's mission will not be approved. The Board's decision is final. Submission Deadline: Tuesday, October 31, 2017 at 5:00 P.M. Grants will be approved at the November 8, 2017 Board meeting.
