This recommendation was presented to the entire Civic Lubbock, Inc. Board of Directors on December 13, 2018 and was approved as recommended. All applicants recommended for grant awards are in good standing with the City of Lubbock and Civic Lubbock, Inc. The total Hotel Occupancy Tax allocation for 2018 provided for $437,924.23. Of that amount, 10% ($43,792.42) was allocated for a Public Art Program per the amended agreement between the City of Lubbock and Civic Lubbock, Inc., leaving $394,131.81 available for the 2018 Cultural Arts Grant Program to be granted over two granting cycles. In addition, interest earned ($855.74), carry over funds $ .85 less bank fees ($10.00) were available for the 2018 program, making the amount designated for the 2018 Cultural Arts Grant Program a total of $394,978.40. The Board of Directors elected to absorb all expenses related to administering the program, therefore no administrative expenses were deducted and the entire allocation of $394,978.40 was available for the 2018 Cultural Arts Grant Program. The Cultural Arts Grant Review Committee is comprised of five members; three Civic Lubbock, Inc. Directors assigned by Civic Lubbock, Inc. and two members -at -large appointed by the City Council. A Grant Workshop was held on October 29, 2018 for organizations wishing to apply for a Cultural Arts Grant. Included among the workshop presenters were two representatives from Visit Lubbock (the Lubbock Convention and Visitors Bureau). Accompanying this document are the results of the Cultural Arts Grant Review Committee meeting held on December 6, 2018. Nineteen applications were received for this second grant (December 2018) funding cycle and nineteen applications are recommended for full or partial funding. The total amount of funding requested for this grant cycle was $339,563.00 of which $198,978.00 is recommended for funding from the 2018 City of Lubbock Cultural Arts Grant Program. This amount will come from the remaining balance ($198,978.40) of the funds available for the 2018 Cultural Arts Grant Program, after the deduction of the first grant funding cycle (June 2018) plus $5,850.00 in unused grant funds from the prior grant cycle. The unexpended $ .40 will be carried over to the 2019 grant program. The Civic Lubbock, Inc. Board of Directors requests that the City Council consider approval of the Cultural Arts Grant allocations in the amount of $198,978.00 as recommended by the Cultural Arts Grant Review Committee and approved by the Civic Lubbock, Inc Board. The production will be a collaboration with the Texas Tech School of Music and other local choral ensembles including children's choruses and gospel choirs culminating in a joint concert of live choral music and dance. The vocal music to be performed will range from classical to opera to gospel. Ballet Lubbock's Artistic Director, Yvonne Racz Key and the Director of the TCU School of Classical & Contemporary Dance, Elizabeth Gillaspy as well as other guest choreographers will use the music as inspiration for original choreography. Committee Comments: • Project has strong artistic merit • Good collaboration with other arts organizations to create a very unique event; should attract new audiences, i.e. expose ballet audiences to choral music and choral music audiences to ballet • The application indicates that the collaboration should provide rare performance and educational opportunities for all artists involved as live collaborations between vocal ensembles and dancers are rare • Application indicates a good marketing plan for promoting the event regionally • Applicant plans to block rooms at a local hotel • Cultural Arts Grant Funds recommended ($7,125) will be used towards the cost of Promotion/Publicity 1812-002 Lubbock Christian University Choir LCU/Wayland Baptist University Combined Choir Amount Requested: $ 4,500 Amount Recommended: $ 2,600 Lubbock Christian University Choir requested $4,500 for orchestra musicians' services and advertising for the March 22, 2019 combined choral concert featuring the Lubbock Christian University and Wayland Baptist University choirs. The choirs will be performing Dan Forrest's "Requiem for the Living" and Benjamin Britten's "Rejoice in the Lamb". While spring choral concerts have been a tradition at LCU, the combined concerts began in 2008 as an effort to perform oratorio -style major choral works that employ both a choir of over 120 voices and a full orchestra. Committee Comments: • Project has good artistic and educational merit • The application indicates that marketing efforts will be targeted to alumni and families of current students from both Universities: applicant also plans to post the event on state tourism websites and Visit Lubbock's w ebsite • Applicant plans to block rooms at a local hotel • Application indicates a good plan to track tourism and room nights generated; will use audience surveys and track zip codes through their ticketing program • Cultural Arts Grant funds recommended ($2,600) will be used towards the cost of Professional Services (Orchestra Musicians) and/or Promotion/Publicity 1812-003 Broadway Festivals, Inc. 2019 Fourth on Broadway Celebration Amount Requested: $50,000 Amount Recommended: $33,219 Broadway Festivals requested $50,000 for the 2019 Fourth on Broadway Celebration to be held on June 29-July 4, 2019 with activities to be held at Mackenzie Park and the Lubbock County Courthouse Square. The 2019 event will include La Raza on the Plaza and the Texas Country Street Dance to kick off the celebration, activities in MacKenzie Park during the day on July 41h including singers and musicians performing on several different stages, and the Evening Concert/Fireworks. The grant fiords requested will be used to secure the headliner acts for the Street Dances and 4" of July performers. Committee Comments: • The music components of the project reflect strong artistic merit • Application indicates strong tourism and room night numbers over the last three years. This was largely due to the continuation of a committee who formulates and executes survey strategies to collect demographic and geographic information from attendees • Applicant plans to block rooms at a local hotel with the assistance of Visit Lubbock • Application indicates that their marketing committee will collaborate with TTU's College of Media and Communication to further intensify their social media outreach; placement of online advertisements to target local and regional audiences will also be used. • Application indicates strong in -kind and corporate support • Cultural Arts Grant Funds recommended ($33,219) will be used toward the cost of Professional Services (Music Contract) 1812-004 Lubbock Moonlight Musicals, Inc. Lubbock Moonlight Musicals 2019 Summer Season Amount Requested: $35,000 Amount Recommended: $26,460 Lubbock Moonlight Musicals requested $35,000 to assist with the cost of producing the Lubbock Moonlight Musicals 2019 Summer Season at the Moonlight Musicals Amphitheatre. The shows planned are Annie The Musical; 3 Redneck Tenors; and Guys and Dolls. The summer season will also include a Children's Musical, Disney's Aladdin, Jr. The 32 performances will feature local artistic talent, students from the Texas Tech University College of Visual and Performing Arts, other college age students of the area, high .school students from Lubbock ISD, Lubbock Cooper ISD, and Frenship ISD and students from other area middle schools and high .schools along with professional stage direction, choreography and musical leadership. Committee Comments: • Project has strong artistic merit and strong educational value for the .students who participate in the productions • Application indicates historically good attendance and tourism numbers • Application indicates that zip code tracking through the use of Select -a -Seat will be used for tracking tourism • Applicant plans to promote the shows to touring bus companies to generate additional tourism • Application indicates strong foundation grant support and good corporate support • Cultural Arts Grant funds recommended ($26,460) will be used towards the cost of Professional Services (Actors/Choreographers/Sound Designers) and/or Promotion/Publicity 1812-005 University Interscholastic League — TTU UIL Summer Theatre/Technical Camp 2019 Amount Requested: $ 9,000 Amount Recommended: $ 8,100 The University Interscholastic League-TTU requested $9,000 to assist with costs associated with the UIL Summer Theatre/Technical Camp scheduled for July 7-20, 2019. The Theatre Camp focuses on the art of acting and will include auditions, casting and rehearsing for four plays as well as classes in movement, character development, voice and diction. In addition to the Theatre Camp, there will be a Technical Camp which will provide students with training in lighting and set design, costume design and publicity package design. The culmination of the technical camp will be to construct all the sets, run the lights, design and produce the costumes and run the performances for the plays performed by the Theatre camp students. Committee Comments: • Project has strong artistic and educational merit • Application indicates that the final performances by the students should bring in family members from around the state; good potential for tourism and overnight stays • Application indicates a good marketing plan to generate tourism/overnight stays; the camps will be marketed to all high schools in the state of Texas • The Camps will be held at the same time as some of the Moonlight Musical summer performances and the Concert in the Park performances; this will provide opportunities for cross -promotion and additional activities for family members accompanying the camp students • Cultural Arts Grant funds recommended ($8,100) will be used towards the cost of Professional Services (Camp Directors) and/or Supplies/Materials (Costume/Set Materials/Technical Theatre Supplies) 1812-006 University Interscholastic League — TTU 2019 UIL Region 14A and 5A One -Act Play Competition Amount Requested: $ 7,900 Amount Recommended: $ 6,163 The University Interscholastic League-TTU requested $7,900 to assist with costs associated with hosting the UIL Region 1 4A and 5A One -Act Play Competition to be held April 14-16, 2019. The competition targets student thespians in 4A and 5A schools with the hopes of advancing to the State Competition. UIL expects over 1,000 visitors, including 350 competitors, to come to Lubbock for the competition. Region 1 consists of cities from El Paso to Dallas and from Amarillo to Junction. Committee Comments: • Project has strong artistic and educational merit • Project has a strong history of generating room nights; application indicates a good plan for tracking tourism and room nights • Project will be marketed to schools in Lubbock County as well as 342 schools outside Lubbock County • Cultural Arts Grant funds recommended ($6,163) will be used towards the cost of Professional Services (Judges/Contest Director/Timers) and/or Facility Rental 1812-007 Flatland Productions/Cactus Kids Theatrical Co 2019 Caldwell Kids Spring Concert Series Amount Requested: $20,000 Amount Recommended: $10,429 Flatland Productions/The Cactus Kids Theatrical Co requested $20,000 to assist with costs associated with the presentation of the Caldwell Kids Spring Concert Series to be held March 29- 30, 2019 at the Cactus Theatre. Flatland Productions helps provide financial assistance for services and training that is not readily affordable to many students of the program. The services range from individual voice coaching and performance training to education in ensemble performances and opportunities to perform with a professional band as well as some costuming and performance attire. The Spring Concert Series is a culmination of the student's hard work and will consist of two-2 hour and 30 minute productions that will include individual and group performances from an ensemble of 40-50 students ranging in age from 4-18 years old. This year's production, entitled Caldwell Kids Sing the Songs of West Texas Hit Makers, will feature singer/songwriter Richie McDonald of Lonestar who will not only perform but conduct a seminar with the students on March 301h. The students will also be working with other professional vocalists, musicians and teachers who are all seasoned veterans of the entertainment industry. Committee Comments: • Project has good artistic and educational merit • Applicant has a good plan for marketing outside the region • Application indicates that having a guest artist of this magnitude will increase attendance and greatly enhance the overall experience for the students 4 Applicant plans to block rooms in a local hotel Applicant plans to use on -.site surveys and communication with hotels to track tourism Cultural Arts Grant funds recommended ($10,429) will be used towards the cost of Professional Services (Guest Artist/Musicians/Stage CrewlTech Crew) and/or Facility Rental 1812-008 West Texas Watercolor Society West Texas Watercolor 2019 Spring Membership Show Amount Requested: $ 650 Amount Recommended: $ 650 The West Texas Watercolor Society requested $650 to assist with the costs associated with the presentation of its Spring Membership Show which will be held at the Municipal Garden and Arts Center from April 5, 2019 through April 25, 2019. The West Texas Watercolor Society strives to promote the highest aesthetic .standards and the interchange of ideas among persons interested in all forms of watermedia. The exhibit will be in place for the April First Friday Art Trail which will provide an opportunity for additional audiences to view the artwork. Exhibiting artists are encouraged to attend the First Friday Art Trail so that the public has the opportunity to interact personally with them. Committee Comments: • Project has strong good artistic merit • Applicant has a good marketing plan in place, plans to promote the show through various online tourism websites and calendars • Application indicated substantial growth in attendance/room night numbers last year. • Application indicated that grant funds will enable the organization to attract quality artists and judges • Cultural Arts Grant fiords recommended ($650) will be used towards the cost of Professional Services (Artist Judge) and Other (Artist Awards) 1812-009 Museum of Texas Tech University Association Marketing for Thrift & Cotton Feed Sack Exhibit Amount Requested: $ 7,913 Amount Recommended: $ 6,400 The Museum of Texas Tech University Association requested $7,913 to assist with promotion and publicity associated the Thrift and Cotton Feed Sack Exhibit that will be on display from June 25, 2019 through December 31, 2019 at the Museum of Texas Tech University. Cotton feed sacks were used across rural America from the end of the 191 century to the middle of the 201 century and were a significant aspect of life in West Texas. The Museum holds 6,000 pieces of cotton feed sacks, many with beautiful prints that drew the ladies from the farm to the feed store to select the fabric on the sack they wanted for dresses, curtains and quilts. This is most likely the largest collection of cotton feed sacks in public hands. This subject is of interest to those across the US, particularly those with an interest in quilts or historic fashion. Committee Comments: Project has strong artistic merit Application indicates a good marketing plan to promote the project outside the Lubbock area; plan includes advertising in prominent magazines that reach the majority of the American quilting audience (Eons & Porter Quilting, McCall's Quilting and Quilt Mania, which is published in English and French and reaches an international audience; other marketing efforts will include posts on The Daily Quilt Blog, paid ads on social media, TV and radio advertising, notices and articles in quilt guild newsletters and billboard advertising. Application indicates a good method for tracking tourism and overnight stays Application indicates good support from a local foundation for this project Cultural Arts Grant hinds recommended ($6,400) will be used towards the cost of PromotionlPublicity 1812-010 Lubbock Arts Alliance, Inc. 41st Annual Lubbock Arts Festival Amount Requested: $45,000 Amount Recommended: $37,385 The Lubbock Arts Alliance requested $45,000 to assist with expenses related to the 41st Annual Lubbock Arts Festival to be held on April 13-14, 2019 at the Lubbock Memorial Civic Center. The theme of the Arts Festival will be "Superheroes!" and will be a celebration of American comic books and the iconic superheroes and super villains that have influenced popular culture. There will also be a special exhibit featuring today's most celebrated comic book artists, such as Alex Ross, Adam Hughes, Amanda Conner, Phil Noto and Joelle Jones with familiar characters like Batman, Wonder Woman, Black Panther and Supergirl. Other features of the Festival will include flying acrobatics by Aerial Atmosphere, productions by Lubbock Moonlight Musicals and Youth Orchestras of Lubbock, as well as Texas Tech Jazz Festival performances featuring national and renowned musicians. Other components of the Festival will include booth artists from around the nation, demonstrating artists, a Juried Gallery, a Children's Art Area, Young Artist and Writers Competitions, School Day and multiple performance stages. Committee Comments: • Project has strong artistic merit • Good collaboration with other groups, i.e. Moonlight Musicals, Youth Orchestras of Lubbock and Texas Tech University to have additional activities during the Festival • Applicant continues to bring in innovative and unique exhibits to stimulate interest in the Festival • Application indicates strong historical room night and tourism numbers • Application indicates strong corporate and other grant/foundation support • Cultural Arts Grant funds recommended ($37,385) will be used towards the cost for Professional Services (Visual Art Exhibit/Artists/Performers) and/or Promotion/Publicity Cel • The proposed project budget was much higher than prior GospelFest budgets. the committee would have liked to have seen more information in the application narrative as to what why the budget increased so significantly. • Applicant plans to block rooms at a local hotel • The application indicates a good marketing plan to include newspaper advertising, PSA's, various tourism websites and church advertising in other cities. • Cultural Arts Grant finds recommended ($10,000) will be used towards the cost of Professional ,Services (Artist Fees) 1812-013 Louise Hopkins Underwood Center for the Arts Vest Texas Battle of the Bands Amount Requested: $ 7,000 Amount Recommended: $ 5,649 The Louise Hopkins Underwood Center for the Arts (LHUCA) requested $7,000 to fund professional services and promotion/publicity for the West Texas Battle of the Bands to be held on April 5, 2019 and April 13, 2019 at LHUCA. The Battle of the Bands project will be a multi - tiered competition designed to highlight and celebrate the diversity of musical talent across West Texas. Competing bands will submit an original song for consideration; Bands of all genres will be encouraged to participate. The music of the eight semi-finalists will be featured at the April 5, 2019 First Friday Art Trail and attendees will vote for their favorite band. The four finalists will perform three songs each in a live West Texas Battle of the Bands Concert at LHUCA on Saturday, April 13, 2019. The judges will select a first and second place band based on musicality, originality and stage presence. Committee Comments: • Project has strong artistic merit • This is a first time project for the Underwood Center • The application indicates LHUCA will be collaborating with local and regional radio affiliates to promote the competition to both potential contestants and concert goers • Marketing efforts will also include social media, statewide online event calendars and email blasts to college music programs and music venues statewide; posters will be distributed locally and throughout the region • Cultural Arts Grant funds recommended ($5,649) are to be used towards the cost of Promotion/Publicity 1812-014 Lubbock Centro Aztlan/Ballet Folldorico Aztlan Viva Aztlan Festival 2019 Amount Requested: $ 9,000 Amount Recommended: $ 6,000 Lubbock Centro Aztlan requested $9,000 to assist with professional services and promotion/publicity for the Viva Aztlan Festival 2019 which will be held March 8-9, 2019 at the Lubbock Memorial Civic Center. The 25th Anniversary Festival will include Mexican folklore dance groups of all ages competing and participating in workshops taught by Masters of the selection of the art pieces, contract with the selected artists,, pay the artists and shipping fees, seek additional fiinding, and promote the program to residents and visitors; and other community arts organizations. The project enhances roadsides, pedestrian corridors, community gateways and attracts visitors to the area. Committee Comments: • Project has strong artistic merit • Application .shows great collaboration and support from others organizations the community • Since this is the first time that funds from this grant program have been requested for this project, there are no historical figures on tourism; applicant plans to use an APP that is equipped with geo-fencing technology that will assist in tracking visitors that view each piece of public art as well as click-thrus on weekly e-blasts and social media • There is a good marketing plan in place to promote the artwork to visitors and potential visitors through television coverage, social media and Visit Lubbock wherein visitors will be directed to each piece of art; the program will also be advertised in conjunction with the marketing efforts of Lubbock's Cultural District • Application indicates strong foundation grant support • Cultural Arts Grant funds recommended ($9,000) will be used towards the cost for Professional Services (Artist Fees) 1812-018 Cindy Hughlett Music Ministry/Smallest Gifts Up Close and Personal with Jimmy Wayne Amount Requested: $10,000 Amount Recommended: $ 5,800 Cindy Hughlett Music Ministry requested $10,000 to assist with the headline artist fee, sound/video rentals and promotion/publicity for a concert featuring Country Music artist Jimmy Wayne. Jimmy Wayne has toured with Brad Paisley, recorded with Daryl Hall and John Oates and performed at the Grand Ole Opry over 200 times. He also earned BMI's Million -Air Award for his song "Do You Believe Me Now." During his performance, he will not only entertain, but will share his inspirational story of how he overcame being abandoned and raised in the foster care system to becoming an award winning country music artist. During this time in Lubbock, he will also make a special guest appearance for residents at the Texas Boys Ranch. Committee Comments: • Project has strong artistic merit • Application indicates a good marketing plan to promote the event throughout the region; applicant plans to post the event on regional and state tourism websites as well as place ads in area newspapers as well as on radio and social media • Application indicates strong in -kind and corporate support • Application indicates that tourism will be tracked through tickets sold through Select -a - Seat and its zip code tracking capabilities • Cultural Arts Grant funds recommended ($5,800) will be used towards the cost of Promotion/Publicity and/or Rentals (Sound/Video Equipment) 11 1812-019 Lubbock Community Theatre Lubbock Community "Theatre 2019 Spring Season 25 Amount Requested: $ 9,000 Amount Recommended: $ 5,838 The Lubbock Community Theatre requested `1:9,000 to assist with professional services and marketing/promotion for their 2019 Spring/Summer .Season. The productions will include a comedic .southern charmer and wildly popular production of The Miss Firecracker Cbntesf; a large-scale musical production of 9 to 5 The Musical; and two youth productions, HighSchool Musical and Fairy 'Tale Law and Order. Lubbock Community Theatre plans to offer special performances for the deaf and hearing -impaired as well as .sensory -friendly performances for patrons on the autism .spectrum.
