RESOLUTION
WHEREAS, the City of Lubbock has approved and implemented a Neighborhood Traffic
Management Program to address the concerns of citizens respecting traffic volume, vehicle
speed, roadway geometry, and vehicle/pedestrian conflicts; and
WHEREAS, in furtherance of the health, safety, and welfare of the citizens of Lubbock,
and to enhance the overall effectiveness and workability of the Program, the City Council now
desires to make certain modifications to the Program, specifically to the Survey Petition process
for citizen -initiated efforts to install traffic calming devices.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
LUBBOCK:
An addendum to the City of Lubbock Neighborhood Traffic Management Program is
hereby adopted, a copy of which is attached hereto and incorporated herein for all purposes,
which shall serve as guidance to the Citizens Traffic Commission, and City of Lubbock Traffic
Engineering staff, regarding the Survey Petition process in connection with citizen -initiated
efforts to install traffic calming devices.

Addendum — Neighborhood Traffic Management Program
(February, 2022)
The following updates are made to the Neighborhood Traffic Management Program (October 2014), and
shall control to the extent of any conflict:
A. For the purposes of the Survey Petition process described in Section V of the Neighborhood Traffic
Management Program, the term "Resident" shall mean any adult occupant of a house located in
the survey area, not to exceed one (1) occupant per house.
B. Appendix C: Traffic Calming Survey Petition to the Neighborhood Traffic Management Program
(October 2014) is replaced with Appendix C attached hereto as Exhibit "A".

"We, the undersigned, petition that our neighborhood be part of the Neighborhood Traffic Management
Program. We understand that the neighborhood may be responsible for any costs associated with the
installation of any traffic calming devices. We also understand that traffic calming devices on one street
may cause traffic to re-route and utilize adjacent streets."
All persons signing this petition do hereby certify that they are an adult occupant of a house located in
the area impacted by the proposed traffic calming device as shown on the attached Traffic Calming
Treatment Plan and map, and do further attest, under penalty of law (Texas Penal Code, Section 37.10),
that the representations made under signature hereon are true and correct. Only one (1) signature from
any address will be accepted.
