RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock is hereby authorized and directed to execute
for and on behalf of the City of Lubbock a Memorandum of Understanding ("MOU")
by and between the City of Lubbock and Managed Care Center for Addictive/Other
Disorders, Inc. regarding gathering local, county and regional data for the purpose of
identifying substance abuse trends, prevention needs, and developing appropriate
evidence -based strategies to address the substance abuse issues and trends. Said MOU
is attached hereto and incorporated in this Resolution as if fully set forth herein and
shall be included in the minutes of the Council.

Memorandum of Understanding
The Prevention Resource Center, Region 1 and The City of Lubbock are both committed to
collaborate in the continued effort to gather local, county and regional data for the purpose of
identifying local, county, and regional substance abuse trends, substance abuse prevention needs
and develop appropriate evidence -based strategies to address the substance abuse issues and
trends. To accomplish this goal we agree to the following:
The Prevention Resource Center will:
• Serve as the central data collection repository for the region and facilitate data collection to
develop a Regional Needs Assessment (RNA) which focuses on the state's three prevention
priorities of alcohol (underage drinking), marijuana, prescription drugs, and other drugs.
• Disseminate the RNA to regional stakeholders and provide technical assistance and
guidance regarding the use of RNA to make data -driven decisions and plans for substance
abuse prevention services.
• Identify local community, county, and regional training needs and resources, serve as the
substance abuse prevention training liaison and coordinate substance abuse prevention
training among local community, county, and state agencies, and other behavioral health
and prevention -focused community organizations.
The City of Lubbock will:
• Collaborate with the Prevention Resource Center Region 1, in developing strategies to
gather information concerning the needs of the community when resources are available.
• Assist the Prevention Resource Center Region 1, with available collection of local
community, county and regional data.
• Encourage stakeholders and other individuals, who possess data or have questions about
data, to contact the Prevention Resource Center.
This agreement is effective October 1, 2017 through September 31, 2018. This MOU
contains no excha a of funds, commitment of funds or exchange of services or products
for consideration.
