AN ORDINANCE AMENDING THE FY 2010-11 BUDGET FOR
NICIPAL PURPOSES RESPECTING THE GRANT FUND TO ACCEPT AND
'ROPRIATE FROM THE TEXAS DEPARTMENT OF HOUSING AND
AMUNITY AFFAIRS (TDHCA) FOR THE COMPREHENSIVE ENERGY
�ISTANCE PROGRAM GRANT; ACCEPT AND APPROPRIATE FROM THE
ICA FOR THE COMMUNITY SERVICES BLOCK GRANT; ACCEPT AND
ROPRIATE FROM THE TDHCA FOR THE DEPARTMENT OF ENERGY
) WEATHERIZATION ASSISTANCE PROGRAM GRANT; RESPECTING
'MASTER LEASE PROGRAM BY REPLACING A 30-FOOT GRAIN DRILL
'H A DISC PLOW; RESPECTING THE LUBBOCK BUSINESS PARK TAX
REMENT FINANCING REINVESTMENT ZONE (TIF) FUND BY
ABLISHING A BUDGET AS PRESENTED IN EXHIBIT A; RESPECTING
RISK MANAGEMENT INTERNAL SERVICE FUND TO TRANSFER
IDS TO THE GRANT FUND FOR EXPENDITURES RELATED TO
tRICANE ALEX; RESPECTING THE GRANT FUND TO RE -APPROPRIATE
IDS FROM HURRICANE KATRINA TO HURRICANE ALEX FOR
'ENDITURES RELATED TO HURRICANE ALEX; AND ACCEPT AND
'ROPRIATE FUNDING FROM THE FEDERAL EMERGENCY
NAGEMENT AGENCY (FEMA) FOR EXPENDITURES RELATED TO
tRICANE ALEX.
WHEREAS, Section 102.010 of the Local Government Code of the State of
authorizes the City Council to make changes in the budget for municipal

WHEREAS, in accordance with the City Budget Ordinance the City Council
approve all transfers between funds and departments; and
WHEREAS, the City Council deems it advisable to change the FY 2010-11
for municipal purposes and reallocate funds as follows; NOW, THEREFORE,
IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT the City Council of the City of Lubbock hereby approves
s to the City of Lubbock Budget FY 2010-11 (Budget Amendment #4) for
)al purposes, as follows:
I. Accept and appropriate $689,121 from the TDHCA for the
Comprehensive Energy Assistance Program Grant.
II. Accept and appropriate $85,836 from the TDHCA for the
Community Services Block Grant.
111. Accept and appropriate an additional $50,180 from the TDHCA for
the Department of Energy Weatherization Assistance Program Grant.
IV. Regarding the FY 2010-I1 Master Lease Program, replace one 30-
foot grain drill with a disc plow for the Wastewater Fund.
V. Establish an operating budget for the Lubbock Business Park Tax
Increment Financing Reinvestment Zone (TIF) with funding sources
totaling $18,500 and appropriation totaling $12,100 as outlined in
Exhibit A.
VI. Accept and appropriate $292,683 from FEMA for damages to City
property that were incurred during Hurricane Alex. Furthermore,
appropriate $109,371 in the Grant Fund, for expenditures not covered
by FEMA, which are related to damages to City property that were
incurred during Hurricane Alex. Transfer $64,631 from the Risk
Management Fund to the Grant Fund (Hurricane Alex) and re -
appropriate $44,740 within the Grant Fund (from Hurricane Katrina
to Hurricane Alex) as funding sources for these expenditures.
SECTION 2. THAT a copy of the changes made to the City of Lubbock
dget pursuant to this Ordinance shall be filed with the City Secretary and County
:rk of Lubbock as required by law.
SECTION 3. THAT should any section, paragraph, sentence, clause, phrase
word of this Ordinance be declared unconstitutional or invalid for any reason, the
nainder of this Ordinance shall not be affected thereby.
