ORDINANCE NO. 2013-00095
HAN ORDINANCE AMENDING THE FY 2013-14 BUDGET FOR MUNICIPAL
PURPOSES RESPECTING THE GRANT FUND TO ACCEPT AND
APPROPRIATE ADDITIONAL FUNDING FROM THE TEXAS DEPARTMENT
OF HOUSING AND COMMUNITY AFFAIRS (TDHCA) FOR THE
COMMUNITY SERVICES BLOCK GRANT; TO ACCEPT AND APPROPRIATE
ADDITIONAL FUNDING FROM THE TEXAS DIVISION OF EMERGENCY
MANAGEMENT (TDEM) FOR THE EMERGENCY MANAGEMENT
PERFORMANCE GRANT (EMPG) AND RESPECTING THE GATEWAY
CAPITAL IMPROVEMENT PROGRAM BY DECREASING THE
APPROPRIATION FOR CAPITAL IMPROVEMENT PROJECT 92289 AND
INCREASING THE APPROPRIATION FOR CAPITAL IMPROVEMENT
PROJECT 92228 PROVIDING FOR FILING; AND PROVIDING FOR A
i SAVINGS CLAUSE.
WHEREAS, Section 102.010 of the Local Government Code of the State of
Texas authorizes the City Council to make changes in the budget for municipal
purposes; and
WHEREAS, in accordance with the City Budget Ordinance the City Council
shall approve all transfers between funds and departments; and
WHEREAS, the City Council deems it advisable to change the FY 2013-14
Budget for municipal purposes and reallocate funds as follows; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT the City Council of the City of Lubbock hereby approves
changes to the City of Lubbock Budget FY 2013-14 (Budget Amendment #1) for
municipal purposes, as follows:
I. Accept and appropriate an additional $86,475 from the TDHCA for the CSBG
program, for a total appropriation of $345,899.
II. Accept and appropriate an additional $4,380 from the Texas Division of
Emergency Management (TDEM) for the FY 2012-13 EMPG, for a total
appropriation of $120,812.
III. Amend Capital Improvement Project 92289, 98th Street - University Avenue
to US 87, by decreasing the funding by $450,000, from $6,825,300 to
$6,375,300; and amend Capital Improvement Project 92228, Frankford
Avenue - 98th Street to 114th Street, by increasing the appropriation by
$450,000, from $5,214,427 to $5,664,427, for the completion of the Frankford
Avenue project.
SECTION 2. THAT a copy of the changes made to the City of Lubbock
Budget pursuant to this Ordinance shall be filed with the City Secretary and County
Clerk of Lubbock as required by law.
SECTION 3. THAT should any section, paragraph, sentence, clause, phrase
or word of this Ordinance be declared unconstitutional or invalid for any reason, the
remainder of this Ordinance shall not be affected thereby.
