RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock is hereby authorized and directed to execute for and
on behalf of the City of Lubbock a Memorandum of Understanding ("MOU") by and between
the City of Lubbock, acting by and through the City of Lubbock Health Department
("COLHD"), and the City of Amarillo, acting by and through the City of Amarillo
Department of Public Health ("COA DPH"), regarding future collaboration between
COLHD, COA DPH, the State of Texas Department of State Health Services and other state
and federal agencies, and all related documents. Said MOU is attached hereto and
incorporated in this Resolution as if fully set forth herein and shall be included in the minutes
of the Council.

Memorandum of Understanding
The City of Amarillo Department of Public Health (COA DPH) provides a vast array of important
services for the citizens of Potter and Randall counties. Through the course of providing this
service, it may be beneficial to collaborate with other COA departments, Department of State
Health Services (DSHS) response partners, and other state and federal agencies.
To accomplish these services, COA DPH may need to collaborate with City of Lubbock Public Health
Department.
As part of this Memorandum of Understanding (MOU), the City of Amarillo Department of Public Health
agrees to collaborate and cooperate with the City of Lubbock Public Health Department to serve the
citizens of Potter and Randall Counties. This agreement also serves for the COA DPH to serve the
citizens of the City of Lubbock, if requested. This agreement includes but is not limited to the following:
❑ Mitigation, or prevention and investigation, includes actions that reduce or eliminate long-term risk
to health, life and property from a hazardous event, environmental hazard,
communicable/infectious disease (reportable), chronic disease, or other public health event and
decrease the need for response.
C Preparedness includes plans and preparations made to save health, lives and property and to
facilitate response operations.
❑ Response includes actions taken to provide emergency assistance, save lives, minimize property
damage, and speed recovery immediately following an emergency or public health/environmental
health event.
❑ Recovery includes actions taken to return to normal or improved operating conditions following an
emergency or public health/environmental health event.
It is understood that this agreement is mutually beneficial to both agencies, and that no monies
will be exchanged in this agreement. The agreement is effective until either party provides 30
day written notice of termination.
