AN ORDINANCE AMENDING THE FY 2011-12 BUDGET FOR
MUNICIPAL PURPOSES RESPECTING THE GRANT FUND TO ACCEPT AND
APPROPRIATE FUNDING FROM THE TEXAS DEPARTMENT OF HOUSING
AND COMMUNITY AFFAIRS (TDHCA) FOR THE COMPREHENSIVE
ENERGY ASSISTANCE PROGRAM (CEAP) GRANT, GRANT NO. 82048, TO
ACCEPT AND APPROPRIATE FUNDING FROM THE FEDERAL TRANSIT
ADMINISTRATION (FTA) FOR THE SECTION 5308 — CLEAN FUELS GRANT,
GRANT NO. 88027; RESPECTING THE DONATIONS FUND TO ACCEPT AND
APPROPRIATE FUNDING FROM ATMOS ENERGY FOR THE ATMOS
ENERGY CONSERVATION CUSTOMER VALUE PLAN; RESPECTING THE
2011-12 MASTER LEASE; RESPECTING THE LUBBOCK POWER & LIGHT
(LP&L) CAPITAL PROGRAM, AS RECOMMENDED BY THE ELECTRIC
UTILITY BOARD ON FEBRUARY 29, 2012, TO ESTABLISH CAPITAL
IMPROVEMENT PROJECT NO. 92282, "DOWNTOWN REDEVELOPMENT
UNDERGROUND;" AND RESPECTING THE LP&L OPERATING FUND, AS
RECOMMENDED BY THE ELECTRIC UTILITY BOARD ON FEBRUARY 29,
2012, TO INCREASE TRANSFERS TO THE CAPITAL PROGRAM AND
INCREASE THE UTILIZATION OF LP&L FUND NET ASSETS.
WHEREAS, Section 102.010 of the Local Government Code of the State of
exas authorizes the City Council to make changes in the budget for municipal
urposes; and
WHEREAS, in accordance with the City Budget Ordinance the City Council
1 approve all transfers between funds and departments; and
WHEREAS, the City Council deems it advisable to change the FY 2011-12
udget for municipal purposes and reallocate funds as follows; NOW, TI IEREFORE,
IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT the City Council of the City of Lubbock hereby approves
iges to the City of Lubbock Budget FY 2011-12 (Budget Amendment #12) for
icipal purposes, as follows:
Accept and appropriate $1,116,902 from TDHCA for the CEAP Grant.
II. Accept and appropriate $2,000,000 from FTA for the Section 5308 —
Clean Fuels grant.
III. Accept and appropriate $100,000 from Atmos Energy for the Atmos
Energy Conservation Customer Value Plan.
IV. Amend the FY 2011-12 Master Lease approved in Ordinance 2011-
00080 on September 8, 2011, by adding a Tapping/Insert-A- Valve
machine for the Water Utilities Pipeline Maintenance department at an
approximate cost of $60,000.
V. Establish Capital Improvement Project No. 92282, Downtown
Redevelopment Underground, and appropriate $425,000 for the purpose
of placing electric lines underground in Phase I of the Downtown
Redevelopment project.
VI. Amend the LP&L Operating Fund by increasing the transfer to the
LP&L Capital Project Fund by $425,000 and utilizing net assets by the
same amount.
SECTION 2. THAT a copy of the changes made to the City of Lubbock
Budget pursuant to this Ordinance shall be filed with the City Secretary and County
Clerk of Lubbock as required by law.
SECTION 3. THAT should any section, paragraph, sentence, clause. phrase
or word of this Ordinance be declared unconstitutional or invalid for any reason, the
remainder of this Ordinance shall not be affected thereby.
