HomeMy WebLinkAboutResolution - 2017-R0465 - Amendment 3 To Perkins + Will - 12/07/2017Resolution No. 2017-RO465 Item No. 5.11 December 7, 2017 RESOLUTION BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the Mayor of the City of Lubbock is hereby authorized and directed to execute for and on behalf of the City of Lubbock, Amendment No. 3 to Professional Services Contract 12065 for architectural services related to Citizen's Tower, by and between the City of Lubbock and Perkins + Will of Dallas, Texas, and related documents. Said amendment is attached hereto and incorporated in this Resolution as if fully set forth herein and shall be included in the minutes of the City Council. THAT the City Council finds it to be in the best interest of the citizens of the City of Lubbock in order to expedite the performance of city business, to delegate authority to execute any future amendments, the value of which individually shall not exceed $50,000, for changes to the scope of services along with associated costs and savings under Contract 12065, to the City Manager of the City of Lubbock. P+W has entered into the agreement with the City for providing professional services relating to the design, plans, specifications, and estimates of the Citizens Tower. The original Agreement, Contract No. 12065 was approved by City Council on May 28, 2015, Resolution No. 2015-RO173. Amendment 1 was approved by City Council on July 28, 2016, Resolution No. 2016-RO256. Amendment 2 was approved by City Council on July 13, 2017, Resolution No. 2017-RO248. Amendment 3 includes the additional professional services associated with the Citizens Tower Construction Contract. Scope, as stated in Attachments A-C and summarized thus: Eliminate Civil Deduct expanded Civil Engineer scope for the Lubbock Police Headquarters as Work on PDHQ requested in ASR #01 due to elimination of that service through Amendment 2. Portion (Attachment A) Cost Estimating Additional Services Request (ASR #06). Provide an opinion of probable Consultant construction cost for parking structure at 95% construction document. Provide an (Attachment B) opinion of probable construction cost for Citizens Tower at 100% design development phase. Design Change Additional Services Request (ASR #10). Design change in order to reduce (Attachment C) construction costs that affect architectural and structural disciplines. Further, P+W warrants that it complies with Chapter 2270, Subtitle F, Title 10 of the Texas Government Code by verifying that: (1) P+W does not boycott Israel; and (2) P+W will not boycott Israel during the term of the Agreement. All other portions of the original Agreement and previous Amendments, if any, shall remain in place and are not altered by this amendment. Due to the termination of services regarding the Lubbock Police Department Headquarters at the Design Development (DD) phase, the additional Civil Engineering scope of work added to the contract in ASR #01 will not be required. In accordance with our 05/14/2015 Professional Services Agreement, Exhibit A, Section D.1, this expense is necessary to provide services necessitated by a material change in the Project. Perkins+Will proposes to redesign of the balcony and roof design, and to revise all associated construction drawings to affect an overall reduction in cost to the project. Our Structural Engineer (Henderson Rogers) has proposed fees for additional scope of work per the attached fee letter. Combined, the fixed fee for this work is Forty -Five Thousand Dollars ($45,000.00). We anticipate this additional fee will result in a cost savings for the project, per early estimates by Lee Lewis Construction. This work will be performed as an Additional Service under provisions of our original agreement between Perkins + Will, Inc. and Henderson Rogers Structural Engineers, LLC for this project, dated March 13, 2017. Additional Services Scope of Work We understand that the CMAR (Lee Lewis), has proposed several VE items to reduce construction cost of the Citizen Tower renovation project. The proposed reduction in amount of demolition at Levels 11 and 12 will impact architectural, mechanical and structural disciplines, and require rework of the plans and details previously issued. Scope of Services Structural Engineering services will include the following tasks: • Analyze existing pan joists at balcony area to determine if the floor is structurally sound if the perimeter beams are removed. Analysis will include loading from window washing davits. Design of new steel members may be required to accommodate the proposed partial removal of the floor. • Analyze high roof structure with center portion remaining and only north and south roof edges demolished. The center portion is not structurally stable without modifications, which will include (at a minimum) the installation of two new columns.
